Garland presiding, with Aldermen Carroll, Johnson Loos, PflUghaupt, Dopheide, Ube, Friott, Lemke, Schwanbeck and Campagna responding to the roll -call. The Clerk reported all members of the Council present. TRAURER'S REPORT: The Clerk then supplies a copy of the report for March, 1943 of Harold J. Ahbe, City Treasurer, to each member of the Council. The Mayor ordered the said report placed on file. pEZONING FOtt puncx mappw: The Clerk then read for second read. ing a proposed ordinance entitled: AN ORDINANCE AMENDING AN ORDINANCE ENTITLED "AN ORDINANCE TO CLASSIFY, REGULATE AND RESTRICT TIM LOCATIONS OF TRADES AND INDUSTRIES AND THE LOCATION OF BUILDINGS DESIGNED FOR SPECIFIED USES; TO REGULATE AND LIMIT THE INTENSITY or THE USE OF LOT AREAS AND TO REGULATE AND DETERMINE THE AREA OF YARDS, COURTS AND OTHER OPEN SPACES WITHIN AND SURROUNDING SUCH BUILDINGS, AND TO ESTABLISH THE BOUNDARIES OF DISTRICTS FOR THE SAID PURPOSES AND PRESCRIBING THE PENALTIES FOR THE VIOLATION OF ITS PROVISIONS", PASSED FEBRUARY 5, 1923, AS AMENDED. ************ M1§4, The Zoning Board of Appeals of the City of Des Plaines, at a meeting duly called and held according to law, considered the qnestion of reclassifying from residence district*Area District A,to residence district, Area District AA, the real estate hereina1fter referrd to; and MAW, the Council, after considering the recommendation of the said Zoning Board of Appeals finds, and the Council believing that the proposed recommendation is contributory to the solution of the City's war housing problem and restoring to the tax rolls an area that has long been delinquent and will tend to revitalise the real estate values in the affected area; now* therefore: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS. SECTION 1. That an ordinance entitled "An Ordinance to classify, regulate and restrict the locations of trades and industries and the location of buildings designed for specified uses; to regulate and determine the area of yards, courts and other open spaces within and surrounding such buildings and to establish the boundaries of didtricts for the said purposes and, prescribing penalties for the violations of its provisions", passed February 5, 1923, as amended be amended by reclassifying from residence district, area District A, to residence District, Area District AA, the following described real estate: Parcel 1. Lots 20, 21, 22, 23 and 24 in Resubdivision of Lots 15 to 34 inclusive in Block 2 in Whipple's Addition to Riverview, Illinois, a subdivision of the lest one.half of the Southeast Quarter of the Northeast quarter of Section 29, Township 41 North, Range 12, East of the 3rd P.M. Parcel 3% Harrington's Subdivision of Lots 6, 7 and 8 in Block 2 of Arthur T. McIntosch and Company's Second addition to Riverview, being a subdivision of the North half of the South.wast quarter of the North-west quarter of Section 28, Town. ship 41 North, Range 12, East of the 3rd P.M. SECTION 21, That said lands as reclassified shall be subject to all limitations and conditions placed upon properties in residence district, Area District AA, as defined in said ordinance, hereinbefore mentioned. ECTION 3. Any person, firm or corporation who violates disobeys, omits, neglects or refusestp comply with or who resists the enforcement of any Of, the provisions of this ordinance shall be fined not less than Twenty -Five ($25.00) Dollars nor more than Two Hundred ($200.00) Dollars for each offense. Nays; None. The Mayor thereupon declared the motion carried and the said ordinance paste. The motion was then made by Alderman Lemke and seconded by Pflughaupt to instruct the Clerk to cause the said ordinance published in the Des Plaines Journal. The chafe is requested due to an error originally made in the application for use of building at 1545 Oakton Street to be used yy the Arnold Chemical Company, formerly located at 6017 Nina Avenue, Norwood Park. The error was due to writing the letter for requested use of this building on an original Joe Ott Letterhead. Would you be kind enough to have your records adjusted so that the correct name will appear as follows; ARNOLD CHEMICAL COMPANY 1545 Oakton Street Des Plaines, Illinois Phones Des Plaines 1089 instead of the name which you now have listed -as occupants of this building - Joe Ott Manufacturing Company. This letter was suggested by your city building inspector who thought it advisable to have the records corrected as .outlined above, and we respectfully ask your indulgence in changing same. Therefore, please accept this as my resignation as a member of the Library Board. I am sorry to leave the board, and I thank youp4 for giving me the privilege of nerving thereon. If I am not out of order, may I suggest that beifore definitely assigning someone in my place you obtain the opinion of the boarOeoncerning the candidate? I am sure this action on your part would be appreciated -- all of the board members have a definite interest in the library, and they are conscientious administrators. I am also notifying Mr. MacAlpin of my resignation. (I will make a better explan- ation on this the next time I see you.) DEM; FOR TEMPORARY ADOPTION OF EMERGENCY BUILDING CODES: The motion was made by Alderman Lemke and seconded by Friott to instruct the City Attorney to prepare a resolution temporarily setting aside such provisions of our present building code as conflict with the various "emergency codes" for war housing, and substituting such emergency codes for the duration of the war emergency. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. Monday, April 26, 1943 in the Council Chambers for the purpose of making the official canvass of the aldermanic election, and disposing of as much routine business as possible so that the next regular meeting may be devoted largely to the installation ceremonies of the newly elected aldermen.
