MINTUES CONTINUED
GRANT PERMISSION TO CONDUCT POPPY DAY AND MEMORIAL
DAY PARADE:
The motion was made by Alderman Napieralski and seconded
by Pflughautp to grant permission to the local posts of
American Legion and the Veterans of Foreign Wars to conduct
their annual "Poppy Day" tag day on May 22, 1944 and to grant
the local post of the American Legion permission to use the
streets of the City for its annual Memorial Day Parade. The
motion was voted upon b y acclamation whereupon the Mayor dei
clared the motion carried and the said permits granted.
ASK REMOVAL OF BUNK CAR: - The motion was made by
Alderman Letke and seconded by llapieralski to instruct the
Clerk to write the Chicago and Northwestern Railroad Co. re-
questing the removal of the "Bund Car" standing upon the side-
track just west of Graceland Avenue. The motion was voted upon
by acclamation whereupon the Mayor declared the motion carried.
APPROVAL OF MINUTES: - Each member of the council having
been:supplied a copy of the minutes of the regular Council meeting
held Monday May 1, 1944 as well as a copy of the special council
meeting held Tuesday, May 9, 1924 the motionwas made by Alderman
rflughaupt and pi seconded by Kehe t' -at the said minutes be approved.
The motion was voted upon by acclamation whereupon the Mayor de-
clared the motion carried and the said miniitee approved.

forth hereby"wish to withdraw said petition and request that your board re-
• frain from rendering any decision in the'matter. The reason for this request is

of the City of Des Plaines, County of Cook and the STATE OF ILLINOIS, parlrof
the first part, and
H. HORKAN, doing business as the H. H. ELECTRIC CO.
of the City of Chicago, County of Cook and the STATE OF ILLINOIS, party of the
second part, in these words: The said party of second part covenants and
agrees to and with the said party of the first part, to furnish labor necessary
for the maintenance to the City street lights, traffic signal controllers, trans-
formers, as follows:•
1. Replacing burned -out lamps on street lights once each week
2. Checking transformers once each month
3. Street lights are to be washed and cleaned twice each year.
There are eighty-four street lights and eighty-four transformers.
Traffic Signal Controllers are to be maintained as follows:
1. Controllers are to be checked and serviced once each week.
One Signal Controller and one Railroad Timer Controller at Miner and LeeStreets.
One Signal Controller and one Railroad Timer Controller at Miner and. Des Plaines
Streets.
Party of the second part is to employ electrical workers from the Elec-
trical Union for said work and to carry his own insurance on his men and equipment.
All major break -downs and knock -downs are to be replaced on time and
material basis.
All lamps and material are to be furnished by party of the first or Con-
tractor will furnish same at his cost.
And the said party of the first part covenants and agrees to pay unto
the party of the second part, for the same, as follows:
1. One Dollar (1.00) per month per street lamp
Eighty-four street lamps $84.00
2. One 'Dollar per month per transformer
Eighty-four transformers $84.00
3. Fifteen Dollrs 015.00) per month per traffic controller
Two Traffic Signal Controllers $30.00
METHOD CF PAYMENT
On the first of each and every month the Contractor shall submit invoices
to the City of Des Plaines, Illinois, for the work performed during the pre-
ceding month, and payment shall be made for same
This CONTRACT is to start the first day of June, 1944 and to expire
on the thirty-first day of May, 1945.

ALFINI'S SUBDIVISION - REQUEST TO CHANGE BUILDING LINE: Alderman
Napieralski then orally submitted a request of the owners of Alfini's Subdtrision
(on the northwest corner of Wolf Road and Thacker Street) asking that the building:
line be changed from 25 feet to 24 feet, in order to compensate for an error
made in locating buildings. The motion was made by Alderman Vavrinek and seconded
by Halverson to refer this matter to the Municipal Development Committee for
study and recommendation.
-PROTESTS USING TAXI CABS FOR DELIVERING TELEGRAMS: The motion was made
by Alderman Halverson and seconded by Lemke to refer to the Public Protection
Committee the matter of the Western Union Telegraph Company's practice of de-
livering telegrams by taxicab. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried.
REQUESTS STREET LIGHT AT OAKTON AND LINDEN STREETS: Upon the re..
quest of Alderman Halverson, Mayor Garland referred to the Superintendnet of
Streets the matter of providing a street light atthe intersection of Oakton
and Linden Streets.
SUGGEST POLICE CALL -BOX SOUTH OF-OAKTON STREET: The motion was
made by Alderman Halverson'and seconded by Campagna to refer to the Public
Protection Committee the suggestion to provide a call -box south of Oakton Street
for the protection of the many new residents in the said area who are uhable to
obtain telephone ser#ice because of War Regulations. -The motion was voted
upon by acclamation whereupon the Mayor declared the motion carried.
REPEAL "CURFEW ORDINANCE": The Clerk then read for first reading a
proposed ordinance entitled:
AN ORDINANCE REPEALING ARTICLE I ENTITLED CURFEW,
(SECTIONS 1208-1211) OF CHAPTER 29 OF THE REVISED
ORDINANCES OF THE CITY OF DES PLAINES 1928.
The motion was made by Alderman Napieralski and seconded by Lemke to suspend the
rules and plgce the said proposed ordinance upon its final passage. The.Mayor
put the question and the Clerk called the roll with the following result: Ayes;
Aldermen Johnson, Napieralski, Pflughaupt, Vavrinek, Kehe, Scharringhausen,
Lemke, McKay, Campagx:ina and Halverson. Nays; None. The Mayor thereupon declared
the motion carried, the rules sus pended and the said proposed ordinance before
the Council for disposition.
The motion was then made by "lderman Kehe and seconded by by McKay to
finally pass the said proposed ordinance. The Mayor put the question and to
Clerk called the roll with the following result: Ayes; Aldermen Johnson,

The motion was made by Alderman Kehe and seconded by Halverson that
the said escrow agreement be accdpted in lieu of the customary completion bn nd
and that the said plat be approved. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried and the said plat approved.
REQUESTS CURBING SPEEDING ON WHITE STRgET: Upon the request of Alder-
man Halverson, the Mayor referred the matter enforcing a 15 -mile per hour speed
limit on White Street to the Chief of Police.
APPOINTS POST-WAR PLANNING COMMITTEE: Mayor Garland then announced
the appointment of the following to constitute the Council's Post -War Planning
Committee:

The motion was made by Alderman Pflughaupt and seconded by Campagna to confirm
the said appointments. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried and the said appointments confirmed.
_PASS 1944 TAX LEVY: The Clerk then read for second reading the pro-
posed 1944 Tax Levy Ordinance entitled:
AN ORDINANCE
PROVIDING FOR THE LEVYING OF AN ASSESSMENT OF TAXES
FOR THE FISCAL YEAR OF THE CITY OF DES PLAINES, COOK
COUNTY, ILLINOIS COMMENCING JANUARY 1, 1944 AND ENDING
DECEMBER 31st, 1944.
The motion was made by Alderman Pflughaupt and seconded by Vavrinek to finally
pass the said proposed ordinance. The Mayor put the question and the Clerk
called the roll with the following result: Ayes; Aldermen Johnson, Napieralski,
Pflughaupt, Vavrinek, Kehe, Scharringhausen, Lemke, McKay, Campagna, and Hal-
verson. Nays; None. The Mayor thereupon declared the motion carried and the
said ordinance passed.
