The Clerk reported all members of the Council present. • POSTPONE WIDENING OF ALGONQUIN ROAD: The Clerk then read the following report: Des Plaines, Illinois, Parch 20, 1944 To the kayor and City Council Your Committee on Streets -Sanitation has investigated the above and has found: The need for a high speed highway in the center of a strictly residential district is indeed a hazard and a very grave error at this time. We, your Committee on Streets and Sanitation therefore recommend: The matter of widening Algonquin Road be indefinitely postponed until the Cityof Des Plaines makes a formal request for the widening of said highway. Des Plaines, Illinois, March 20, 1944 To the Mayor and City Council: Your Committee on Streets -Sanitation has investigated the above and has found: The need for a wider driveway is most urgent and its present condition creates a hazard and a detriment to the entire community. We, your Committee on Streets -Sanitation, therefore recommend: That the request for a permit to widen driveway as outlined in the attached letter be granted. S. C. PRIORITY RATINGS FOR WATER WORKS REPAIRS: The motion was made by Alderman Lemke and seconded by Johnson to instruct the City Attorney, to assist the Public Service Company of Northern Illinois in securing such priority ratings as may be necessary to obtain electrical equipment for repairing the Cater Well pumping equipment., Themotion was voted upon by acclamation, whereupon the Mayor declared the motion carried. ADDITIONAL FIRE HYDRANTS FOR CUMBERLAND TERRACE: Alderman Lemke reported that because of the building of some eighty new houses in Cumberland Terrace by the Wallen Construction Company, there is a need for several additional fire hydrants to insure adequate fire protection. Themotion was therefore made by Alderman Lemke and seconded by Napieralski to instruct the Clerk to write the Wallen Construction Company, ordering the said firm to install six additional fire -hydrants at its own expense in locations designated by the City Engineer. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried.. DEMAND REPLACING STREETS BY WALLEN CONSTRUCTION COMPANY: Alderman McKay then asked for assurance that the Wallen Construction Company will restore to their former condition such streets in Cumberland Terrace as are being torn up in connection wth the building of some eighty new houses. The motion was made by Alderman McKay and seconded by Lemke to serve notice upon the Wallen Construction Company that the City demands that fne City demands that the said firm restore all streets to their former condition and to insist that the Wallen Construction Com- pany post an adequate replacement bond as provided by ordinance. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. TO INVESTIGATE CAUSE OF FLOODED BASEMENTS IN CUMBEE1AND TERRACE: Alderman McKay reported many flooded basements in Cumberland Terrace during recent heavy rains. The motion was made by Alderman McKay and seconded by Lemke that the City Engineer investigate this matter with a view of determining: (a) the cause (b) the remedy (c) the probable cost of applying the remedy and that he report his findings to the Council at its next reg- ular meeting. The motion was voted upon by acclamation where- upon the Mayor declared the motion carried. SEEK COOPERATION OF OTHER TAXING BODIES IN ABATING WELLER CREEK FLOODING; The motion was made by Alderman Pflughaupt and seconded by Vavrinek to refer the entire !feller Creek drainage problem to the Public Relations Committee with instructions to solicit the cooperation of the S..nitary District, the `'Weller Creek Drainage District, the Board of County Commis- sioners, the Chicago and Northwestern Railway Company and such other agencies as may be helpful in arriving at a permanent so- lution to this problem. REPAIR OF WELLER CREEK BRIDGE: Alderman Napieralski then inquired into the City's responsibility in connection with the maintenance of the Yeller Creek Bridge at the east end of Perry Street. The motion was made by Alderman Napieralski and seconded by Pflughaupt to instruct the City Attorney to compile the complete history of the said bridge and submit a legal opinion setting forth the City's responsibility and liability in connection therewith. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. ORDER FORECLOSURE OF SPECIAL ASSESSMENT LIENS IN DES PLAINES GAREENS: The Finance Committee, through its chairman, Alderman Pflughaupt, then introduced the following proposed resolution: RESOLUTION TO FORECLOSE LIENS, OF SPECIAL ASSESSMENTS IN THE DES PLAINES GARDENS SUBDIVISION WHEREAS, heretofore the City Council adopted ordinances provi- ding for the construction of certain water, sewer, sidewalk and pav- ing improvements and covering in part Des Plaines Gardens Subdivi- sion in the City of Des Plaines, Cook County, Illinois; and WHEREAS, special assessments were levied to pay the cost of said work and pursuant to the statute applicable thereto said im- ,-,� provements were constructed and the report of cost and completion was approved in manner and form provided by law; and UREAS, only some installments of said special assessments Q levied against the aforesaid lots have been paid and are now delin- quent and past due; and WHEREAS, the City Council finds that it will be for the best interests of this City that said special assessment lien be fore- closed; now, therefore; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINS, COOK COUNTY, ILLINOIS: SECTION 1. That the recitals contained in the preamble hereof are true. SECTION 2. That the special assessment liens against all de- linquent lots in Des Plaines Gardens Subdivision be foreclosed. SECTION 3. That the City Attorney be and he is hereby direct- ed to prosecute said foreclosure suit or suits as he may deem best, and to cooperate with the States Attorney of Cook County, in procu- ring the foreclosure of the lien of the general taxes upon said lots, which this City Council requests the States Attorney to fore- close; that said City Attorney is hereby authorized to file suit for foreclosure-or to join in any suit or suits for foreclosure instituted by the States Attorney to foreclose the liens fof gene- ral taxes and to take such other steps as he may deem proper to procure the prompt sale of said property to satisfy said tax liens. City Council of Des Plaines Des Plaines, Illinois Dear Sirs: For some time the Chicago & Northwestern Railway has habitually stopped long freight trains on the freight line of the Northwestern running north in the western part of the City of Des Plaines so as to block Wolf Road for periods in excess of ten min- utes, in violation of the ordinances of the City of Des Plaines and contrary to the provisions of Section 70, Chapter 114 of the Illinois revised statutes. Aside from the delays and inconveniences occasioned the residents of Cumberland Terrace, the principal means of access to the City of Des Plaines is by automobile or motor coach down Wolf Road. This blocking of the highway is also an unnecessary danger to school children. On many occasions, the school bus operated by United Rotor Coach Company has been delayed for upwards of twenty minutes on its regular afternoon trip bringing the children home from school. On at least one occasion the driver discharged his young and irresponsible passengers and left them to find their way home as best they might. These children range in age from six to ten and cannot be depended upon to exercise sound judgment in their own protection. The citizens of Cumberland Terrace and particularly those who are members of this club insist that this practice of unnecessarily blocking Wolf Road be put a stop to. I wish to assure'you that everything possible will be done to prevent this crossing being unnecessarily obstructed and while we intend to police the observance of our instructions regularly I would appreciate having my attention called to any future instances where it may seem that we were out of order.
