CALL TO ORDER: The meeting was called to order by Mayor Charles H. Garland presiding with Aldermen Carroll, Johnson, Loos, Pflughaupt, Kehe, Friott, Lemke and Campagna responding to the rollcall. JACKSON - CLAIM: The Clerk then read the following report: COMMITTEE REPORT To the Gity Engineer, E.N. Fletcher, at the meeting of the City Council, held February 1, 1943, the following matter was referred to you: The letter from the City Attorney, Frank M. Opeka dated Feb- ruary 1, 1943 advising the City Council that Mr. S.A. Jackson urges some sort of settlement from the City because a public sidewalk was built 7 feet inside his lot line by Special Assessment No.1,32 in the year 1929. February 15, 1943 To the Mayor and City Council: Your City Engineer has investigated the above and has found that the 63 64 (Committee ,Report_ - cont ' d) south edge of the sidewalk inquestinn is 5 feet and 6 inches south of the North Line of Lot 10, Block 1 owner by Mr. Jackson as shown in the sketch hereon drawn. (Drawing) Howard Street is on a half section line and should be 80 wide. If Howard Street were 80 feet wide we would have no trouble getting it approved as an Arterial Street. Your City Engineer recommends that Mr. Jackson and other property owners along this street be asked to dedicate enough property to make this street 80 feet wide and that it then be made an Arterial Street. Such astreet would be of far more value to the property owners than the small strip of land which woulri be necessary for them to dedicate. Signed, E.N. The motion was voted upon by acclamation whereupon the Mayor ddclared the motion carried the said minutes approved. 65 PARKING PRIVATE CARS IN FIRE STATION: Alderman Loos reported that frequently private cars are parked in the Fire Station and expressed the belief that this should not be permitted. Mayor Garland referred this matter to the Fire Committee for study and recommendation. AUTHORIZE REPAIR OF CATER WELL PUMP: The Water Committee, through its chairman Alderman Lemke reported that the Norma Well Pump is back in service and is delivering 650 gallons per m. The motion was then made by Alderman Lemke and seconded by Campagna to refer the matter of repairing the Cater Well Pump to the Water Committee with fu.l power to act. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. PARK RIDGE REQUESTS USE OF DOG POUND: Alderman Johnson then reported that a representative of the City of Park Ridge has asked Des Plaines V5 whether arrange- ments can be made to let Park Ridge use our dog pound for impounding its dogs. The motion was made by Alderman Carroll, and seconded by Lemke to refer this matter to the Committee on Sewer, Drainage and Sanitation for study and recommendation. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. ASKS THAT U-TURNS BE STOPPED: Alderman Loos reported that many auto drivers make U-turns in the down -town district, not knowing what consitmtes a U-turn. He requested some action to inform the public concerning this matter. Mayor Garland referred this matter to the Police Committee. 66 PRAISES MIDDLE STATES TELEPHONE COMPANY'S SAFETY RECORD: Mayor Garland then reported that notice has been received that the Middle States Telephone Company has completed one full year of APal operation without an accident. The motion was made by Alderman Kehe and seconded by Friott to send a letter of commendatioh to the Middle States Telephone Company for its splendid safety record. The opinion was expressed that many people do not understand that turbing into a parking lane on the left side of the street con- stitutes a U-turn, and that the public should be enlightened by newspaper publicity as to what constitutes a U-turn. FRIEDRICH, City Clerk March 1, 1943 To the Mayor and City Council: Your Committee on Police has investigated the above and has found: That this condition does exist and creates a serious hazard for public safety. Numerous warnings to motorists and taxicabs have been given however if this practice continues, arrests will have to be made. We, your Committee on Police, therefore recommend: That our local newspers publicize the fact thatthis does constitute a violation of Sc, 7 of our Model Traffic Ordinance.
