PROPERTY FORCLOSURE PROGRAM: Fayor Garland then announced that at
his request a meeting of representative of all local taxing bodies will be held
in the Mayor's o"Vice on 7�edens'ay, October 6, 1943, at 8:00 P. M for the
purpose of planning a comprehensive forclosure program of general tax and special
assessment liens against delinquent property in Des Plaines.

On Monday, October llth, Judge Don Scott, siting as acting County Judge in
the County CDurt called tie above matter for decision. The court expressed
itself that ti would not disconnect the 33 feet (representing the south half of
Thacker St.) beca se of the sewer -rd water mins. After some discussion,
and the court insisting that the question of title be adjudicated in a court
of competent jurisdiction, an order was enter -d bolding in abeyance t}e sub-
ject mater subject to it being Brough up on motion of either party. The
court stated that some ef'ort should be made, in the mean time, t, est Kish
title to this 33 foot strip.

Gentlemen:
The Zoning Board of Appeals convened a legal meeting October 6, after due
notice thereof had been published in the Des Plaines Journal for the prupose
of amending the Zonig Ordnance of the City ofDes Plaines, as to increase
the side -yard requirements in duplex areas, Area District "AA", from four
feet as required at Present to a minimun of eight feet.
There was no one present to object to this proposed change in the Zoning
Ordnance.
From e;-rierence of the first duplex dwellings built in the Riverivew Section
it came out very strongly that the side-- a.rds as covered by the Zoning Ordnance
on our District "AA" classific.tion,Das -.ot wide enough to take into consider-
ationthi'tt:re drive -ways or the proper servicing fo such bui- dings.
It is the opinion o' you Toning Board that the requested change 'ill be of
benefit to ',ublic-elfare, and best interests of the City, and it it therefore

AREA DISTRICT AA
Section 14 A. Permitted uses in Area District AA =.re as follows:
(1) Any use permited in Area District A
(2) Double dwellings, sometimes called Duplex type of
residence for use of two families.
A double dwel'inn, sometimes called a duplex type of building is hereby
defined to mean a to family dwelling in which the living units are side by
side, each unit having open spaces on at least three sides.
In area District AA the mirnimun dimesions of >ards and courts and the
intensity of use of lot areas ':'y build3nes bball be as follows:
TEAR YARD. There shall be a re4r yard having a dept of not less than
20 per cent of the depth of the lot and not less than six inches depth for
each foot of building heiht.
SIDE YARD There shall be a side yard on eaeh side of the lot having
a width of not less than eight (8) feet.
OUTER COURT. An outer court shall have a width between the op-losite
closed sides of said court of not less than five fe't nor less than two and
ene-half inches wide for each foot of heigh of such court, nor less than
three inches wide for each foot of length of court from the closed end.
INFER COURT. An inner court shall have a least dimension of nto less
than six feet, nor less than three inches for each foot of height of such
court nor shall its area be less than twice the square of its required least
dimensions.
INTENSITY OF USE OF LOTt No building with its asseesory buildings shall
occupy in excess of thirty -give (35%) per cent of an interior lot, nor in ex-
cess of forty (40%) per cent of a corner lot, I",o residence or residences shill
hereafter be erected or altered to accomodate more than fourteen families on
any acre of land nor more than a proportional number on a fractional part of
an acre of land. The maximun nu -her of families which may hereafter be housed
on any plot of ground shall not exceed the integral number obtained by multi-
plying the acreage of such plot, exclusive of the area ithin street lines,
by foOrteen; provided however that the limitation imposed by this paragraph
shall not prohibit the erection of a dwelling arranged or d^signed for
the use of only one family on a lot containing ct the time this ordinance takes
effect an area of less less than one -fifteenth of an acre, but if the foregoing
provision shall be held invalid, such invalidity shall not affect or render
inviid the remainder of this ordinance or any part thereof, except only
said provision.
SECTION 2 Any person, firm or corporation who vic&Ltes, disobeys, omits,
neglects or refuses to comply with or who resists the enforeement of
any of the provisions of this ordinance shall be fined not lees than Twenty-
five ($25.00) Dollard nor more than Two Hundred 0200.'0) Dollars for each
offense. Each day that a violation is permited to exist shall constittte
a separate offense.
SECTION 3. This ordnance shall be in full foree and effect from and after
its passage, an roval and publication according to law.

Gentlemen:
The Zoning Board of Appeals convened a legal meeting October 6, 1943,
after due notice thereof had been published in the Des Plaines Journal,
for the prupose of hearing objections to the proposed rezoning of

side of Laurel Avenue between the right of way of the Des
Plaines Valley Railway Co. (Belt Line Railroad) and a point
682.17 feet

The Doall Ianufactruing Company petitioned the Board to rezone the
above described parcel from unrestricted class=ification to class-
ification of industrial.
The north thirty-two hundredthz of an acre of this property is owned
by the Squire-Dinge Company. There were no objections to the re-
zoning, and Mr. Meyers, attorney for the DoAll interests, spoke in
favor of the rezoning.
Mr. C. L. Tagge of the Squire-Dinge Compnay raised the point concerting
the possibility of his company ranting to nut pickle vats on their part
of the property at some futire date, a1though•he had no objections to
the rezoning the property for light industrial ck. ssification.
This property is bounded on the west by property that is now classified
as indu=trial, and on the north by the Belt Line Railroad. There is
a railroad siding into the property at th.e present time which adds
to its use as industrial property.
To the north and east of this property is a low area where ''-:eller
Creek flows thru, and directly east of the property is Laurel Ave.
Ina apalying for rezoning, the DoAll interest realize thae fact
that they would have to conform to the City Building ordianances in
the future, relative to "ire proof construction, etc., on any future
additions.
The present property has been considerably improved in its outward and
inward appearances.
In ad'ition to the above facts, every member of the Zoning Board
personally made an exa:'inition of the property in the field.
On the basis of the foregoing, it is the opinion of your Zoning Board,
that the requested change is not detrimental to property values, the
public we]fre, health, and best interests of the City, and it is there
fore recommended to your honorable body, that the zoning of the above
described parcel be changed from unrestricted area usage, to industrial
usage.

map of the city be colored properly immediately if the Council concurs

This also brings up another problem that the Zoning Board is particularly
interested in, and that is the question of a map properly marked for
their own use., while there is one in the City Hall, we quite fre-
quently have meetings of a general nature, to discuss various problems
and the on]y map we have is very old.

fair size map, with the proper desingantions on it, indication the
zoning up to date, that we could have in our possession.

Dear Alderman:
We wish to take this opportunity to thank you, and Alderman Napieralski,
for attending our meeting last Friday evening.
Relative to the proposed `r Housing Project on the east side of Cumber-
land we would like to point oljt that the sentiment of our subdivision
against any building at this time is about 100%.
However, we are trying to be realistic about the proposal you submitted
to us and we have studied the plan sugested by the Planning Department
of the Federal Housing Administration. It is the opinion of ur people
that the proposed Housing Projet should be limited to the lots located
on Seegers Road from Fourth Avenue to the alley Lust east of Broadway.
We apr'reeiate that this dods not agree with the proposed layout which you
submitted to us; however, tis is the only arrangement which we believe
would meet with approval of a majority of the residents.
It is our umderst.P.nding that the FHA wishes to comply with plainning and
zoning ordinance of the City of Des Plaines'in every respect. Since
these lots are being relocated and stre-ts are being are being changed
this project seems to constitute a re -subdivision. We would refer you
to the City of Des Plaines Official Plan as amended !arch 3, 1941 which
is an ordinance amending Chapter 7 of the Municipal Code of the City of
Des Plaines of 1928.
On page 4, Section 212.1 subdivision is defined and we w uld like to
quote, "A" land subdivision is nay change, re -subdivision or re -arrange-
ment in the boundary or division lines of a parcel of property or public
thoroughfare."
Ori Page 6, Section 212.6 under the heading Street Widths we would call
you attention to the fact that residential streets shall be not less than
sixty-six (66( feet wide.
Page 6, Section 212.6 under the heading -Lot Depths we wish to quote "The
minimun depth of lots shall be one hundred twenty-five (125) feet. No
lots with double frontage (through lots ) shall be platted."
Page 7, Section 212.6 under the heading Lot Areas we wou4.d_ like to quote
"The minimun lot are in subdivisions lying within the city limits
Of the City of Des Plaines shall be Six th)usand Eight Hundred and Seventy-
five (6875) square feet and the minimun frontage shall be fifty-five (55)
feet, provided however that the minimun area of all corner lots in such
subdivisions shall be eighty-one hundred twenty -Oise *11r (8125) square
feet and the°minimun frontage shall be sixty-five (65) feet."
We reouast your earnest effort, ti have this Ho -sing Project confined to
the location suggested in this letter, and to have this Housing Project
conform with the ordinances outlined above.

QUESTION WATERBILLS. 'hairman Napieralski of the Public Rel-
ation committe then called the council's attention to the fact that many
residents of the new duplex are in Riverview are experiencing high initial
water bills and are seeking explanation. Mayor Garland referred this mat-
ter to the committee on Water Sewers and Public Buildings.

Q COMPLAINT ON INCINERATOR SPOKE: The complaint of several res-
idents voiced by Alderman Napieralski regarding excessive smoke from the
City Incinerator was referred to the Committe on Streets and Sanitation
by the Payor.
