PRAISES MIDDLE STATES TELEPHONE COMPANY'S SAFETY RECORD: Mayor
Garland then reported that notice has been received that the Middle States
Telephone Company has completed one full year of operation without an
accident. The motion was made by Alderman Kehe and seconded by Friott to
send a letter of commendatioh to the Middle States Telephone Company for its
splendid safety record. The motion was voted upon by acclamation whereupon

CALL TO ORDER: The meeting was called to order -by Mayor Charles H.
Garland presiding with Aldermen Carroll, Johnson, Loos; Kehe, Friott, Lemke,
Schwanbeck and Campagna responding to the roll -call. The Clerk reported eight

entire meeting.

To the Chairman Johnson - Police Committee, at the meeting of the
City Council, held February 15, 1943, the following matter was
referred to your committee: The matter of abaiting U-turns by
motorists in the downtown areas.
The opinion was expressed that many people do not understand that
turning into a parking lane on the left side of the street con-
stitutes a U-turn, and that the public should be enlightened by
newspaper publicity as to what consXtitutes a U-turn.

public safety. Numerous warnings to motorists and taxicabs have
been given however if this practice continues, arrests will have

newspapers publicize the fact thatthis does constitute a violation
of c. 7 of our Model Traffic Ordinance.

The motion was then made by Alderman Campagna and seconded by Keheto refer'
the squad car bids to the Police and License Committee, the coal bids to the

and to declare a ten-minute recess for the purpose of analyzing the said bids.
The motion was voted upon by acclamation whereupon the Mayor declared the motion

After ten minutes the Mayor again called the meeting to order with Alderman
Carroll, Johnson, Loos, Kehe, Friott, Lemke, Schwanbeck and Campagna responding
to the roll call.
The Police and License Committee through its chairman Alderman Johnson then
moved to accept the bid for a. Chevrolet Squad Car of $777.18 submitted by the
Des Plaines Motor Sales, and to order the Clerk to place the order for the same.
The motion was seconded by Alderman Lemke. The Mayor put the question and the
Clerk called the roll with the following result: Ayes;- Aldermen Carroll, Johnson
Loos, Kehe, Friott, Lemke, Schwanbeck and Campagna. Nays; None. The Mayor
thereupon declared the motion carried.
The Committee on Public Buildings through its chairman Alderman Schwanbeck then
moved that the bid for Fraklin County Stoker Coal of $5.45 per ton submitted by
the Lagerhausen Lumber & Coal Co. be accepted and that the Clerk be directed to
issue the proper purchase order for the same. The motion was seconded by
Alderman Campagna. The Mayor put the question and the Clerk called the roll with
the following result: Ayes; Aldermen Carroll, Johnson, Loos, Kehe,'Friott,
Lemke, Schwanbeck and Campagna. Nays; None. The Mayor thereupon declared the
motion carried.
The Finance Committee through its acting chairman Alderman Kehe then moved to
4ccept the bid for gasoline of 7/10 cents per gallon above the Chicago Dealer's
Tank Wagon Price, submitted by Westfield Service. The motion was seconded by
Alderman Carroll.
After a brief debate the motion was made by Alderman Carroll and seconded by Loos
to table this matter. The Mayor put the question on the motion to table, and

_With regard to the proposed location of a sewage disposal plant upon
property of this Company at Des Plaines, Illinois, I beg to advise that
our Deed No. 64590 running to the City of Des Plaines and conveying the
triangular shaped parcel of land involved has now been fully executed.
We also have the Illinois Commerce Commission's Order No. 31283 of Feb-
ruary 10, 1943, authorizing such conveyance. There now remains but one
item to be completed, and that is the license covering the sewer controls
and connections to be located upon our property lying northeasterly of
the land conveyed by the deed.
Herewith I am handing to you in duplicate draft of Such license. May I
ask you kindly to have both copies executed by the `ayor and City Clerk
of the City of Des Plaines, filling in the information with regard to the
resolution authorizing such execution, and then return both copies to me so
that I may have them executed on behalf of our trustee. When the license
has been fully executed 1 will then be in a position to deliver to you the
City's fully executed copy of the license, our Deed No. 64590, and a copy
of the Illinois Commerce Commission's Order upon receipt of the payment

EXECUTE AN EASEMENT LICENSE WITH THE CHIQIAGO AND NORTH-
WESTERN RAILWAY COMPANY.
WHEREAS the City of Des Plaines has heretofore filed its petition in the
County Court of Cook County that steps be taken to levy and make a special
assessment for the constructiion of a system of sanitary sewers in Wolf
Road and other streets in the City of Des Plaines, which said proceeding
is known as "Des Plaines Special Assessment No. 149", and
WHEREAS it is necessary that the City obtain the right, privilege and
authority to construct, reconstruct, repair, maintain and operate certain
sewer controls and connections upon certain lands owned by the Chicago
and Northwestern Railway Company, and

WHEREAS the Chicago and Northwestern Railway Company, a corporation
organized under the laws of the State of Illinois, the owner in fee
simple of the ral estate needed, and Charles M. Thomson as Trustee of
the property of the said Railweoad company, are willing to grant said
right, privilege and authority upon conditions and terms set forth in
said license agreement.,
NOW, THEREFORE, Be it resolved by the City Council of the City of Des
Plaines, -Cook County, Illinois.
SECTION 1. That the Mayor and the City Clerk be and they are hereby
authorized to execute the license for the use of certain lands granted
by the Chicago and Northwestern Railroad Company for the use of sewer
controls and connections.
SECTION 2. That all resolutions or part of resolutions in conflect here-
with be and the same are hereby repealed.
SECTION 3. That this resolution shall be in full force and effect from

of all of the unpaid bonds and interest coupons issued in Special
Assessment Warrants Nos. 135, 139, and 140, with the exception of
approximately $400.00 in face value of coupons.
As the owners and holders of the majority of the bonds and interest
coupons remaining uppaid on said Warrants we/ hereby request that you
institute foreclosure proceedings against the delinquent lot or lots
up8n which such installments remain unpaid in said Warrants; and we do
hereby agree to bear all expense connected with said proceedings, in-

and pursuant to the statute applicable thereto said improvements were
constructed and the report of cost and completion was approved in
manner and form provided by law; and
WHEREAS1 certain installments of said special assessments levied against
individual lots have not been paid and are now past due; and
WHEREAS, this City Council finds that it will be for the best interests
of this City that said special assessment liens be foreclosed.
NOW, THEREFORE, Be It Resolved by the City Council of the City of Des
Plaines, County of Cook and State of Illinois:
SECTION 1.That the recitals contained in the preamble hereof are true.

the schedule hereto attached marked Exhibit "A" and hereby made a part
hereof, be foreclosed.
Section 3.That Holland M. Cassidy and Hamilton K. Beebe, lawyers, Chicago,
Illinois, be and they are hereby employed to prosecute said foreclosure suit
or suits as they may deem best, and to co-operate with the State's Attorney
of Cook County, in procuring the foreclosure of the lien of the general
taxes upon said lots, if any there be, which this City Council hereby re-
quests the State's Attorney to foreclose, that said attorneys -are hereby
authorized to file suit for foreclosure or to join in any suit or suits
for foreclosure instituted by the State's Attorney to foreclose the liens of
general taxes and to take such other steps as they deem proper to procure
the prompt sale of said property to satisfy said tax liens.
Section 4. That the officials of this City are herebk directed to prepare
such data and information as said attorneys retained for the City may re-
quest in order to facilitate their prosecuting said suit or suits.

APPROVE ORGANIZATION CHART: The Clerk then read the following mem-
orandum prepared by the Mayor.
GENERAL MEMORANDUM
Beginning Monday, February 15th, the departmental organization of the City will
operate under two general divisions:
1. Division of Streets and Sanitation
2. Division of Water, Sewers, and Public Buildings
The Division of Streets and Sanitation will be headed by Mr. Adolph Esser, who
will be General Superintendant thereof. The Division of '°pater, Sewers, and Public
Buildings will be headed by Mr. Roy.Fischer, who will be General Superintendant
thereof.
Each Superintendent will be responsible for and have general supervision of all
personell and all matters relating to construction, management, maintenance and
operation of the various departments under their respective divisions. Each
Superintendent will be responsible and report directly to the Mayor and City
Council.
The Division of Streets and Sanitation will consist of the following departments:
1. Department of Streets
2. Department of Garbage
The Streets Department will be sub -divided into the following activities:
(a) Sweeping and cleaning of roadway surfaces
(b) Painting traffic lanes
(c) Repairing of roadway surfaces
(d) Snow removal
(e) Street signs maintenance
(f) Street openings maintenance
(g) Sidewalk repair and snow removal
(h) Parkways maintenance, weed cutting, grading and tree trimming
(i) Street lights repair and maintenance
(j) Surface drainage including the maintenance, cleaning and shaping
of roadside ditches.

Mr. Arthur Koehler will assist Superintendent Esser in supervising
this activity, reporting at all times to Superintendent Esser. All
casual labor hired for this activity will be under the direct super-
vision of Superintendent Esser and his assistant Arthur Koehler.
Superintendent Esser will have full and complete control of and res -
EMI ponsibility for the repair, maintenance and orderly condition of
_ the Pumping Station on Des Plaines Avenue, as well as the Incinerator
Building.
The Garbage Department will be divided into the following activities:
(a) Collection (B) Disposal
Mr. Rolland Pagel will assist Superintendent Esser in the supervision
of the collection of garbage and ashes, and will be responsible to-
- Superintendent Esser. Mr. Fred Huebner will be assigned to one of the
garbage routes. Mr. Henry Geisen will assist Superintendent Esser in the
supervision of garbage disposal and will be responsible to Mr: Esser for
the City Incinerator, Dog Pound and City Dump. All materials for this
division will be requisitioned by Superintendent Esser.
The Division of.Water and Utilities will be sub -divided into the following
departments:
1. Department of Water Supply and Distribution
2. Department of Sewer Maintenance
3. Department of Public Building Maintenance
Water Supply and Distribution will be further sub -divided as follows:
(a) Water Works and Softening Plant
(b) Water gains - cleaning, flushing and repairing
(c) Hydrants - repairing, flushing and maintenance
(d) Service Connections - installing and tapping of mains and service
lines
(e) Meters - reading, installing and repairing
The'Water Works and Softening Plant will be under the direct supervision
of Mr. Clem Knittle, Plant Superintendent. He will be assisted by Mr.Earl
Warnecke, Assistant Plant Superintendent; Mr. Harrison Kennicott, Senior
Water Works Engineer, and Mr. Fred Kaufmann, Junior Water Works Engineer.
Superintendent Knittle will be responsible for" the operation of the Soft-
ening Plant and the Wells, reporting and being responsible to Superintendent
Fischer.
All materials for the Water Works and Wells will be requisitioned by:Super-
intendent Fischer at the recommendation of Superintendent Knittle.
The Water Mains, Hydrants and Service, Connections and all work incidental
thereto will be the responsibility of Mr. Fred Koelle, under the direction
of Superintendent Fischer.
The Water Meters and all work incidental thereto will be the responsibility
of Mr. Sam Atkins, under the direction of Superintendent Fischer.
The Department of Sewer Maintenance will be under the direction of Mr. Claude
Freer, Superintendent of Sewers, who will be responsible for the inspecting,
cleaning and repairing of sewers, and inspecting and supervising of house
services; cleaning and repairing of manholes and catch -basins; reporting and
being responsible to Superintendent Fischer. All materials for this•depart-
ment will be requisitioned by Superintendent Fischer at the recommendation of
Superintendent Freer.
Department of Public Buildings, Superintendent Fischer will have the full
supervision of the Municipal Building, its repair and maintenance as well
as the repair and maintenance of the Softening Plant. He will be assisted
in said supervision of Municipal Building by Mr. William Hahn and at the
Softening Plant by Superintendent Knittle.
Each department will cooperate with other departments whenever necessary to
take care of emergencies and unforseen circumstances mutually recognized by
the two General Superintendents. If said Superintendents cannot agree in such
cases, the final decision will be left to the Mayor whose word will be final
in the matter.
ECONOMY is the watchword for 1943; and all department heads and employees are
requested to coopefate to the fullest extent in the elimination of waste and
utilization of all materials in the most efficient and economical manner.

A RESOLUTION DESIGNATING POLLING PLACES AND DIRECTING
CLERK TO PUBLISH NOTICE OF ELECTION TO BE HELD APRIL
20, 1943.
WHEREAS, the City of Des Plaines will held an election, as by law
provided, for the purpose of electing five_aldermen, one from each
of the five wards on Tuesday, April 20, 1943, and it being necessary
to progide polling places and to give notice of such election,
NOW,THEREFORE, Be it resolved by the City Council of the City of
Des Plaines, Cook County, Illinois:
Section 1. That the following places be and the same are hereby de-
signated as the Polling Places for the election to be held on Tuesday,
April 20, 1943:

Section 2. The City Clerk be and he is hereby authorized and directed
to publish a notice of the election to be held April 20, 1943, in the
manner and form as by law provided, and shall pbblish the same in the
Des Plaines.Journal.
Section 3. That this resolution shall be in full force and effect from
and after its.adoption and approval as provided by law.

The motion was made by Alderman Johnson and seconded by Campagna to adopt this
proposed resolution. The Mayor put the question and the Clerk called the roll
with the following result: Ayes; Aldermen Carroll, Johnson, Loos, Kehe, Friott,
Lemke, Schwanbeck and Campagna. Nays: None. The Mayor thereupon declared the
motion carried and the said resolution adopted.
APPOINTS ZONING BOARD_MEMBER: Mayor Garland then a nnounced the fol-
lowing appointment:
4RTHUR W. KAPHEN, as a member_ of
the Zoning B9ard of Appeals, to
fill the unexpired term of
Charles Arbogast, ending April 30, 1943.
The motion was made by Alderman Johnson and seconded by Campagna to confirm the
said appointment. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried and the said appointment confirmed.
APPROVAL OF MINUTES: Each member of the Council having been
supplied A copy of the minutes of the regular Council Meeting held Monday,
February 15, 1943, the motion was made by Alderman Lemke and seconded by Loos
tha the said minutes be approved. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried and the said minutes approved.
ADJOURNMENT: The motion was made by Alderman Campagna and seconded
by Lemke to adjourn. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried and the Council regularly adjourned.
