04/17/1944(INVITATION COMM.) Mayor Garland urged all members of the Council to attend this cele- bration if at all possible. BEAUTIFICATION OF CITY DUMP: The Public Relations Committee through its chairman, Alderman idapieralski, then reported that plans are under way to beautify the city dump and incinerator site by means of planting shrubs about it. The motion was made by Alderman Napieralski and seconded by Lemke to request the cooperation of the local press in soliciting shrubbery from homeowners -for the beautification of the incinerator property. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. EXTEND SYMPATHY TO ALDERMAN HALVERSON: Alderman Pflughaupt then introduced the following proposed resolution: WHEREAS: Mrs. Martina Halverson, the beloved mother of Alderman Henry J. Halverson, died on March 15, 1944, at the age of 82 years, after being a resident of the City of Des Plaines for more than a quarter of a century, and, WHEREAS: the ,01 eagues of Alderman Henry J. Halverson, on the City Council do deeply sympathize with him over the death of his beloved mother,' 2 THEREFORE BE IT RESOLVED: by the City Council of the City of Des Plaines, Cook County, Illinois, that the City Council hereby express its deep sorrow over the death of Mrs. Martina Halverson, and, BE IT FURTHER RESOLVED: that the City Clerk be, and he is hereby instructed, to convey a certified copy of this resolution to Alderman Henry J. Accordingly the population of the City of Des Plaines on December 30th, 1943 was 11,167. Your Committee recommend that the names and addresses be transferred to cards in order that such record may be planogrammed. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. POLICEMEN'S PENSION FUND REQUEST: The Clerk then read the following letter: April 17th, 1944 Hon. Mayor and City Council Des Plaines, Illinois Gentlemen: Your Board of Trustees of the Police Pension Fund have made a thorough investigation of the assets of the fund under its control and wish to make certain recommendations in connection therewith. Your attention is first called to an Act entitled *An Act authorizing cities and villages to provide for the payment of al- lowances of money to the families or dependents of policemen and fire- men killed or fatally injured while in the performance of their duties and authorizing such cities and villages to provide medical care and hospital treatment in case of accident to policemen and firemen" approved June 27, 1921, as amended. The records disclose that the City of Des Plaines did not elect to come under that act and make such provision, which at the time of the adoption provided for bene- fits up to $5,000.00, and by amendment since adoption, limiting the funds at $10,000.00. The fund. so provided could be by funds from the corporate or by paying premiums, out of the corporate fund, to some life insurance company, No fund was created prior to the adoption of lithe Pension Fund Act. Your attention is further directed to the first years that a levy was made, at which time through an error, the requisite amount was not raised, thereby seriously hampering the pension fund. Since a good portion of the police department has ten years of sertice, and demands will soon be made on the pension fund for benefits, it is suggested that you gentlemen take some steps to increase the fund and bring it to the point where 3t should have been if a fund had been created under the above Act and to correct the errors in the levies above referred to. FIRST READING - 1944 TAX LEVY ORDINANCE: The Clerk then read for first reading -a proposed ordinance entitled: AN ORDINANCE PROVIDING FOR THE LEVYING OF AN ASSESSMENT OF TAXES FOR THE FISCAL YEAR OF THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS COMMENCING JANUARY 1, 1944 AND END* ING DECEMBER 31st, 1944. The Mayor ordered the said proposed ordinance filed for second reading. SALARY ORDINANCE - FIRST READING: The Clerk then read for first reading a proposed ordinance entitled: AN ORDINANCE AMENDING AN ORDINANCE ENTITLED "AN ,ORDINANCE DEFINING AND DESCRIBING THE SALARIES AND COMPENSATION TO BE PAID TO THE MUNICIPAL OFFICIALS AND EMPLOYEES OF THE CITY OF DES PLAINES, ILLINOIS" passed February 15,1943. The Mayor ordered the said proposed ordinance filed for second reading. SUBMIT SUBDIVISION PLAT: The Clerk then submitted a plat entitled: CARROTHERS & BRAUN'S THIRD ADDITION TO DES PLAINES BEING A SUBDIVISION OF THE S. SEWER LEAD INSPECTION: In an attempt to fix the responsibility for the inspection of sewer leads, especially that portion thereof lying on private property, the motion was made by Alderman McKay and seconded by Napieralski to refer this matter to the Committee on Water, Sewers, and Public Buildings for study and report. The motion was votedupon by acclamation, whereupon the Mayor declared the motion carried. ORDER WALLEN CONSTRUCTION COMPANY TO POST BOND: The Mayor then instructed the Clerk to write the Wallen Construction Company to comply with all provisions of the City Ordinances with respect to the posting of public liability bonds and replacement bonds in connection with work done on streets and the storing of building materials on streets. TO INVESTIGATE ENFORCEMENT OF CURFEW: The motion was made by Alderman Johnson and seconded by Pflughaupt to refer to the Public Relations Committee the matt er of determining the feasibility of enforcing the curfew ordinance.
