There is transmitted herewith a letter from the Branigar.
Organisation together with their check in the sum of 400.00
payable to the City of Des Plaines, as a gift to be toed for
the purchase and acquisition of the tract of land -to house
the Imhoff Tank and pumping station to service the Cumberland
Terrace Sewer.
This contribution is in nowise to be considered as a fulfill -
sent of any promise made in that regard. This offering is
made in the interest of completing the project and to avoid
the possibility of jeopardising the early completion of this
project.
It is recommended that the above be accepted by the City of'
Des Plaines and'that a vote of thanks be given the_Bratigar'
Organisation for their splendid civic spirit here indicated.

construction of a system of connected sewers in Wolf Road and other
streets within the city, which said improvement is known as Des Plaines
Special Assessment No. 149, and
WHEREAS, the Sanitary District of Chicago is to construct and maintain
an ImhoffTank and pumping station to service said sewer system upon a
site to be provided by the City of Des Plaines, and
SAS, no provision having been nide for the acquisition of a site for
such purpose and it being necessary to procure such a site to render work-
able the system, and
WHEREAS, The Branigar 'Organization has donated to the City of Des Plaines
the sum of Four Hundred Dollars to purchase a site for such /mbeff Tank
and Pumping Station, and
IMERMAS, The Chicago and Northwestern Railroad Company, as per resolution
heretofore Reseed has agreed to sell site suitable for` this purpose for

AVW0 FOREIGN INSURAIZ TAX TO FIREMEN'S PENSION FUND:. The
Finance Committee through its chairman Alderman Pflughaupt then introduced
the following letter:

Dear .Mr. Pflughaupt:
You have revolted ms to report and comment on the annual report of
the Firemen's Tension Fund submitting to me a copy of such report for
analysis.
The situation as therein expressed warrants immediate attention.. The
deplorable condition of the fuzed May be due to many tactors particularly
to the failure of the city in not providing the $5,000.00 fund for
such purpose prior to the adoption of the Pension Fund Plan. The pro-
visions of the Statute were mandatory, but not carried out.
To remedy this situation, it is recommended that all or a portion of
the 2% Foreign Fire Insurance Tax many be added to the Pension Fund,
at least until stash time as the fund will reach the amount required
to pay out benefits. The authority for such use can be found in
Chapter 24, Artieke 38-2 of the Illinois Revised Statutes 1941, which
provided that such 2% insurance tax maybe turned over to the Pension
fund for the purposes therein seb forth. To accomplish this, it shall
be necessary for the City Council to pass an appropriate ordinance direct-
ing that such fund when collected shall be turned over to the Treasurer
of the Pension Fund in lieu of the Fire Department asnow provided.

Gentlemen:
Re: Damages claimed by Mr. Jackson due to the sidewalk being on his property.
Your committee has investigated this case and has -arrived at the following con-
chnion;
The sidewalk is on Mr. Jackson's property, however, it has caused no damage to
his property.
The City has a right to establish certain building lines. The minium building
line established by ordinance will place any building errected on this property
at least 19 feet back of the present walk. The property, at the present time,
is acreage and is of little valine unless subdivided. When this property is sub.
divided the owner will be required, according to City Ordinance., to dedicate
the land that this sidewalk is on and to make Howard Street an 80 foot street;
it being on a 4 section line. The sidewalk will then be in its proper location.
For the above reasons we can not see where Mr. Jackson has suffered any damage
and therefore recommend that his claim be denied.

Pflughaupt, Esher Friott, beaks, Sohwahbeck and Campagna. Nays; None.
The Mayor thereupon declared the motion carried, the rales suspended and the
said proposed ordinance before the Council for final disposition.
The motion was then made by Alderman Loos and seconded by Lemke to finally
pass and adopt this proposed ordinance. The Mayor put the question and the
Clark called the roll with the following result: Ayes; Aldermen Carroll,
Johnson, Loos, Pflughaupt, Kehe, Friott, Lemke, Schwanbeck and Campagna. Nays;
None. The Mayor thereupon declared the motion carried and the said ordinance
passed.
In the interest of supporting the war effort both "The Des Plaines Journal"
and "The Des Plaines Suburban Times" offered to publish this ordinance as a
legal notice without charge. Mayor Garland officially accepted these offers
in behalf of the City.
