MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES HELD IN THE COUNCIL CHAMBERS, MONDAY, JANUARY 3, 1944 AT 8:00 P. M. CALL TO ORDER: The meeting was called to order by Mayor Charles H. Garland presiding with Aldermen Napieralski, Pflughaupt, Vavrinek, Kehe, Scharringhausen, Lemke, McKay, Campagna and Halverson responding to the roll -call. (Alderman Johnson was absent during the roll -call but arrived later during the meeting.) The Clerk reported nine (9) aldermen present. REPORTS OF OFFICERS: The Clerk then read the reports for December, 1943, of the following: Frank F. Scharr inghausen, Building Inspector Arthur Rieck, Electrical Inspector rn PROPOSE LICENSING VENDING MACHINES: The motion was made by Alderman Vavrinek and seconded by Kehe to instruct the City Attorney to prepare an ordinance licensing vending machines. However, the motion was made by Alderman Campagna and seconded by Pflughaupt to refer this matter to the Committee on Public Protection for study and recommendation. The motion to refer was voted upon by acclamation, whereupon the Mayor declared the motion carried and the said matter so referred. (Note: At this time Alderman Johnson arrived and reported his presence.) PROPOSE ENLARGING BOARD OF HEALTH: The Clerk then read the following letter: January 3, 1944 • Honorable Charlie Garland, Mayor Members of the City Council Des Plaines, Illinois • Gentlemen: At the regular meeting of the Des Plaines Board of Health held December 14, 1943, the following resolution was adopted: Whereas at this time an extreme emergency exists and whereas all members of the Medical profession are very busy Be it therefore resolved that for the benefit of the health and welfare -of the citizens of Des Plaines that the Mayor and City Council be asked to invite and ap- point all Medical Doctors within the City of Des Plaines to the Board of Health. The motion was made by Alderman Pflughaupt and seconded by Campagna to instruct the City Attorney to prepare an ordinance embodying the provisions recommended in the said letter. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. 212 RAILROAD FARE REBATE: Alderman Napieralski, chairman of the Public Relations Committee, then suggested that the Council take some action to recover the rebate of 10% on C. & N. W. commuters' tickets. The motion was made by Alderman Napieralski and seconded by Kehe to refer this matter to the Public Relations Committee with power to act. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. BOECKENHAUER OFFERS SETTLEMENT: The Clerk then read the fol- lowing letter: Des Plaines, Illinois Janua ry 3, 1944 To the,Mayor and City Council City of Des Plaines In consideration for the dedication or donation of a 40 foot strip of land along the North end of our farm between Wolf Road and Chicago and Northwestern belt line Railroad. We expect city privileges at regular city citizen ratesfor every 55 feet of frontage owned by us along the so-called Thacker Street and we will pay the regular permit fee for sewer and water. Naas; None. The Mayor thereupon declared the motion carried and the said resolution adopted. ORDER PUBLICATION OF LIQUOR ORDINANCE AMENDMENT: The motion was made by Alderman Lemke and seconded by Kehe to order the Clerk to cause the Liquor Ordinance Amendment passed December 30, 1943, in the Des Plaines Journal. The motion was voted upon by acclamation, where- upon the Mayor declared the motion carried. ANNOUNCES RESIGNATION OF ROLAND PAGEL: Alderman Campagna then reported the resignation of Roland Pagel as Garbage Driver. The motion was made by Alderman Napieralski and seconded by Johnson to write Mr. Pagel a letter of thanks and recommendation. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. ADJOURNMENT: The motion was made by Alderman Lemke and seconded by Vavrinek to adjourn. ANNUAL REPORT OF LIBRARY BOARD: The Clerk then read the fol-• lowing report: Cal Report for 1943 545 new books added. 502 new borrowers in 1943. Total circulation for year 66,389. • Call for books of non-fiction dealing with the war exceeded all other demands, wiile books dealing with international politics shared second place with technical books and victory garden books in popularity. Atlas folios were consulted more in 1943 than in any ten preceding years. Public interest in China and India is growing. Books on Russia have been rising in demand while books on Latin America found decreasing readers. • New reference books: Who's Who, World Almanac, Encyclopedia Brittaniea, World Book, Lincoln Library of Essential Information - Des Plaines Public Library erected 1906. • Andrew Carnegie gave $5,000. to build -library. Library rebuilt 1937. Moved is August, 1937. Approximately•9,500 volumes including books on Philosophy, Re- ligion, Economics, Languages, Science, Engineering, Gardening, Animals, Art, Literature, History, Biography, Travel. Subscriptions to 48 magazines. Library offers special service to clubs or any study group wishing to borrow books for an extended length of time. Books may be borrowed for one month at a time during vacation periods. Des Plaines schools borrow books for an extended period. Library offers special service of borrowing from State library any non-fiction book which is not owned by Des Plaines Library. Personnel includes Mrs. Elsie Earle, Mrs. George Cook, Ione Currier. Hours open to public: 2 p.m. to 9 p.m. week -days 2 p.m. to 5 p.m. Sundays The Mayor ordered the said report placed on file. 213
