PROPOSED RESUBDIVISION
Morris'es Resubdivision of Part of Lot 8 of Harrington's Subdvision
of Lots 6, 7, and 8 in Blook 2 of Arthur T. McIntosh & Company's
Second Addition to Riverview; being a subdivisipn of the N* of
the S.W.i of the N.W.+ of Section 28-41-12 East of 3rd P. M.
The motion was made by Alderman Napieralski and seconded by Halverson
to refer the said plat to the Plan Commission for study and recommendation.
The motion was voted upon by acclamation whereupon the Mayor declared the
motion carried and the said plat so referred.
APPROVA 0 : Each member of the Council having been sup-
plied a copy of the minutes of the regular Council ¢eating held Monday,
July 3, 1944, as well as a copy of the postponed regular council meeting
held Wednesday, July 5, 1944, the motion was made by Alderman McKay and
seconded by Lemke that the said minutes be approved. The motion was
voted upon by acclamation, whereupon the Mayor declared the motion carried
and the said minutes approved.
ADJOURNMENT: The motion was then made by Alderman Johnson and
seconded by Scharringhausen that the meeting adjourn. The motion was voted
upon by acclamation whereupon the Mayor declared the motion carried and the
Council regularly adjourned.

MEETING OF THE CITY COUNCIL OF
THE CITY OF DES PLAINES HELD IN
THE COUNCIL CHAMBERS, MONDAY,
JULY 31. 1944. AT 8:00 P. M.
CALL TO ORDER: In the absence of Mayor Garland, the meeting
was called to order by Edgar J. Friedrich, City dlerk, with Aldermen
Napieralski, Pflughaupt, Vavrinek, Kehe, Scharringhausen, Lemke, McKay,
and Campagna responding to the roll -call. Aldermen Johnson and Hal-
verson were absent during le entire meeting.
READING OF THE CALL: The Clerk then read the following call for
the special meeting:

of the City of Des Plaines, Illinois
Gentlemen:
July 29, 1944
You are hereby officially notified that upon request of Aldermen Pflughaupt
and Lemke a special meeting of the City Council of the City of Des Plaines
will be held at 8:00 P. M. Monday July 31, 1944 in the Council Chambers
for the purpose of adopting a resolution which would enable the Council
to proceed with arrangements for Chicago water, and to dispose of such
other council business as may be necessary.

WAIVER OF NOTICE
We,the undersigned members of the City Council of the City of Des Plaines,
do hereby waive notice of the time, place, date, and purpose of a special
meeting of the City Council of the City of Des Plaines to be held on the
3lst day of July, 1944 A. D. at 8:00 P. M., in the Ce until Chambers,
and do hereby consent to the holding of such meeting and to the trans-
action of any and all business that may come before such meeting;

Lemke'and seconded by Campagna that Alderman Pflughaupt serve as Atwor pro
tem for this meeting. The motion was voted upon by acclamation whereupon
the Chair declared the motion carried.
ACCEPT PROPOSAL OF DEUELL AND COMPANY: The Clerk then read the
following report:
To the Chairman Pflughaupt,- FINANCE committee, at the meeting of the
City Council, held May 15, 1944,.the following matter was referred to
your committee:
The attached proposal from Deuell and Company pertaining to the con-
struction OF a water pipe line from the City of Des Plaines to connect
with the City of Chicago Water System was referred t your committee
for further study and rept.
Note: A copy of this report was also sent to Frank M. Opeka for study
and report.

To the Mayor and City Council:
Your Committee on above has investigated the above and has found: that
the proposal affords the City of Des Plaines an opportunity to secure
Chicago water and being in a form found to be satisfactory to the City
Attorney and the Water Committee.
We, your Committee on Finance, therefore recommend: that the Mayor and
City Clerk be instructed to sign the proposal similar in every detail
to the attached but dated July 20, 1944, which is also attached to
this report.

The Clerk then read the following proposed resolution:
RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES, COOK
COUNTY, ILLINOIS:
That the Mayor and City Clerk be and they are hereby authorized and di-
rected to execute the proposal of Deuell and -Company, under date of
July 22, 1944, which reads as follows:
To hire and pay for the services of an engineer or engineering firm
mutually agreeable to the City of Des Plaines and myself, to make a
survey on the cost of the contemplated project;
To employ the services of competent lawyers such as Chapman and
Cutler or other lawyers, to prepare the necessary contract to be
entered into with the City of Chicago, and to prepare a Water
Revenue Bond ordinance when, as and if it is decided to issue the
bonds for construction;
To furnish the new Water -Revenue bonds when, as and if the proper
ordinance id adopted and becomed a law, with maturities scheduled,
to be mutually agreed upon by the City of Des Plaines and myself, and
bearing an interest rate not to exceed 3;
'to render any service or assistance that I possibly tan, in obtain-
ing the necessary contract Lith the City of Chicago as soon as possible.

It is understood and agreed that if this proposal is acceptable to
the City Council of the City of Des Plaines that the City Council
will adopt all necessary proceedings or ordinance, as required under
the laws of the State of Illinois in the issuance of Water Revenue
Bonds, and that I as the buyer of said bonds will take delivery at
par and interest to delivery date, within a period of two weeks after
Chapman and Cutler have signified that they are ready to issue the
legal opinion, at a bank in the City of Chicago to be later dd:signated
by me.
This agreement is to remain in effect for a period of 120 days after
the passing of a resolution by your City Council, approving this agree-
ment and to burther extended after that date, only by mutual written
. agreement by the City Council of Des Plaines and myself.
It is further agreed end understood that the City of Des Plaines is
to be under no expense whatsoever in the preparation of the engine-
ering report and legal proceedure, and that if some unforseen circum-
stance might arise wherby the City Council of Des Plaines might decide
not issue the above mentioned revenue bonds, that the City of Des
Plaines will be under no obligation to me or any one employed by me
for any axpense.
The acceptance of this offer shall be evidenced by the execution of
a copy fhereof, by the Mayor and City Clerk of the City of Des
Plaines, Illinois, pursuant to a resolution authorizing the execution
thereof by said officers to be adopted by the City Council at a
legally convened meeting%
SECTION 2. That this resolution shall be in full force and effect from and
after its passage and approval.
The motion was made by Alderman Kehe and seconded by Lemke that the said
proposed resolution be adopted. The chair put the question and the Clerk
called the roll with the following result: aAyes; Alderman Napieralski,
Pflughaupt, Vavrinek, Kehe, Scharringhausen, Lemke, McKay, and Campagna.
Nays; none. The °hair thereupon declared the motion carried and the said
resolution adopted.
SEEK FURTHER PROPOSALS: The motion was then made by Alderman
Napieralski and seconded by Campagna to instruct the Finance Committee
to solicit proposals similar to the proposal from Deuell and Company,
from other municipal bond houses in order to give the City the advantage
of the lowest possible interest rate on the bonds. The motion was voted
upon by acclamation whereupon the °hair declared the motion carried.
AUTHORIZE AUDIT: The motion was made by alderman Campagna and
seconded by Lemke to authorize and direct the Finance Committee to arrange
for an audit of the City's books. the motion wasvoted upon by acclamation
whereupon the Chair declared the motion carried.
ACT ON DILAPIDATED BUILDING: The Clerk then red the following letter:

Gentlemen:
Subject: Recommend demolition of
Dangerous building.
Calling your attention to a dilapkdated structure within the city limits
and in the Fire Zone, which is licated at rear of lot #3 Block#3 Parson
& lee's Add'n to town of Rand. Section 17 Township 41 North Range 12.
This building have not been inuse for many years and and is not fit for
further use, it has become a dangerous building due to detieration and
unsafe, as children play around and in this structure, endangering their
lives. (There are no barricades or signs of warning as to the dagner
in and around this building.) Its location in reference bo business build-
ings makes it also dangerous and a Fire Hazzard.
PROCEEDINGS: Recomend that Council refer to Article xxlv Section 231
Revised Building Code of the City of Des Plaines of 1939.

Vavrinek, Kehe, Sharringhausen, McKay, Lemke, Campagna, responding to the
roll call. Alderman Halverson arrived soon after the meeting started.
DESIGNATE CITY CLERK PRO -TEM: The motion was then made by Alder-
man Napieralski and seconded by Campagna that Mrs. Patrice Edgren serve as
City Clerk Pro -Tem until a new City Clerk be elected. The motion was voted
upon by ac,lamation whereupon the Mayor declared the motion carried.

DES PLAINES, ILL. - CROSSING PROTECTION
DES PLAINES AVENUE.
Referring further to my letter of june 16th, and your letter of
April 13th, relative to making the gates at your Des Plaines Avenue crossing
automatic:
We wish to advise that we have War Production Board's approval
for use of materials and have made application to the Illinois Commerce
Commission for the approval of the change. This application was made
approximately a month ago. Materials have been ordered but it may be some-
time before all items will received on account of the present conditions.
It may speed up matters if the City would indicate to the Commis-
sion that they are anxious to have this automatic protection installed
to increase safety at this crossing.
The above letter is simply to keep you advised of the progress.
