Riverview was referred to your committee for investigation and report.

CENSUS AUTHORIZED BY ORDINANCE: - The Clerk then read the follow-
ing report:
To the Chairman Kehe - Muncipal Development committee, at the meeting of
the City Council, held September 20th, 1943, the following matter was re-
ferred to your committee:
The matter of arranging for a Municipal census was referred to your
committee for study and recommendation.

To the Mayor and City Council:
Your Committee on Municipal Developement has investigated the above and
have had several meetings to make the necessary arrangements for a
Municipal census. The committee has prepared and adopted a card

showing the information necessary to complete this work. (as per copy
7, herewith attached)
At our last meeting we called Mrs Fick, Asst. Commander of the
Service Corps of the 0. C. D. who together with a number of members

this meeting, and who all willingly offered their services
in making a complete and accura e survey of this City in order to
complete this work as soon as quickly as possible. This Committee
is very grateful for the splendid co-operation given us by this
Service Corps.
This work will be stetted on November 22nd and we have the assurance
of the Service Corps that this survey will be completed within 30 Days.
We, your committee on Municipal Development, therefore recommend:
that the City Attorney be instructed to prepare an ordinance effecting a
Municipal Census, and that this committee be authorized to proceed with
this survey at once.

at this meeting. The Mayor put the question on the motion to suspend the
rules and the Clerk called the roll with the following result: Ayes;
Aldermen Johnson, Fapieralski, Pflughaupt, Vavrinek, Kehe, Scharringhausen,
Lemke, McKay, Campagna and Halverson. Nays; None. The Mayor thereupon
declared the motion carried,;the-rules suspended and said proposed ordiance
before the Council for final dispostition.
The motion was then made by Alderman Napieralski and seconded by McKay
to finally pass and adopt this proposed ordinance. The Mayor put the

Dear Sir:
We have corresponded with the office of the OPA relative to the
taxi cab situation here in Des Plaines, in response, they have advised
us that this issue comes under the jurisdiction of the city, and so
we are herewith asking for your cooperation in this matter -thusly;
the residents of this section find that the taxi cabs are virtually a
"must" in some instances, due to the lgck of other transportation
facilities at various times -this is especially true of employees of the
Douglas plant as well as other defense plants which work shifts, and cause
people to need transportation at various hours of both day and night.
This section was paying 40¢ for a fare from the railroad station cab
stand, to this subdivision, until recently, when the fares were raised
to 650 and 75¢ for the same distance. This seems an unwarranted raise,
and we wonder if it is possible that your office could look into the
matter and advise us if it is a matter which must just be borne or if
there is something can be done about it.

ING ASSEMBLED
WHEREAS special assessment bonds heretofore issued by this City to
anticipate the collection of various installments of special assessments with re-
spect to improvements made upon the property hereinafter described are in
default, and
WHEREAS owners of the said hereinafter described real estate are delin-
quent in the payment of their special assessments which has caused the default of
said special assessment bonds, and
WHEREAS said real estate hereinafter described is subject to the lien
of said delinquent special assessments levied upon the same, and
WHEREAS said property hereinafter described is also burdened with
real estate taxes of many years standing, and
WHEREAS The statues of the State of Illinois provide for the foreclosure
of special assessment liens by the Municipality and general tax liens by the
People of the State of Illinois, and

October 26, 1943
As a result of the meeting of your Traffic Commission, held October 14th.,
we suggest and recommend • to the City Council, the following:
That they ask the State Highway Department to glace a "Curve" sign, to be
erected on 58 -Golf Road, west of the Northwestern Railway Underpass, in
Cumberland, warning east -bound traffic of the approaching curve at Wolf Rd.
1I That they also ask the State to replace the existing 30 -mile per hour signs
with 25 -mile per hour signs, on Wolf Road, between the Cumberland Circle
and Rand Road.
III That Sodium -Vapor lights be erected around the Cumberland Circle, through
the Underpass, to the Wolf and Golf Road junction, west of Northwestern
Railway. To aquire this, we suggest that they contact the Engineers of
the Chicago Motor Club, who in turn, could help, in approaching the State
of Illinois.

IV We appreciate the fact that the Council has acqured a heavy duty
truck, and hope that they will soon secure the V-shaped blade
and straight blade for the removal cf snow, for it may be needed
in the very near future. •

EXPERIMENT WITH CLOSING CENTER CROSSWALK AT C & N. W. STATION:
The Clerk then read the following letter:
November 10, 1943
Mayor Charlie Garland,
& Members of the City Council,
Des Plaines, Illinois
Gentlemen:
Your traffic commission met last evening, with four officials of the
Chicago & Northwestern Railway Company for the sole purpose of elim-
inating the hazzard that now exists at the crosswalk of the Railway,
facing the Depot. Prior to this meting, we had made a 2 -hour ex-
amination of the conditions in the morning, and a 3 -hour examination
in the evening, at times when the traffic was most conjested. There
is probably no better way of explaining the results of the meeting,
other than to give you the reading of our motion, which was unanimous-
ly passed by all members of the Commission, present and also agreed upon,
by the Railway officials, in attendance.
Moved, that the south fence, between tracks 1 and 2, be temporarily
closed, except at such times, when it may be opened by Chicago &
Northwestern Railway Co. for convenience of their patrons, and that
should t.is experiment prove unsuccessful, the Chicago & Northwestern
Railway Co. agrees to remove said fence, and restore the passage to its
present statis.
This experiment is to start Sunday November 21, We wish you would
aquire two large placards to Be tacked on the present fence, immediately,
and about 2000 small hand bills, to he passed out, at the Depot.
Also, as an experiment, the Bus stand is to be moved or extended east,
to the west line of Pearson street on Ellinwood, to provide room for
4 buses, eliminating the double parking. Probably there will be
room to move the Cab Stand a little further to the east, in case, we
can provide for parking some of the private cars, that are being
sacrificed by the aobve changes. West bound Miner St. busses will stop
at the northwest corner of Miner & Pearson Streets, only to discharge
passengers. .Wishing to transfer to local south and west side busses,
their patrons need only to cross Miner St. and the railway at a cross-
ing, which is already guarded with automatic gates.
The next regular meeting of the Commission will be held Tuesday
evening November 23, and probably at that time we may learn some of
the effects of our experiments.

SAM ATKINS APPOINTED ACTING SUPT. OF STREETS AND SANITATION:
Mayor Gafland then announced the appointment of: SAM ATKINS as acting
Superintendent of Streets and Sanitation.
The motion was made by Alderman Johnson and seconded by Campagna that the said
appointment be confirmed and that the salary of the said acting Superintendent
be $185.00 per month from November 1, 1943 to the end of the Fiscal year(December
31, 1943) The motion was voted upon by acclamation whereupon the Mayor de-
clared the motion carried.
