MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES
HELD IN THE COUNCIL CHAMBERS, TUESDAY,
SEPTEMBER 7, 1943, AT 8:00 P. M.
CALL TO ORDER: - The meeting was called to order by Mayor Charles H.
Garland presiding, with Aldermen Napieralski, Pflughaupt, Vavrinek Kehe, Scharr-
inghausen, Lemke, McKay Campagna and Halverson responding to the roll call.
(Alderman Johnson was absent during the entire meeting.) The Clerk reported nine
(9) aldermen present.
Mayor Garland explained that this meeting was automatically postsponed be-
cause the regular meeting date was Labor Day.
REPORTS OF OFFICERS; - The Clerk then submitted his report of cash
receipts for August 1943. The Mayor ordered the said report placed on file.
CALL FOR BIDS ON NEW GARBAGE TRUCK: - The motion was made by Alderman
Campagna and seconded by Lemke to instruct the Clerk to advertise for bids re-
turnable September 20, 1943 covering one new garbage truck, according to spec-
ifications prepared by the committee on Streets and Sanitation. The motion was
voted upon by acclamation whereupon the Mayor declared the motion carried.
The motion was then made by Alderman Lemke and seconded by Campagnato order
the said call for bids published in the Des Plaines Journal. The motion was voted
upon by acclamation whereupon the Mayor declred the motin carried.
5 APPROVAL OF BILLS:- The Finance Committee through its chairman Alderman
Pfluuhaupt then introduced the following proposed resolution:
RESOLVED THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CTY CLERK BE HEREBY AUTHORIZED

The Iayor thereupon declared the motion carried and the said resolution adopted.

Some days ago we had word from you that it is the wish of Des Plaines City
Council that public hearings held by the Cook county Zoning Board of Anneals at
Des Plain'=s be held at a later hour than 5:00 or 5:30 P. M.
The only reason why we have set hearings at the earlier hour/ recently has been
because the schedule of hearings to be held on a given day was so congested that we
had to begin the hearings in the late afternoon.
We will try to follow your suggestion hereafter.

- ORDINANCE PERTAINING TO VITAL STATISTICS RECORDS: - The clerk then read the
following letter:
August 18, 1943
To the Municipal Offical Addressed:
The 1943 session of the Illinois General Assembly passed, and Governor Green
approved, House bill 568, which provides that the municipal registrar may no
longer file delayed birth, stillbirth and death reports with the State Department un-
less the municipality is operating under an ordinance providing for a municipal
registrar of vital statistics.
Accordingly, the League has had Mr. Thomas A. Matthews, League consultant, pre-
pare the enclosed ordinance, which has been approved by Dr. R. H. aoodruf",
State Registrar, Division of vital Statistics, State Department of Public Health
If your municipa.ity is not operating under an ordinance which provides that
vital statistics records be kept, you should pass the enclosed ordinance and
stabt a record of vital statistics, as soon s possible.

We herewith submit for council approval a proposed plat described as:
JOHN LINDSTROMS SUBDIVISION
The West 2 2/9 acres of the N. E. 4 of the S. E. I of
the N. E. - of section 29, township 41 North, Range
12 East of the Third Principal Meridian.
The said plat was approved by the Plan Commission on July 3, 1943 with the
following variations:
1. Lot depths of 113 ft. instead of the required 125 feet were ap-
proved because the propert is only`113 ft. wide, and %pl$ because
the lot areas exceed the requirelent.
2. A 15ft building line ( on set -back line) was approved onthe side streets,
namely on Everett Avenue and Prospect Avenue.

- 3. An escrow agreement in the sum of $2,000.00 was a-ceped in lieu of the
usual completion bond for public improvements required.
The Planni Commission herewith submits the said plat, approved by its chairman,
together with estimates covering improvements and the City Engineer's aprroval
of the same, as well as the aforementioned escrow agreement, and recormends
approval of the said plat b the City Council.

letter and submitted the final plat referred to therein;

Returned herewith for council approval is a proposed plat of subdivision one
referred do the Plan commission of July 6, 1943, described as follows:
DOUGLAS MANOR
being a Subdivision of the E4- of the SE 4 of Section a0
Township 41 North, Range 12 East of the 3rd Prin. Meridian,
Cook County, Illinois.
the property subdivided by this plat being outside of the City Limits of the
City of Des Plaines, but within one and one half miles thereof.
The said plat was approved with the following variation:
1. A water -bound macadam roadway 18ft wide and 6 inchhs thick was
approved instead of demanding a 25 ft. roadway, 8 inches thick.
The Plan Commission herewith returns the said plat and recommends its
apppoval by the City Council.

plat approved. The motion was voted upon by acclamation whereupon the Mayor
declared the motion married and the said plat approved.
ORDER FINAL WORK DONE ON S. A. #149: Upon the recommendation of E. N
Fletcher, City Engineer, the motion was made by Alderman IicKay and seconded to
order the Orfei Construction Co, contractor for S. A. j'l49, to replace rodway
surfacing on Columbia avenue, and to replace broken sidewalk and remove surplus
soil and refuse left as a result of the construction work carried on by the
said compny within 30 days . The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
WAIVE STREET OPEXING PERMIT FEE FOR SEWER CONNECTION IN CUMBERLAND
TERRACE: - . N. Fletcher; City Engineer then reported that many of the re-
sidents of dumberland Terrace are connecting to the newly laid sanitary sewer
system, and that inasmuch as many of them have the sewer laid in an easement
and need pay no street opening permit fee, the remainder of the residents feel
that their fees shou&d be waived.
The motion wasmade by Alderman McKay and seconded by Napieralski to waive the
street opening permit fee for any residents of Cumb_rland Terrace wishing to
connect to their newly laid sanitary sewdr. The motion was voted upon by
acclamation whereupon the Mayor decalred themotion carried.
APPOINT INSPECTOR OF PUBLIC IMPROVEI:ENTS IN CONNECTION 1NITH WAR NOUS'
ING:- Mayor Garland then appointed Charles F. W. Forberg as inspector 8f
public improvements made in connection with the War Housing Program. The
motion was made by Alderman Napieralski and seconded b:y Campagna that the
council confirm the said appointment. The motion was voted upon, by accla-
mation whereupon the Mayor declared themotion carried and the said appoint -
confirmed.
AUTHORIZE PURCHASE OF SUB -MACHINE GUN FOR POLICE: - The motion was
then made by "lderman Vavrinek and seconded b Lemke to authorize the
Chitf of Police to purchas a sub -machine gun for the Police Department
for a price not to exceed $200.00. The Mayor put the question and the
Clerk called the roll with the following result: .'!fires; Al'erman Nap-

PROPOSE GARBAGE PICKUP PLAN: - Alderman Napieralski then read the follow-
ing proposal:
EXPLANATION OF PROPOSED GARBAGE PICK-UP PLAN
Submitted herewith is a colored sketch showing the placement of garbage cans
under a plan designed to produce greater efficiency and speed in garbage
pick-up; and at the same time save wear on the equipment, and fatigue on
personnel.
From my observation, I find that the common practice is for each h)useholder
to place his garbage can or refuse container individually n the parkway -
usually at about the middle of his lot. I am advised by our truck drivers
that their pracitce is to gocbwn one Bide o a street, stop the truck at
each can, load and then proceed to the next can. In this way , mn a well
built-up street the driver must stop and start his truck every 50 feet.
My proposal is to enlist the cooperation of citizens, asking them to place their
containers at theri lot line in conjunction with a neighbor who will do the same
thing. In other words, the owner of Lot A places his container on the parkway
adjacent to Lot B The owner of Lot B puts his c:ntainer next to the A
container. The owner of Lot "C" places his container at the common lot line
with Lot D and'the owner of Lot D puts his garbage can right next to it.
By coupling the containers in this manner, twenty separate stops can be re-
duced to ten; and if two men are working on the same truck, each takes one
side of the street and the twenty stops can be reduced to five.

I am informed that a full truckload weighs 3, 500 lbs., and the average weight
per can is estimated at 40 lbs., although some cans exceed 100 lbs. in weight of
100 lbs. in weight of content. Using the -40 lb. aver-ge there are 87 stops before
the truck proceeds to the incinerator. At the optimun, the 87 top can-be?.rednced
for -43: e:- with`one driver; and 22 - if hehas a helper.
Naturally, because of vacant lots, the ideal result cannot always be obtained,
but I have full confidence that a very substantial saving in effort and wear
on equipment, together with a stepping -up of efficiency will result.

this proposal to the ommittee on Streets and Sanitation for study and recommendation.
The motion was voted upon by acclamation whereupon the Mayor declared the motion
carried.
ANNOUNCES THIRD WAR LOAN DRIVE: Mayor Garland then announced that the
third War Loan Drive is about to begin, and reported that a house-to-house can-
vass will be made in connection therewith for the purpose of compiling a complete
list of allpersons serving in the armed forces of our country ( including the U. S.
Merchant Marine)
He further reported that the Des Plaines Office of Civilian Defense (0CD) is
sponsoring a memorial plague listing all persons in the service, and is accept-
ing contributors to defray the cost of the said memorial which is to cost from
$1,500.00 to $2,000.00. He stated that the Womens Defense Corps of America
was the first to contribute, having tendered the sum of $100.00.
The motion wasmade by Alderman Napielralski and seconded to instruct the Clan
to :write the local chapter of the W.Omens Defense L'orps of America corrr ending
this organization for its patriatic service rendered for the welfarer,of service
men, and offering the City Council's help wherever needed to further this organ-
izations endeavors. The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried.
VOTE $100.00 FOR MEMORIAL PLAGUE: - The motion was made by Alderman
Pflughaupt and seconded by Lemke that the City of Des Plaines contribute the
same of $100.00 toward the cost of erecting the proposed memorial plague for
service men. The mayor put the question and the clerk called the roll with
the following result: Ayes; Aldermen. Napieralski, Pflughaupt, Vavrinek, Kehe
Lemke, McKay, Campggna and Halverson. Nays; None The Mayor thereupon declared
the motion carried.
GRANT TAG DAY PERMIT: - The motion was made by Alderman Pflughaupt
and seconded to grant permission to the Federated Cbaritees to conduct a tag -
day at the Chicago and Northwestern Passenger Station in Des Plaines on Londay
September 13, 1943. The motion was voted upon by acclamation whereupon the rayor
declared the motion carried.
OVERLOADING STREETS IN RIVERVIEW:- Alderman Halverson reported that
contractors are hauling loads over the streets in Riverview which are heavier
than the streets can stand and heavier than permitted by ordinance. Mayor
Galland referred this matter to the committee on Public Protection.
TO ENFORCE LICENSE COLIECTION:- Alderman Pflughaupt then called the
councilsattention to the fact that there is still a handsome sum of business
license fees and vehicle license fees uncollected. Mayor Garland referred this
matter to the City Marshall.
