EXTEND VOTE OF SYMPATHY: The motion was made by Alderman Kehe
and seconded by Vavrinek that the Council extend a vote of sympathy
to Alderman Pflughaupt because of the recent death of his mother,
Mrs. Mary Pflughaupt. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried.
CONGRATULATE MAYOR GARLAND ON NOMINATION: The motion was
then made by Alderman Kehe and seconded by Lemke to extend to Mayor
Garland the Council's congratulations upon his nomination as Re-
publican candidate for Congressman of the Seventh Congressional Dis-
trict in the primary election held April 11, 1944. The motion was
voted upon by acclamation whereupon the chair declared the motion
carried.
ADJOURNMENT: The motion was made by Alderman Lemke and
seconded by Vavrinek that the meeting adjourn. The motion was

CALL TO ORDER: The meeting was called to order by
Mayor Charles H. Garland presiding, with Alderman Johnson, Napieralski,
Pflughaupt, Vavrinek, Kehe, Lemke, McKay, Campagna and Halverson
responding to the roll -call. (Alderman Scharringhausen was absent
during the entire meeting.) The Clerk reported nine (9) aldermen
present.

Dear Sir:
This will acknowledge receipt of your letter of April 6th, concerning
streets in Cumberland Terrace.
At the time our letter of June 24, 1942, was written, the Mt. Prospect
Realty Trust were the owners of approximately seventy-five vacant
lots in the above mentioned subdivision. Since that date, we have
entered into an agreement whereby Wallen Homes, Inc. have contracted
to purchase all vacant lots owned by us in Cumberland Terrace. These
lots were sold to Wallen Homes, Inc. with the explicit understanding
that any expense in connection with additional improvements, suh as
streets, sidewalks, unpaid special assessments, etc. were to be paid
by Wallen Homes, Inc. and the total sales price in the contract was
agreed upon in accordance with this understanding.

WITHHOLD DESIGNATION OF ARTERIAL STREETS: The Clerk then
read the following letter:

Theresolution which was passed by the City Council on February 7,
1944 designating additions to the arterial street system was ap-
proved in part today as follows ;
ARTERIAL ST. #8 Center St. from Ellipwood St. to Thacker St.
This street MIX is approved with the understanding that the City
will designate Ellinwood Street from Graceland Avenue to Des Plaines
River Road as a part of the arterial street system in order to provide
a connection for the north end of Center Street.
Approval is being withheld on the designation of Perry Street until
sucittime as the City prepares definite plans for the widening of this
street as well as the correction, of the poor alignment_at the inter-
section of Graceland Avenue and adopts a resolution providing for
such construction.
Approval is also being withheld on the designation of Prairie Avenue
due to the existing narrow right of way, the fact that a portion of
Prairie Avenue southeast of Pearson Avenue is not open to traffic,
and to the poor alignment between Lee Street and Center Street.

Be it resolved by the Council of the City of Des Plaines, Illinois.
that the following described streets be designated as Arterial Streets,
subject to the approval of the Department of Publlc Works and Build-
ings, Statd of Illinois.
Beginning at Graceland Avenue and extending along Ellinwood Street to
Des Plaines River Road to be known as Arterial Street No.
The motion was made by Alderman Pflughaupt and seconded by Campagna
that this proposed resolution be adopted. The Mayor put the question
and the Clerk called the roll with the following result: Ayes;
Aldermen Johnson, Napieralski, Pflughaupt, Vavrinek, Kehe, Lemke,
McKay, Campagna, and Halverson. Nays; None. The Mayor thereupon
declared the motion carried and the said resolution adopted.
AMEND SALARY ORDINANCE: The Clerk then read for second
reading a proposed ordinance entitled:

The motion was made by Alderman Pflughaupt and seconded by Kehe
to finally pass and adopt the said proposed ordinance. The Mayor
put the question and the Clerk called the roll with the foil&wing
result: Ayes; Aldermen Johnson, Napieralski, Pflughaupt, Vavrinek,
Kehe, Lemke, McKay, Campagna, and Halverson. Nays; None. The
Mayor thereupon declared the motion carried and the said ordinance
passed.
WALLEN HOMES INC.: The motion was made by Alderman McKay
and seconded by Lemke that the Mayor appoint a committee of five (5)
to deal with Wallen Homes, Inc. to the end that this firm comply
with the City Ordinances with respect street occupation and replace-
ment in connection with building construction. The motion was voted
upon by acclamation whereupon the Mayor declared the motion carried
and appointed the following to serve on the said committees: Al-
dermen McKay, Lemke, and Campagna, and Frank M. Opeka, City ATtorney,
and Edgar J. Friedrich, City Clerk.
NOTICE OF COUNTY ZONING BEARING: The Clerk then read the

Sanitation. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried.
APPROVAL OF MINUTES: Each member of the Council having
been supplied a copy of the minutes of the regular Council meeting
held Monday, April 17, 1944, the motion was made by Alderman Pflug-
haupt and seconded by Lemke that the said minutes be approved. The
motion was voted upon by acclamation whereupon the Mayor declared the
motion carried and the said minutes approved.
