08/02/1943140 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES HELD IN THE COUNCIL CHAMBERS, MONDAY, AUGUST 2. 1943. AT 8:00 P. M. CALL TO ORDER: In the absence of Mayor Charles H. Garland the meeting was called to order by Edgar J. Friedrich, City Clerk with Alderman Johnson, Napieralski, Pflughaupt, Vavrinek, Kehe, Scharringhausen, Lemke, Mc Kay, Campagna and Halverson responding to the roll call. DESIGNATE MAYOR - PRO -TEM: The motion was then made by Alderman Johnson and seconded by Lemke that Alderman Pflughaupt serve as Mayor pro tem for this meeting. The motion was voted upon by acclamation whereupon the chair declared the motion carried. Alderman Pflughaupt thereupon took the chair for the remainder of the meeting. REPORTS OF OFFICERS: The clerk then read the reports for July 1943 of the following: Frank F. Scharringhausen, Building Inspector Arthur Rieck, Electrical Inspector The Chair ordered the said reports placed on file. APPROVE PLAT: The clerk thhn read the following report: August 2, 1943 The City Council of the City of Des Plaines Gentlemen: Your Plan herewith returns the plat of subdivision of: ROBBIN'S RESUBDIVISION of lots 8, 9 and 10 in block 1 and the east half of that part of lots 1, 2, 3, and 4, lying east of the west 33 feet thereof in block 2 of Arthur T. McIntosh and company second addition to Riverview, a subdivision of the of the S. W. of the N. W. ' of section 28, Township 41 North, Range 12 east of the third prinlipal meridian. The Plan Commission has approved the said plat with the follatng variations: 1, A 15 foot building line (setback'line ) was approved on side streets ( Everett Ave) This was done to pro- vide greater lot widths. 2. An escrow agreement in the sum of $5,000.00 was accept- ed in lieu of the usual completion bond. The Plan Comrission herewith returns the said plat, approved by its chairman, together with estimates for improvements and the City Engineers approval of the same, as well as the aforementioned escrow agreement and recommends approval of the said plat by the City Council. The motion was made by Alderman Kehe and seconded by Napierglski to concur in this report, approve the said plat and direct the Mayor and the City Clerk to sign the same for and in the name of the City of Des Plaines. The motion was voted upon by acclamation whereupon the Chair declared the motion carried and the said plat approved, 1 Committee Reports Cont'd APPROVE PLANS AND SPECIFICATION FOR STREETS: The Clerk then read the following letter and submitted the plans and specifications referred to therein: August 2, 1943 Hon. Mayor and City Council City of Des Plaines, Illinois Gentlemen, Attached please find for your approval plans for the im- provement of Sycamore, Illinois, White and Everett Streets and for Prospect, Riverview and Stockton Avenges by const- ructing there in Sidewalk, Curb and Gutter and Pavement all in accordance with the Ordinance of the City of Des Plaines. In general the plans provide for the following; Where improvements are to be made on both sides the Road- way is to be 25 feet in width, Where improvemnts are to be made on sides tally the Roadway is to 18 feet in width with the exception of Sycamore Street where only a half street has been dedicated. This roadway will be 12 feet 6 inches in width, Where improvements are to be constructed along existing surfaced streets said streets said streets are to be widened to conform to the minimum 'ett width of stret as provided by Ordinance. STORM SEWER FOR RIVER STREET : The clerk then read the following report: To the t'hairman Lem1e, WATER, SEVER AND PUBLIC BUILDINGS committee at the meeting of the ity Council, held July 19, 1943, the following matter was reffered to your committee: The matter or providing a storm -water to take excess storm -water from River Street into Weller Creek. This matter was referred to you for study and recommendation. EDGAR J. FRIEDRICH , City Clerk August 2, 1943. To the Mayor and City Council: Your Committee on Sewer, Water & Public Buildings has investigated the above and has found: The suggested method of removal of storm water is not feasible and that it will be necessary to install a storm sewer from the Inlets in the center of the block east along the parkway to Weller Creek in order to provide satisfaebry disposal. The estimated cost of this is: 10 inch clever pipe from Inlets to Creek $640.00 Connection to Inlets 100.00 $740.00 We, your Committee on Sewer, Water & buildings, therfore recommend: that the above sum of money be deposited with the L'ity Clerk before any work is performed by the City on this project. GASOLINE STATION AMENDMENT PROPOSED: Alderman Kehe then read the following report: To the Chairman Kehe, MUNICIPAL DEVELOPMENT committee, City Council, held July 19, 1943, the following matter committee: Several gasoline filling stations which have been out exceeding 6 months wish to re -open, but are prevented of the severity of the provisions of section 9 of the Station Ordinance" passed May 16, 1938. at the meeting of the was referred to your of business for a peroid from doing so because "Gasoline Filling This matter was referred to your committee for study and recommendation. PROPOSE GREATER SIDE YARD REQUIREMENTS FOR DUPLEXS: Alderman Kehe, thea'' read thrralowing report: To the Chairman Kehe, Municipal Developemtn committee, at the meeting of the City Council held July 19, 1943 the following matter was referred to your committee: The suggestion of the Building Inspector that the Zoning Ordinance be so amended as to provide a side -yard requirement greater than 4 ft. where Duplex Residences are built without having rear alleys. The propose of this suggestion is to provide sufficient space between buildings to permit front driveways. EDGAR J. FRIEDRICH, City Clerk. To Mayor and City Council: Your committee on Municipal Developement has investigated the above and has found: That the 4 foot side yard is not sufficient to provide a driveway for parking of car or for a future garage building. We, your committee on Municipal development therefore recomr:end: That the Zoning Board of Appeals increase the side -yard requirement in AA areas from four (4) feet to eight(81 feet to provide driveways and more area between buildings which will condusive to more light and air. The motion was voted upon by acclamation whereupon the Chair decalred the motion carried. 143 PREVENT " WAR HOUSING" IN CUMBERLAND: Alderman Kehe then read the following report: To "hairman Kehe, Municipal Developemtn committee, at the meeting of the City Council held July 19, 1943 -the following matter was referred to your committee: The letter from A. S. Ammerman, Jr, Secretary of the Lumberland Maintenance Corp. dated July 17, 1943 objecting to War Housing in Cumberland, and requesting a hearing before your committee. You will find a copy of the said letter typed upon the reverse side hereof. NOTE: In referring this matter to your committee the ?ayor requested that you solicit the assistance of the Architectural Commission, whose chairman has been supplied a copy of this notice. EDGAR J. FRIEDRICH, City Clerk August 1, 1943 C=1 To the Mayor And city Council: , Your Committe on municipal Developement has investigated the above and has found: Committe 4teetingwas held with members of the Cumberland ►`maintenance Corp. and the Architectural Commission. I'fter a lengthy discussion in particular with the type of Defense }Wises that were submitted at that time, it was suggested that the Cumberland Maintenance Corp. meet with Mr. Cornell in order to learn all of the facts pertaining to these defense homes,and after such submit a report to this committee. However we heve-since learned that the priorities for these defense homes in this area (umberland) have been cancelled by the F. H. A. We,your committee on Municipal Development, therefore recommend: This committee recommends that this Council go on record that all one family Defense Humes that are to be erected or constructed in tie City of Des Plaines be not less than $6000.00 per unit and that all such defense homes 'be erected in an area suitable for that type of home. 1 H. 3. AUTHORIZE REBATE FOR OV RPAYMENT: Alderman Kehe then read the following f port for the Finance ommittee: To the Chairman Pflughaupt- Finnance committe, at the meeting of the City Council held May 17, 1943 the following matter was referred to your committee: The request of Mr. Ed Gimbel of Elmhurst, Illinois for a rebate in the sum of $84.00 for a special assessment inst llment which was paid twice. Itseems that the first payment was never recorded and that he was required to nay the same a seconded time. This matter was referred to the Finance Committe together with the City Attorney for study and report at the next regualr meeting of the City Council. EDGAR J. FRIEDRICH, City Clerk. Committee Reports Cont'd August 2, 1943 To Mayor and City Council: Your Committee on Finance, has investigated the above and has found: The the installment has been paid again O$30.80 principal $16.62 interest and $35.42 penalty interest. In view of the fact that the installment has arp- arently p<id thice, the receipt for interst payment being in possession of Mr. Gimbel. We, your committee on Finnance, therefore recommend: that the amount of the penalty interest paid namely $35.42 be refunded to Mr. Gimbel from the general corprate fund. G. W. Pflughaupt H. J. PUBLIC RELATIONS COMMITTEE MAKE PRESS -RELEASE ON " WAR HOUSING": Alderman Napieriaski chairman of the Public Relation Committee then orally reported that the Committee has released a statement to the two local newspapers outlining the progress made in the City's War Housing Program. APPROVAL OF MINUTES: Each member of the Council having been*supplied a copy of the minutes of the regualr Council meeting held July 19, 1943, the motion was made by Alderman Kehe and seconded by Vavrinek that the said minutes be approved. the motion was voted upon by acclamation whereupon the chair declard the motion carried and the said m kutes approved. PATROLMAN ARTHUR HINTZ TO LEAVE FOR ARMY: Alderman Johnson announced that Patrolman Art'ur Hintz of the 8ity's police foree is scheduled to leave for the U. S. Army of August 10, 1943 and that members of the Council are cordially invited to a farewell gathering to be held in his honor on Tuesday, August 3, 1943 at 8:90 P. M. at the Eagles Hall.
