MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES
HELD IN THE COUNCIL CHAMBERS, MONDAY,
DECEMBER 21, 1942, AT 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Charles H.
Garland presiding, with Aldermen Johnson, Loos, Dopheide, Kehe, Lemke, Schwanbeck
and Campagna responding to the rollcall. (Aldermen Carroll, Pflughaupt and
Friott were absent during the entire meeting.) The Clerk reported seven (7)
aldermen present.
REPORT ON REZONING: The Clerk then read the following recommendption:
RECOMMENDATION
To the Honorable Mayor
and City Council
City of Des Plaines, Illinois
Pursuant to the direction of the City Council, the Zoning Board has
assembled a variety of data bearing on the need for re-soning of certain
areas and also bearing on the need for relaxing certain zoning restrictions
in order to facilitate the construction of defense housing in Des Plaines.
Attached hereto are descriptions of all such property which the Zoning
Board feels is adaptable to re -zoning for the above purposes.
In a continuing study made over a period of more than one year, it be-
came evident that the general welfare of our community demands the taking -
up of a major portion, for building purposes, of the vacant land which exists
within the corporate limits of Des Plaines. A study of the tax situation
clearly indicated the necessity for broadening the tax base of the municip-
ality. Further, a demand for housing for war workers warrants immediate
action. The planning for these two purposes however, must not be influenced
by over optimistic appraisal of the need. Your Zoning Board has proceeded
cautiously in setting -up a minimum provision for duplex housing and has ear•
marked other suitable territory which is not as yet submitted in this re-
commendation, inasmuch as the Board feels that an abundance of p( land zoned
for duplex usage might be followed by over -development of this type of hous-
ing for our community. In the event that the Douglas Aircraft plant should
be abandoned after the war or should reduce its personnel drastically, a
vacant apartment situtation with all its attendant repercussion would result.
In the opinion of the Board, additional areas may be designated for duplex
housing as future developments warrant. Although this policty tends to con-
centrate such housing in relatively small areas, it is believed to be the
safest policjc at this time.
With regard to the areas recommended for remodeling on single family re-
sidences into two family dwellings it may well be pointed out that in the
older portions of the city, many buildings were so remodeled prior to % re-
gulative legislation and even subsequently by direct, but surreptitious,
violation of ordinances. Facing this situation, the Board feels that the
NEEI public good would be served by allowing further remodeling in the areas
recommended, with a strict supervision of exterior design. It must be em-
phatically stressed that the permit to remodel will be issued by the Building
Inspector only after proper plans and elevations have had the approval of the
Architectnnal Commission.
From a tax revenue standpoint, a minimum -cost remodeling would thrust the
burden of servicing an additional family, upon the entire community since
the cost of such municipal service to the additional family represents only
a fractional increase over the cost of servicing only one family in a single
family dwelling. However, if the remodeling were sufficiently extensive to
enhance and modernize the exterior appearance of a building, a reasonable re-
storation of taxable land value would follow in the locality, thus compensating
in terms of assessed value and revenue, the cost of services to the additional
family so housed.
In view of the above facts, the Board recommends that the required ordinances
be drawn and passed permitting a revision of use of such lands as indicated in
the accompanying lists.

All lots in Blocks 1, 2, 3, 4, 5, 6, and 7 in Ira Brown's Addition.
All lots in Blocks 1 and 2, Matteson's Addition.
All Lots having frontage on Perry Street, Jeffe son Street, Park Place
and all lots having frontage on Des Plaines Avenue, North from Chicago
and Northwewtern R. R. right of way, to Rand Road, except all lots in
Des Plaines Center Sub.
The above descriptions cover all property north of Chicago and North-
western R. R. lying between Des Plaines Avenue and Western Aveatue, ex-
cept lots in Des Plaines Center Subdivision.
All lots having frontage on Thacker Street Ashland Avenue, Oakwood Ave.,
from rear line of lots having frontage on Des Plaines Avenue to Lee St.
All lots having frontage on Lee Street and all lots having frontage on
Graceland Avenue from Chicgo and Northwestern R. R. right of way to Soo

Inasmuch ad the members of the Council expressed a desire study this recommendation
Mayor Garland requested the Clerk to supply each alderman a copy thereof.
REZONING FOR DUPLEXES IN RIVERVIEW: The Clerk then read the following re-
commendation from the Zoning Board:
RECOMMENDATION

and City Council
City of Des Plaines, Illinois
In accordance with duly pbblished notice, your Zoning Board held a
public hearing in the municipal building on December 4, for the purpose
of hearing objections to a petition for rezoning property hereinafter
described, in order to permit the construction of duplex type dwellings
in the area vaich is now zoned for single family use.
All of Blocks 1, 2, 7 and 8 in White's Riverview
Addition being four blocks bounded on the North by
Oakton Street, on the East by Orchard, on the South
by Everett Avenue, and on the West by White Street.
Mr. Kimball Hill representing the petitioners outlined his project for construct-
ing a number of duplex dwellings which are to be similar in character but
sufficiently varied in design to prevent monotony inappearance of the frontage of
the streets to be developed. No one Appeared to object to the above proposal.
In the opinion of your Board such development is contributory to the solution
of the city's war housing problem and also may serve as a stimulus toward further
development of an area which is one of the oldest subdivided areas within the
city and one that has produced little or no/ tax revenue to the community as a

whole. More over there appear to be no objections from the standpoint of
public health or safety, whereas there appear to be definite. advantages
to the public welfare in such rezoning. It is recommended that the above
described areas be reclassified from residential area District A to re-
sidential are District B.

Zoning Board of Appeals
Mayor Garland explained that the petitioner is very anxious to proceed with a
project involving twelve (12) duplex houses (24 units) for housing employees of
the Douglas Aircraft Corporation and should be pleased to know whether or not the
Council will grant his petition for re -zoning. Mayor Garland therefore requested
the Clerk to polI the Council, which was done with the following result: For re-
zoning: Aldermen Johnson, Loos, Dopheide, Kehe, Lemke, Schwanbeck and Campagna.
Against rezoning: None.
The Mayor therupon instructed the City Attorney to prepare an ordinance embogiying
the provisions of the said recommendation.

REQUEST FOR TWO ADDITIONAL PATROLMEN: The Clerk then read the following
December 19, 1942

Gentlemen:
Conditions have arisen within the Police Department, whereas in
order to maintain and operate this department on the effecient
basis you desire, it is very essential that your most honorable
body request the Civil Service Commission to appoint two men from
the eligibility list as patrolmen.
Let me remind you that such action on your part -will require a change
in City Ordinances governing the number of patrolmen.

The motion was made by Alderman Johnson and seconded by Lemke to instruct the Clerk
to write the Board of Fire and Police Commissioners to appoint two (2) additional
patrolmen. The Mayor put the question and the Clerk called the roll with the follow
ing result: Ayes; Aldermen Johnson, Loos, Dopheide, Kehe, Lemke, Schwanbeck and
Campagna. Nays; None. The Mayor therupon declared the motion carried.
SANITARY DISTRICT PETITIONED TO CONSTRUCT SEWAGE TREATMENT PLANT FOR
CUMBERLAND TERRACE: The Clerk then read the follwoing proposed resoltuion:
RESOLUTION
WHEREAS, the City of Des Plaines, Cook County, Illinois, is now, and has
been for some time past, within the jurisdiction of The Sanitary District
of Chicago, and
WHEREAS, the City of Des Plaines is nowcconstructing a system of sanitary
sewers in Branigar's Cumberland Terrace, on the Northwest side of Des Plain-
es, pursuant and in accordance with proceedings filed in the County Court
of Cook County and known as Des Plaines Special Assessment No. 149, and
WHEREAS, said sewer system is to connect with a sewage disposal plant,
consisting of an Imhoff tank and pumping station, and is to empty into
Weller Creek, and
WHEREAS, The Sanitary District of Chicago has agreed to construct an Im-
hoff tank and pumping station, and has and is now making necessary plans
and specifications for such project which is to be constructed by it
with WPA assistance; the City of Des Plaines to furnish the site and the
motors for such pumping station, and
WHEREAS, the district covered by this sytem of sanitary sewers is a part
of the vital defense area and it is believed that defense homes are to be
constructed therein, and
WHEREAS, it appears that WPA is to be abolished, so that such labor will
not be available for this project; and it further appears thatthis project

is necessary and vital in the interest of health, welfare and sanitation,
and such construction would eliminate pollution of Weller Creek and provide
adequate sanitation facillities for defense housing, and
WHEREAS, the sanikary system of sewers is to completed in the early Spring
of 1943, and it is desired that the disposal plant be made available at the
same time, and
WHEREAS, The Sanitary District is now preparing its budget for the year 1943,
a sufficient sum for the construction of the disposal plant, consisting of
an Imhoff tank and pumping station, with or without WPA Assistance, should
be included therein; and that work on the part of the said Sanitary District
of Chicago should be commended at the earliest possible moment so that it
might be completed'simultaneously with the sewer system, early in the Spring
of 1943, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF TBE CITY OF DES PLAINES, COOK COUNTY,
ILLINOIS, that the Sanitary District of Chicago, be and it is hereby urged
to include in its budget for the year 1943, a sum sufficient for the purpose
of constructing a disposal plant, consisting of an Inhoff tank and pumping
station, with or without WPA assistance, to service the system of sanitary
sewers known as Des Plaines Special Assessment No. 149.
BE IT FURTHER RESOLVED that the Sanitary District of Chicago, be and it is
herejay, urged to begin the construction of this project at the earliest
possible moment so that it may be ready for operation upon the completion of
the sewerage system in the early Spring of 1943.
The motion was made by Alderman Johnson and seconded by Lemke to adopt this proposed
resolution. The motion was voted upon by acclamation whereupon the Mayor declared
the motion carried and the said resolt ion adopted.
APPOINTMENTS -ARCHITECTURAL COMMISSION: Mayor Garland the} stated that
Mr. Clifford Carlson, Chairman of the Architectural Commission is unable to serge
in the said office because his work for war construction keeps him away from Des
Plaines. The Mayor therefore declared the office vacant and announced the following
appointments:

to complete the unexpired term of

1943.
Mr.E.R.Gernhardt,Chairman of the Architectural
commission.
The motion was made by Alderman Dopheide and seconded by Loos that the said appoint-
ments be confirmed. The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried and the said appointments confirmed.
SMOKE COMPLAINT-C&N.W.R.R. STATION: Alderman Dopheide, Chairman of the
Public Relations Committee than reported that a number of—complaints have come
him, objecting to the smoke nuisance caused by the smoke emitted from the
Chicago and Northwestern Station on Miner Street. The Mayor referred this matter
to the Police Department.
PROPOSE NEW SMOKE ABATEMENT ORDINANCE: After a brief discussion it
appeared that the provisions in "The City Code of 1925" pertaining to smiske abate-
ment is inadequate. Mayor Garland therefore directed the City Attorney to prepare
an adequate and practical smoke abatement ordinance for the Council's consideration.
0.C.D. - IEGION NEW YEAR'S PARTY: Alderman Dopheide, Commander of our
Citilian Defense Corps announced that a New Year's Party and Dance will be held
on D4cember 31, 1942 sponsored by the local _OCD and the American Legion. He re-
ported that inasmuch as this is a benefit for the two sponsoring groups, it merits
the active support of every resident of Des Plaines.
APPROVAL OF MINUPEp: Each member of the Council having been supplied a
copy of the minutes of theregular Council meeting held Monday, December 7, 1942 as
well as a copy of the minutes of the adjourned reguarl Council meeting held Wed-
nesday, December 9, 1942, the motion was made by Alderman Dopheide and seconded by
Lemke that the said minutes be approved. Tlje motion wds voted upon by acclamation
whereupon the Mayor declared the motion carried and the said minuted approved.
APPROVAL OF BILLS: The Finance Committee through its Acting Chairman
Alderman Kehe then introduced the following proposed resolution:
