the ordinance be passed. The Mayor put the question and the Clerk called the

Vavrinek, Kehe, McKay, Lemke, Campagna, and Halverson. Nays; None. 'he Mayor
thereupon declared the motion carried and the said ordinance passed.
The motion was then made by Alderman Pflughaupt and seconded by Campagna
that the said ordinance be published in the Des Plaines Suburban Times. the
motdon was voted upon by acclamation whereupon the Mayor declared the motion
carried. Alderman Campagna advised the Council that metal signs could not bd had,
so some substitute would have to be found.
VETERANS' ADMINISTRAT'ION: Alderman Napieralski was advised by
Mayor Garland that the Veterans' Rehabilitation ''orunission would be taken
up at the next Council meeting.
GIFT FOR RESIGNED CITY CLERK: Alderman Kehe then presented to the
City Council the gift he had purchased for E. J. Friedrich. It was a Parker "51"
pen and pencil set.
ADJOURNMENT: The motion was then made by Alderman Lemke and seconded by
Campagna that the meeting adjourn. The motion was voted upon by acclamation
thereupon the Mayor declared the motion carried and the Council regularly ad-

SEPTEMBER 5. 1944. AT 8:00 P. M.
CALL TO ORDER: The meeting was called to order by Mayor Charles H. Gar-
land presiding with Aldermen Napieralski, Pflughaupt, Vavrinb , Kehe, Eemke,
McKay, Campagna, and Halverson responding to roll -call. (Aldermen Johnson and
Scharringhausen were absent during the entire meeting.)
CALL TEN MINUTE MECESS :Due to the election for a City Clerk to fill the
unexpired term caused by the resignation of Edgar J. Friedrich, the motion was
made -by Alderman Halverson and seconded by Vavrinek that a committee of three be
appointed to canvass the votes of the election. The motion was voted upon by ac-
clamation whereupon the Mayor declared the motion carried. Mayor Garland then
appointed Aldermen Vavrinek, Lemke, and Kehe-to canvass the votes. A ten
minute recess was called in order that they could do this.
REPORT OF CANVASS OF VOTE: After the ten minute recess, the Clerk pro
Tem called roll with Aldermen Napieralski, Pflughaupt, Vavrinek, Kehe, Lemke,
McKay, Campagna, and Halverson responding to the call. The Mayor then asked for
the Canvassing Committee's Report and Alderman Kehe gave the following results:

Then the Clerk pro Tem, Mrs. Pat Edgren, read the following resolution:

purpose of electing a City "lerk to fill the vacancy for the unexpired term of
Edgar J. Friedrich, resigned, and to serve until his successor is elected and
qualified, as provided by law, and
WHEREAS, the City Council, as by Statute in such case made and provided,
has canvassed the votes cast at such election, and the result of said canvass
being as follows:
FRITZ C. A. WETTIN received 27 votes
OTTO W. J. HENRICH received 878 votes

Section 1. That, Otto W. J. Henrich, having received the highest number of
votes cast, be and he is hereby declared to be duly elected to the office of City
Clerk for the unexpired term to serve until his successor shall be elected and
qualified at the next general election to be held in April, 1945, as by law
provided.
Section 2. That the said Otto W. J. Henrich be installed into office and
enter upon his duties upon taking his oath and qualifying by furnishing a surety
bond to be approved by this Council, as is by law provided.
Section 3. 'hat this resolution shall be in full force and effect from
and after its passage and approval.

The City Attorney then presented the surety bond and the Clerk Pro -Tem
read the same. The motion was then made by Alderman Pflughaupt and seconded
by Vavrinek that the bond be accepted. The -Clerk ED -Tem called roll, after
the Mayor put the question, with the following result: Ayes; Aldermen Napier-
alski, Pflughaupt, Vavrinek, Kehe, Lemke, McKay, Campagna, and Halverson. the
.Mayor thereupon declared the motion carried and.the bond accepted.
Then Judge Sengstock administered.the following oath to the city Clerk
-Elect, Otto W. J. Henrich: The new "lerk then took his place next to the
•Clerk Pro Tem who was presiding at the meeting. Mayor Garland gave Mr. Henrich
a welcome on behalf of the entire council, after which Mr. Henrich gave a
.brief speech.
STREETS AND SANITATION REPORT: Alderman Campagna said we should accept
the State Department's -offer on hrterial.Highways as outlined. He also asked
-for additional funds to take care of the stop and go lights, retroactive to
•1944, not 1945.
. WATER REPORT: Alderman Lemke then announced that all the parts for
the pulp were here and that they were waiting for cooler weather to put them
in. It will require a two weeks' shut -down, but they are going to wait until
the last part of October or the first part of November when the water demand
is at its lowest.
Alderman Lemke also announced that he had had quite a discussion with
several exdcutives from Springfield and that they had gone back to 1889 to study
different water situations. He said that it has been proved that a well is but
a temporary relief.
Lawns may be sprinkled now.

FINANCE REPORT: Alderman Pflughaupt then submitted the following report:
To the Chairman PFLUGHAUPT-FINANCE committee, at the meeting of the "ity Council,
held August 21st, 1944, the following matter was refeled to your committee:
Gentlemen: In re: Special Assessment #52693
Many months ago I wrote you with reference to the unpaid balance on the above
special assessment, on which there remain several unpaid vouchers, of which my
client owns one.
This unpaid balance is a lien against all the property mentioned in the original
assessment roll and is a cloud on the title.
A supplemental assessment should be levied to clear up and pay these unpaid vouchers
and discharge the lien.

Your City. Attorney has investigated the above and has found: That the afore-
said purchase was made at a Tax Sale in 1911 for a nominal sum. A subsequent
tax deed was issued which is also outstanding. No taxes have been paid on this
lot for many years. It is but a 25 foot lot and not large enough for any
building purposes. This title accrued to the City from the Village of Riverview
which originally bought in at the tax sale in 1911.

I therefore recommend that the offer be accepted for the following reasons:
(1) The amount offered is practically double of the sale price.
(2) The lot involved has been tax delinquent for many years, and can, by this
transfer be made revenue producing.

Highways by municipality under the Motor Fuel Tax Law.

is hereby appropriated the sum of $2451.36 of Motor Fuel Tax funds for the
