CALL TO ORDER: The meeting was called to order by Mayor Charles H. Garland, presiding with Aldermen Johnson, Napieralski, Pflughaupt, Vavrinek, Kehe, McKay, Campagna, and Halverson responding to roll call. Alderman Scharringhausen was absent the entire meeting. SCOUT TROOP #13: Alderman Halverson introduced scout tropp #13. They were interested spectators the entire meeting of the Council. CARROTHERS & BRAUN. INC.. SEWER INSPECTION FEE: The Clerk then read the following letter: September 20, 1944 Mr. John Lemke Chairman of Water Committee City of Des Plaines, Illinois Dear Sir: We are informed that there is an ordinance requiring payment of a sewer inspection fee. As you know,. we installed by private contract all of the sewer, water and streets in our project; and the proper sewer connections were made as the sewer was laid. All of this work was done under the supervision of and in- spected by your City Ehgineer, and we paid supervision and inspection fees to your engineer. Inasmuch as we have already paid inspection fees, and the streets did not become the property of Des Plaines until after the sewer work had been completed and duly approved by your engineer and the plat recoiled, we feel that this fee is not applicable in our case. RIVERVIEW CIVIC ASSOCIATION: The Clerk then read the following letter: September 29, 1944 Des Plaines City Council City Hall Des Plaines,'Illinois G 31 318 (RIVERVIEW CIVIC ASSOC.w CONT' D cpentlemen: It has been brought to the writer's attention that on or about June 5th, the City Council decided that the section of Riverview in Des Plaines should have a police and fire call box installed. This subject was brought up by Mr. Halverson in the Council the latter part of May of this year. I+ seems that since this time something has happened.to prevent the installation of this box and we are wondering why. Asyouu gentlemen are well aware, the telephone situation in the Riverview section is very bad and we are wondering what the residents of the duplex homes in this section of town would do in the event of a serious fire in one of their homes or in the event of some disturbance calling for immediate police action. Acoording to our figures there are only about twenty telephones in the entire section which, as you know, is entirely inadequate for.fire or police protection use. Therefore, our organization respectfully asks thatyou renew your action on this box and if possible to consider several boxes instead of just one to be installed itn the Riverview section]; which covers approximately half a square mile. Garland, Mayor and Members of the City Council City of Des Plaines, Illinois Gentlemen: May I call to your attention the necessity for extending the cinder roadway as now constructed so that it reaches the sewage treatment tank proper, in- stead of stopping at the fence around the entire installation in the Cumber- land Subdivision. This is all covered under Section 3 (b) of the Ordinance of July 7, 1943. The weeds should also be cut inside the fence. I am particularly desirous that the roadway be completed, because some of the digested solids or sludge will shortly have to be removed from the tank. Owing to the condition of the ground, it may be difficult, if not impossible, for our truck to give =atm service]; particularly in wet weather. ASSIGNMENT CLAUSE IN FIRE PROTECTION CONTRACTS: The Clerk then read the following letter: October 2, 1944 Mayor and City. Council Des Plaines, Illinois Gentlemen: Your attention is directed to the failure of providing anmsignment or cancellation ck&use in the Fire Protection contracts. Numerous complaints have reached me wherein a seller protests his inability to either assign his contract and there by receive credit for the unexpired term of the agreement or failure to receive a rebate upon offer of cancellation of the contract.' It is recommended that a new contract be prepared providing for as- signment of interest in the event of a sale or otherwise, or permitting a pro -rata rebate in the event of a cancellation of the contract. Such a pro- vision would -then be similar to the method employed by insurance companies. Your early consideration of this matter is requested so that I may the several persons who are interested. CHICAGO WATER PROJECT: The finance Committee, through its chairman Al- derman Pflughaupt advised the Council to temporarily abandon the Bond issue on the Chicago Water Project. After a considerable discussion the motion was then made by Alderman Pflughaupt and seconded by Kehe that the City_Clerk notify the Deuell & Co. that this proposed Bond issue on the Chicago Water Project has been temporarily abandoned until otherwise notified. There being a dissenting vote, the Mayor ordered the roll called with the following results: Ayes; Johnson, Napieralski, Pflughaupt, Kehe, McKay, -Campagna. Nays; Vavrinek, Lemke, Halverson. The Mayor thereupon declared the motion carried. FEDERAL -WORKS AGENCY WATER PROJECT: The motion was then made by Alderman Lemke and seconded by Johnson to reject the Federal Works _Agency Water Project and that the City Clerk notify the Federal `'orks Agency of this rejection. Public Relations: Alderman Napieralski suggested having a book for registration for servicemen home on leave. 1 RESOLUTION FOR SPECIAL ASSESSMENT FORECLOSURE: The Clerk then read the following resolution: TO FORECLOSE THE LIEN OF SPECIAL ASSESSMENTS OF CERTAIN PROPERTY IN THE CITY OF DES PLAINES * * * * * * WHEREAS, ordinances have heretofore been adopted providing for the construction of certain water, sewer and sidewalk improvements, and special assessments, pursuant thereto were levied to pay the cost of said work pursuant to the statute applicable thereto and said work and improvements constructed and the report of cost and completion was approved in manner and form as provided by law and affecting, in part, the following described real estate, to -wit: Lots 1, 2,4, 5, 7, 9 to 36 in the Subdivision of Lot 2 of "Carl Lagerhausen Estate Division", of the SY of Sec. 20, gown 41 North, Range 12 East of the 3rd P.M., excepting the West 468.34 feet, in Cook County, Illinois, situated in the City of Des Plaines, Cook County, Illinois; and WHEREAS, certain installments of said special assessments levied against individual lots have not been paid and are now past due; and WHEREAS, the City Couhcil finds that it will be for the best interests of this City that said special assessment liens be foreclosed; now, therefgre: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS: Section 1.
