MONDAY, FEBRUARY 8, 1943 AT 8:00 p.m. CALL TO ORDER: 1The meeting was called to order by Mayor Charles H. Garland, presiding, with Aldermen Carroll, Johnson, Loos, Pflughaupt, Kehe_ Lemke and Campagna responding to the roll call, (Aldermen ]3opheide, Friott and Schwanbeck were absent during the entire meeting). The Clerk reported seven (7) Aldermen present. Mayor Garland then stated that this is an adjourned regular meeting from Monday, February 1, 1943 held primarily for the purpose of considering the 1943 Approp- riation Ordinance. 1943 APPROPRIATION ORDINANCE PASSED: The Clerk then read for first reading the proposed 1943 Appropriation Ordinance entitled: AN ORDINANCE MAKING APPROPRIATIONS TO DEFRAY THE EXPENSES OF THE CITY OF DES PLAINES FOR MUNICIPAL PURPOSES DESIGNATED THE "ANNUAL APPROPRIATION BILL"FOR THE FISCAL YEAR COMIM]ENDING JANUARY 1, 1943 AND ENDING DECEMBER 31, 1943. The motion was made by Alderman Loos and seconded by Pflughaupt to suspend the rules and place the said proposed ordinance upon its final passage. The Mayor put the question on the motion to suspend the rules and the Clerk called the roll with the following result: Ayes; Aldermen Carroll, Johnson, Loos, Pflughaupt]; Kehe, Lemke and Campagna. Nays; None. The Mayor thereupon declared the motion carried, the rules supended and said proposed ordinance before the Council for final disposition. The motion was then made by Alderman Johnson and seconded by Lemke to finally pass and adopt the said proposed ordinance. The Mayor put the question and the Clerk called the roll with the following result: Ayes; Aldermen Carroll, Johnson, Loos, Pflughaupt, Kehe, Lemke and Campagna. Nays; None. The Mayor thereupon declared the motion carried and the said ordinance passed. ADVERTISE FOR BIDS FOR GASOLINE REQUIREMENT: The Clerk then reported that the City's contract for gasoline expires March 1, 1943. The motion was made by Alderman Carroll and seconded by Loos to direct the Clerk to advertise for bids for gasoline, based upon the specifications used for the last contract. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. The motion was then made by Alderman Pflughaupt and seconded by Campagna that the said advertisement be placed in the Des Plaines Suburban Times. ADVERTISE FOR BIDS ON NEW SQUAD CAR: The motion was then made by Alderman Johnson and seconded by Pflughaupt to instruct the Clerk to advertise for bids for a new police squad car. GRANT PERMISSION FOR TAG DAY: The Clerk then read the following letter: February 2, 1943 Mr. Edgar J. Friedrich City Clerk City of Des Plaines, Illinois Dear Sir: We are writing to ask if we may again have the gracious permission you have granted us heretofore of tagging in you City on our Annual Tag Day. JACKSON - CLAIM: The Clerk then read the following report: COMMITTEE REPORT To the Gity Engineer, E.N. Fletcher, at the meeting of the City Council, held February 1, 1943, the following matter was referred to you: The letter from the City Attorney, Frank M. Opeka dated Feb- ruary 1, 1943 advising the City Council that Mr. S.A. Jackson urges some sort of settlement from the City because a public sidewalk was built 7 feet inside his lot line by Special Assessment No.132 in the year 1929. You will find a copy of the said letter typed upon the reverse side hereof. EDGAR J. FRIEDRICH, City Clerk Des Plaines,I11. February 15, 1943 To the Mayor and City Council: Your City Engineer has investigated the above and has found that the 63 64 (Committee, Report. - conttd) south edge of the sidewalk inquestinn is 5 feet and 6 inches south of the North Line of Lot 10, Block 1 owner by Mr. Jackson as shown in the sketch hereon drawn. (Drawing) Howard Street is on a half section line and should be 80 wide. If Howard Street were 80 feet wide we would have no trouble getting it approved as an Arterial Street. Your City Engineer recommends that Mr. Jackson and other proper6y owners along this street be asked to dedicate enough property to make this street 80 feet wide and that it then be made an Arterial Street. Such astreet would be of far more value to the property owners than the small strip of land which would be necessary for them to dedicate. Signed, E.N.
