CALL TO ORDER: The meeting was called to order by Mayor Charles H. Garland presiding, with Aldermen Johnson, Napieralski, Pflughaupt, Vavrinek, Kehe, Scharringhausen, Lemke, McKay, Campagna, and Halverson responding to the roll call. SET 15 M.P.H. SPEED LIMIT ON WHITE STREET: The Clerk than read the following report: To H. A. Becker - Chief of Police, at the meeting of the City Council held June 5, 1944, the following matter was referred to you: AA request made by Alderman Halverson that a 15 mile speed limit be set on White Street in Riverview was referred to you for study and report. Des Plaines, Illinois, June 14, 1944 To the Mayor and City Council: Your Committee on a suggested speed limit has investigated the above and has found: This neighborhood has a large number of small children and the curbs are lined with parked cars, due to the lack of garages and an alley, therefore causing a hazard tote small children running in between the parked cars. This department suggests that a 15 M.P.H. speed law be enforced. Re spe ctfully H. A. Becker Chief of Police per. Sgt. Strempel The motion was made by Alderman Johnson and seconded by Napieralski to concur in this report and to instruct the City Attorney to prepare an ordinance establishing a 1.5 M.P.H. speech limit in the area requested. Mayor Garland then re -convened the Council with all members responding to the roll call. The motion was then made by Alderman Campagna, chairman of the special committee, and seconded by Napieralski to award the contract to the Skokie Valley Asphalt Company for the sum of $7,891.23, subject to the approval of the State Highway Department, and to authorize the Mayor and City Clerk to execute the said contract. The Mayor put the question and the Clerk called the roll with the following result: Ayes; Aldermen Johnson, Napieralski, Pflughau -t, Vavrinek, Kehe, Schar±ng- hausen, Lemke, ''cKay, Campagna, and Halverson. LIBRARY BOARD REQUESTS ISSUANCE OF LIBRARY FUND TAX WARRANTS: The Clerk then submitted a certified copy of a resolution adopted by the Board of Library Directors on June 13, 1944, requesting the City Council to issue $4,500.00 of 1944 Library Fund Tax Narrants to be dated July 15, 1944 and to bear interest at a rate of 1 5/8 % per annum. The Mayor ordered the said resolution placed on file. ACCEPT PROPOSAL FOR PURCHASE OF 1944 TAX WARRANT: The Clerk then read the following proposal: June 3, 1944 City of Des Plaines Oity Council City Hall Des Plaines, Illinois Attention Mr. Edgar J. Friedrich, City Clerk Gentlemen: Reference is made to your letter of June 3, 1944, with which was sub- mitted financial report of the City of Des Plaines &lowing the results of operations for the fiscal year ending December 31, 1943. Becker, City Marshall, then reported details of the death of fourteen -year old Robert Schaeffer, killed on June 17, 1944, while riding a bicycle on Algonquin Road near Camp Grounds Road. This raised the question as to which is the proper side of the road for bicycle traffic. Mayor Garland referred this matter to the Public Relations Committee, in cooperation with the City Attorney. INDUSTRIAL INQUIRY - REDMER SONS COMPANY: The Clerk then read the following letter: June 19, 1944 Chamber of Commerce or City Council DesPlaines,"Illinois Gentlemen: We are considering the desirability of purchasing -a manufacturing plant in a small city within a radius of 30 miles from Chicago West, North or Northwest direction. In this connection we are asking your assistance. 281 282 (INDUSTRIAL INQUIRY CONT'D.) The following information is submitted. -- This Company was established in 1936 and manufactures Automatic Screw Machine Products up to two inches in size. Also we have developed a patented Air Chuck Device which is made and assembled by us. This item is sold by our own sales organization to various responsible concerns all over the United States. We employ at this time about eighty (80) workers and have employed as many as 115 employees. Our Company is rated and responsible and can furnish excellent references. We think your community would benefit greatly should we be able to de- cide in situating to proper advantage, because we would employ at least 50% of our personnel from the local residents. Gentlemen:a Calling your attention to the fact that there are still some unpaid invoices for annual sign privileges. Invoices have been mailed out the first of the year followed by second notices later. Some responded, others did not. So recommend that the council authorize the City Attorney to proceed with legal action to collect these sign invoices as required by ordinance. Respectfully submitted, F. F. As you perhaps know by this time this car (LETTER CONTIDL) has been removed to a location near the outskirts of your City and I trust that the arrangements ,made are entirely satisfactory.
