GALL TO ORDER: The meeting was called to order by Myer Charles H, Garland, presiding, with Aldermen Carroll, Johns2n, Pflughanpt, Ube,Friott and Lemke responding to the roll -call. The lerk reported six (6) Alderman present. (Ldermen Loos, Dopheide, Schwahbeck and Campagna were absent during the entire meeting.) READI OF T1E CA Js The Clerk then read the call of the meeting as follows: To the Meabers of the City Council of the City of Des Plaines, Illinois April 12, 1943 Gentlemen: You are hereby officially notified that upon order of Mayor Charles H. Garland a special,X meeting of the City Council of the City of Des Plaines will be held at 7:30 P.M. Wednesday, April 14, 1943 in the Council Chambers for the purpose of meeting with F.H.A. officials to promote sound defense housing in Des Plaines, and siposing of such other business as may require attention. All members of the Zoning Board as well as the members of the Plan Com- mission are requested to be present. Parcel 1 - Lots 20, 21, 22, 23 and 24 in Resubdivision of Lots 15 to 34 inclusive in Block 2 in Whipple's Addition to Riverview, Illinois, a subdivision of the West it. of the SBS} of the NE* of Section 29, Township 41, Range 12. Parcel 2 - Harrington1s eubdivison of Lots 6, 7 and 8 in Block 2 of Arthur T. Among the reasons affecting your Board's decision were'not merely the great pressure of war necessity in local housing but -also becuase the area has lain dormant for decades and the building of duplexes at this particular time will revitalise and recreate real estate value in a large surrourdag area. Moreover, it is believed that within reasonable limits the heavy tax delinquency which has made such of this land unmarketable will be sub. stantially dissolved. Because of modern financing methods, it also appears that property dev- eloped by the construction of duplex buildings will be sound tax paying property in the future. Based upon informed estimiates, it currently appears that the present available land soned for -duplex use is far from the saturation point, and further expansion of this and similar multiple family types is warranted. 7. Aeichbradt - Director of War Housing Center of Chicago Met- ropolitan Area. An informal discussion on war housing then followed, in which City officers, citisens, and the visiting Federal representatives participated. The die. cussiou revealed that Des Plaines will no doubt be called upon to supply several hundred new living units for war workers, and that perhaps most of these will be one and one-half story and two-story duplexes.
