MINUTES OF THE SPECIAL COUNCIL MEETING
HELD IN THE COUNCIL. CHAMBERS ON MONDAY,
JUNE 28, 1943 at 8:00 P.M.
CALL TO ORDER: The meeting wax called to order by Mayor Charles H. Garland,
with Aldermen Johnson, Napieralski, Pflughaupt, Vavrinek, Kehe, Scharringhausen,
Lemke, McKay, and Halverson responding to the roll call. Alderman Campagna was
absent during the entire meeting.
e WAIVER OF NOTICE: Mayor Garland then stated that this meeting was called
without the usual twenty-four hour written notice but that all members of the
Council formally consented to holding this meeting by signing the following waiver
of notice:
WAIVER OF NOTICE
We, the undersigned members of the City Council of the City of
Des Plaines, do hereby waive notice of the time, place, date and
purpose of a special meeting of the City Council of the City of
Des Plaines to be held on the 28th day of June, 1943 A.D. at 8:00
P.m., in the Council Chambers, and do hereby consent to the holding
of such meeting and to the transaction of any and all business that
May come before such meeting:

COMMITTEE REPORT
To the Chairman Kehe.- Subdivisions, Building & Mun. Development
committee, at the meeting of the City Council held June 7, 1943 the fol-
lowing matter was referred to your committee:
The recommendation dated June 7, 1943 from the Zoning Board of Appeals
recommending that the petition of the General Engineering and Mfg. Co.
1544-1546 Park Place for rezoning or variation be denied.
You will find a copy of the said recommendation attached hereto.

Your Committee has investigated and inspected the General Engineering
and Mfg. Co. at 1544-1546 Park Place both inside as well as the outside.
Committee has also at the time made a general survey of all of the
adjacent properties to the East and North, and after making this
thorough investigation,
We, your Committeee therefore unanimously recommend the concurrence of
the recommendation (herewith attached) of the Zoning Board on Appeals
as submitted to the Mayor and City Council on June 7, 1943.

The motion was made by AldermanKehe and seconded by Johnson to concur in this re-
port. The motion was voted upon by acclamation whereupon the Mayor declared the

1925, AND REPEALING SUBSECTIONS (b),
(c) and (d) OF SAID SECTION 212.7 apd
II. AN ORDINANCE AMENDING CHAPTER 8 OF THE
REVISED ORDINANCES OF THE CITY OF DES
PLAINES 1928, BY ADDING THERETO ARTICLE
VII - STREET IMPROVEMENTS, CONSISTING
OF SECTIONS 248.01 to 248,07

To the Mayor and City Council.
Your Committees on Streets and Sanitation and Municipal Development
have investigated the above and have found that due to the
present war, the war production board will not permit the
construction of concrete streets for the duration due to the
lack of equipment and man power.
We, your Committees, therefore recommend that the two ordinances
as described in the copies herewith attahhed be tabled indefinitely
and that all building contractors and subdividors be instructed
and requested by the building inspector that they shall it their
own expense improve all streets with a surface roadway not less
than twenty-five feet wide consisting of a water bound macadam
base not less than eight inches in thickness surfaced with
not less than one inch of "built -in-place" dust proof asphalt
surfacing (State Highway Department sub -class A-1; or better.)
All streets must be provided with a concrete curb of a type,
size and specifications approved by the City Engineer and that
the City Engineer and Building Inspector be so instructed.

The motion was made by Alderman Kehe and seconded by Halverson to concur in
this report. The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried, the report concurred in and the said proposed
ordinance tabled.
FILE OBJECTION TO COUNTY ZONING AMENDMENT: Alderman Kehe then sub-
mitted the following report:

To the City Council of the
City of Des Plaines:
Upon the request o2 Mayor Garland I represented the City of
Des Plainesata hearing held by the Zoning Board of Cook
County in our Council Chambers at 5:30 P.M. June 24, 1943,
on a petition seeking to rezone the following described
property from F -(Farming) District to a R-4 (Residence
10,000 square feet) District.

Mr. Frank Opeka, City Attorney, was also present and assisted me.
We opposed the petition because we felt thatthe absence of proper water
and sewer facilities would bventually be detrimental to the residents
of Des Plaines even though this proposed subdivision lies outside of our
corporate limits.
We therefore recommend that the City file a written objection to the said
petition.

The motion was made by Alderman Halverson and seconded by Pflgughaupt to concur
in this report and to instruct the Clerk to file a strong written objection to
the petition. The motion was voted upon by acclamation whereupon the Mayor.
declared the motion carried. •
ADJOURNMENT: The motion was made by Alderman Lemke and•seconded by Johnson
to adjourn. The motion was voted upon by acclamation whereupon the Mayor declared
the motion carried and the council regularly adjourned.
