APPROVAL OF MINUTES: Each member of the Council having been supplied
with a copy of the minutes of the regtiar Council meeting held Monday, July 17,
1944, as well as a copy of the special Council meeting held Monday, July 31,
1944, the Motion was made by Alderman Pflughaupt and seconded by Kehe that
the said minutes be approved. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried and the said minutes approved.

The motion was made by Alderman Johnson and seconded by Halverson that the re-

SOUTH SIDE PHONE SITUATION: Alderman Halverson then told the Mayor
and City Council that he, the heads of the Fire and Police Departments, and
Mr. Berry of the Telephone Company, had investigated the phone situation on
the South Side. He said that nothing has come of this investigation, but
11e wanted them to know that something is being done concerning this situation.
WATER REPORT: Alderman Lemke then reported that all but the Mayor and
one Alderman had gone to Maywood on the water question. He said that the
Government iso grant had been allotted for a well. He received some applications
and they (Federal Works Agency) want all the information on the land where
the well will be put, but the land hasn't been purchased yet. Nothing can
be done until they can find out where the land is going to be purchased.
BOND HOUSE PROPOSALS: Then Alderman Napieralski said that he had
nothing to report for the Public Relations Committee but that he had turned
over two .proposals from bond houses to the Finance Committee and they had
been incorporated in the Finance Committee's report.
APPROVAL OF BILLS: The Finance Committee, through its Chairman Al-
derman Pflughaupt, then introduced the following proposed resolution:

Dear Sir:
Attacked are four copies of the Agreement for Maintenance of City Streets for the
year beginning July 1, 1944. The agreement as in previous years sets up a
budget allotment for maintenance on those State Highways in the City of Des
Plaines where we may contract for this work.
To make the agreement effective it must be approved by the City ofDdes Plaines
in a regular meeting, be signed by the President and the Clerk and bear the
corporate seal in the space indicated. In addition the certificate at the
bottom of the agreembnt must be filled in, signed and sealed.
After this has been done return all four copies to me, and 1 will have the
proper State signatures affixed and return one fully signed copy for your
records. At that time the agreement will be effective. I would suggest that
action be taken at the next regular board meeting.
Any funds set up by this contract will be made available for the duration of
the contract only and no maintenance work may be done from these funds after
June 30, 1945.
Should you have any questions concerning the Agreement for Maintenance of City
Streets please feel free to consult me.

You will recall that the last luncheon meeting of the Building officials in
Evanston at which we discussed ways and means of preparing a uniform Building.
Code for the Chicago Area, the Chicago Regional Planning Association volunteered
to assist us in preparing this building code.
The Chicago Regional Planning Association suggested that a committee of Building
officials be appointed to confer with and assist in formulating this uniform code.
We had a small committee that had been working on this uniform code for some time.
We now find that we should enlarge this committee and I am herewith appointing
you as one of its members, to assist in advising withthe Chicago Regional Planning
Association in formulating the proposed Uniform Building 'ode for the Chicago area.
We plan to hold a meeting of this committee within the next few weeks. You will

Yesterday we received from the Federal Works Agency a copy of F.W.A. form 56,
Land Report, together with instructions for land acquisition report. We note
that a copy of the letter of t ansmittal went to you, but we infer that it was
not accompanied by the above mentioned forms. Accordingly, we are forwarding
them to you. Apparently the information required is of such a nature that it
would have to be supplied locally.
We have also just received a copy of the F. W. A. Regional Engineer's letter of
the 15th instant to Mayor Garland relative to the allotment for which ap-
plication was made.
As we have been under the impression that the City perhaps had other plans, we
will await further advice.

Alderman Lemke said that Captain Ruddock wanted to get the location of the land,
the legal description, and everything else. The Government is liable to cancel
the grant within ten deysif they don't get the information. They have given
Maxwell authority to go ahead with the drawings, but Maxwell can't do it unless
advised by the Council. Maxwell asked Lemke if he should go ahead with the
drawings but Lemke said no, because he didn't want to take the responsibility.
The Mayor asked if the Water Committee had decided whether they wanted a well or
not. ictus A lengthy discussion followed, during which the different Alder-
men gave their opinions. Then the motion was made by Alderman Vavrinek and
seconded by Lemke that the City turn down the Government's offer. The City

He advised me that if the wax in Europe were to come to an end in the very hear
future, that all grants would be cancelled unless the projects were actually
in and under construction at that time. That is a circumstance that must be
taken under consideration at this time.

On all other Streets and Avenues within the City of Des Plaines where diagonal
parking is not provided for, vehicles shall bei parked parallel to the curb
in accordance with Section 52, (See Section 49)
Section 2. Every person, firm or corporation violating any provisions of this
ordinance shall be punished by a fine of not more than Two Hundred Dollars ($200.00)
Section 3. All ordinances or parts of ordinances in conflict herewith are hereby
repealed.
Section 4. That this ordinance shall be in full forde and effect from and after
its passage, approval and publication according to law.
The motion was made by Alderman Johnson and seconded by Campagna that the rules
be suspended and the ordinance put on its final passage. The Mayor put the
question and the 'lerk called the roll with the following result: Ayes; Aldermen
Johnson, Napieralgki, Prlughaupt, Vavrinek, Kehe, A4cKay, Lemke, Campagna, and Hal-
verson. Nayes; N ne. The Mayor thereupon declared the motion carried and the
ordinance put on its final passage.

The motion was made by Alderman Campagna and seconded by Pflughaupt that
the ordinance be passed. The Mayor put the question and the Clerk called the
roll with the following result: Ayes; Aldermen Johnson, Napieralski,.Pflughaupt,
Vavrinek, Kehe, McKay, Lemke, Campagna, and Halverson. Nays; None. 'he Mayor
thereupon declared the motion carried and the said ordinance passed.
The motion was then made by Alderman Pflughaupt and seconded by Campagna
that the said ordinance be published in the Des Plaines Suburban Times. the
motion was voted upon by acclamation whereupon the Mayor declared the motion
carried. Alderman Campagna advised the Council that metal signs could not bd had,
so some substitute would have to be found.
VETERANS' ADMINISTRATION: Alderman Napieralski was advised by
Mayor Garland.that the Veterans' Rehabilitation "oramission would be taken
up at the next Council meeting.
GIFT FOR RESIGNED CITY CLERK: Alderman Kehe then presented to the
City Council the gift he had purchased for E. J. Friedrich. It was a Parker "51"
pen and pencil set.
ADJOURNMENT: The motion was then made by Alderman Lemke and seconded by
Campagna that the meeting adjourn. The motion was voted upon by acclamation
thereupon the Mayor declared the motion carried and the Council regularly ad-
journed.

MEETING OF THE CITY COUNCIL OF
THE CITY OF DES PLAINES HELD
IN THE COUNCIL CHAMBERS, TUESDAY,
SEPTEMBER 1, 1944, AT 8:00 P. M.
CALL TO ORDER: The meeting was called to order by Mayor Charles H. Gar-
land presiding with Aldermen Napieralski, Pflughaupt, Vavrinleh, Kehe, Semke,
McKay, Campagna, and Halverson responding to roll -call. (Aldermen Johnson and
Scharringhausen were absent during the entire meeting.)
CALL TEN MINUTE BECISS :Due to the election for a City Clerk to fill the
unexpired term caused by the resignation of Edgar J. Friedrich, the motion was
made -by Alderman Halverson and seconded by Vavrinek that a committee of three be
appointed to canvass the votes of the election. The motion was voted upon by ac-
clamation whereupon the Mayor declared the motion earried. Mayor Garland then
appointed Aldermen Vavrinek, Lemke, and Keheto canvass the votes. A ten
minute recess was called in order that they could do this.
REPORT OF CANVASS OF VOTE: After the ten minute recess, the Clerk pro
Tem called roll with Aldermen Napieralski, Pflughaupt, Vavrinek, Kehe, Lemke,
McKay, Campagna, and Halverson responding to the call. The Mayor then asked for
the Canvassing Committee's Report and Alderman Kehe gave the following results:

Then the Clerk pro Tem, Mrs. Pat Edgren, read the following resolution:

WHEREAS, a special election was held on uesday, September 5, 1944 for the
purpose of electing a City "lerk to fill the vacancy for the unexpired term of
Edgar J. Friedrich, resigned, and to serve until his successor is elected and
qualified, as provided by law, and
WHEREAS, the City Council, as by Statute in such case made and provided,
has canvassed the votes cast at such election, and the result of said canvass
being as follows:
