11/16/1942MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES HELD IN THE COUNCIL CHAMBERS, MONDAY, NOVEMBER 16, 1942. AT 8:00 P.M. CALL TO ORDER: The meeting was called to order by Mayor Charles H. . Garland presiding, with Aldermen Carroll, Johnson, Loos, Pflughaupt, Friott, Zemke and Campagna responding to the roll call. (Alderman Dopheide was absent during - the entire meeting while Aldermen Schwanbeck and Kehe arrived shortly after this roll call.) AUTHORIZE REPAIR OF PUMP -HOUSE ROOF: The Water Committee, through its chairman Alderman Lemke then reported that the roof of the Pump -House on Des Plaines Avenue is in very poor condition and that before repairing the roof it will be ne- cessary to replace a number of beams. He reported further that the cost of the complete repair -job would be about $240.00. The motion was made by Alderman Johnson and seconded by Carroll to authorize the said repairs and request a delay in billing for the same until after January 1, 1943. The Mayor thereupon declared the motion carried and the said resolution Adopted. letter: ORDER BILLBOARD REMOVED IN CUMBERLAND: The Clerk then read the following November 9, 1942 Mr. Edgar J. Friedrich City Clerk Municipal Building Des Plaines, Illinois Dear Mr. Friedrich: At the direction of the Zoning Board of Appeals, I wish to call your attention to the fact that a large sign board exists illegaly at the southwest corner of the intersection of Wolf Road and Rand Road, in proximity to Cumberland Subdivision. As you doubtless recall, the sign was originally erected about a year and a half ago, by permission of the City Council on re- commendation of the Zoning Board. The sign was originally in- tended to advertise for sale a number od desirable dwellings which were under construction and other similar buildings which were projected at the time. For this reason the Board recommended that permission to erect the sign be granted, limiting the existence of. the sign to one year from date of erection. The year has elapsed and the sign now has no connection with our building effort in the City. It might also be pointed that some of the terms under which per- mission was granted were not carried out. As a matter of respect for the ruling of the ''ity t'ouncil and of the Zoning Board, it is suggested that this sign be ordered removed. Respectfully submitted, T.R. (At this point Alderman tehe arrived) SUGGEST REZONING CERTAIN STREETS FOR CONVERSION FOR MULTI -FAMILY USE: The Clerk then read the following letter: 1640 River Street Des Plaines, Illinois November 12, 1942 Hon. Mayor 44 City Council Municipal Building Des Plaines, Illinois Gentlemen: For some months the Zoning Board has been assembling information " and weighing the possible effects on the City. of Des Plaines, which the operation of the Douglas Aircraft plant will exert. In view of the restrictions imposed upon the building industry, because of the almost total absence of many critical building materials, the obvious solution to the problem of housing industrial defense workers at minimum expenditure of such critical materials is the remodelling of existing single family dwellings in our community into two and three family units. The Zoning Board feels that it would be remiss in its duty to the citizens of Des Plaines if the obvious magus need for housing w$re met by an uncontrolled remodelling program. Ah over -develop- ment of this type of housing, in the opinion of your Zoning Board, could present almost insurmountable difficulties in postwar years. 30 (LETTER - con#'d) One example of the results of short-sightedness is the overloading of sewers in certain localities which, under existing conditions, are taxed to capacity. There is also the highly technical problem of tax revenue to the City which decreases on a per capita basis if single family dwellings are put to multiple family use. Nevertheless, properly controlled development along this line may mitigate future dangers. There are streets in the City which in the course of logical development will become apartment areas, and can now be designated as areas where tww famib• remodelling of single family dwellings is permissible. The Board has in mind such streets as Lee Street, Center Street and Graceland Avenue; and also most of the "close -in" area north of the Chicago and North Western Railroad tracks.. The Board would be pleased to submit a comprehensive plan along the above lines and is awaiting the Council's request to do so. Very truly yours, T.R. NAPIERALSKI. DENY PETITION FOR RE -ZONING: The Clerk then read the following re- commendation: RECOMMENDATION To the Honorable Mayor and City Couhcil of the City of Des Plaines, Illinois On October 26th, 1942, in the Municipal Building,in Des.Pla;nes, your Zoning Board of Appeals held a public meeting, in accordance with duly published notice concerning the petition of Messrs. Petterson, Tures, and Radloff, for the re -zoning of the following described property from commercial to light industrial usage. Lots 37 to 40 inclusive in E.A. Thomas Subdivision of lots 11 to 30 inclusive in Town of Rand in south half of South west quarter Section 16 and parts of Sections 17, 20 & 21 Twp. 41 Range 12. Attorney Kenneth G. Meyer represented the petitioners, and Attorney Jackson represented Mr. Cantwell, an objecting owner of neighboring property. Mr. Jackson advanced the arguement that the terms of a previous amicable settlement with Mr. Woodward of the General Eng- ineering Company, located on the Peterson parcel, were not properly carried out inasmuch as a noise nuisance still existed. The Zoning Board wishes to point out to the Mayor and City Council that its investigation made approximately one year ago revealed that manufacturing noises were not of such character or intensity as to constitute a nuisance. However, since that time, manufacturing operations have been expanded and there is no recent information on the noise situation. Mr. Jackson stated that if the Board sees fit to re -zone the parcels in question for light industrial use, his clients property should also be included in such classification. Attorney Meyer pointed to the present use of the parcels involved which, with the exception of one lot, are used for light manufacturing purposes. The one lot which is not so used is owned by Mr. Radloff, who is a party to the petition. Mr. Meyer also stated that the logical development of the parcel is for light industrial use, and that the land in question is bounded on three sides by streets and an alley; forming the westerly boun- dary is a buffer between such land and the adjacent residential neigh- borhood. He further said that the manufacturing work under way on the (LETTER - cont'd) We are the owners of the former Blenkle building, at Oakton & White Streets. Due to conditions out of our control we can not use the building ourselves. We therefore intend to lease the same to the Joe Ott Man- ufacturing Co., of Chicago, Illinois. The Ott Corporation intends to use this building for packing model airplanes in paper cartons. The material consists of cut to otder balsam wood, paper and cement. The only machinery the Ott Corporation will use, are three fillers driven by one-fourth horsepower motor, filling the cement into the tubes. MALZ Dutch Dairy & Backery and also the following: November 10, 1942 City Council Des Plaines, Illinois Gentlemen: This is to inform you that we are negotiating a lease for the building on Oakton Street, two blocks east of River Road for the purpose of packaging a certain item as hereafter described. Mr. Malz the owner has consented to show some of the merchandise we intend packing only, we plan to fill small extruded tubes with cement. All of this mercandise, the tube and the cement is manufactured on the outside and shipped to us in cartons and barrels. We have small filling machines, three units each using a home power motor that operate on 110 volt AC current and force liquid into the tubes, then folding them. We also carry about six to ten barrels of this liquid cement on hand and are willing to make a fireproof vault within the building if necessary to store it. Our second lot of work consists of folding model airplane plans and tissue making a single unit, sample of which Mr. Malz has in his possession. After being packed these plans come to our Chicago Plant where they are inserted in the carton with the remaining part of the item. It will be necessary for us to employ between 25 to 35 girls at a maximum and at times only 15-20 girls might be sufficient. FIX MAXIMUM ANNUAL FEE FOR BILLBOARDS: The Clerk then read for first reading a proposed ordinance entitled: '/AN ORDINANCE AMENDING SECTION 221 AS AMENDED OF ARTICLE XXII OF .."` THE REVISED BUILDING CODE OF THE CITY OF DES PLAINES OF 1939. The motion was made b& Alderman Kehe and seconded by Schwanbeck to suspend the rules and place the said proposed ordinance upon its final passage. INVITATION TO CIVILIAN DEFENSE INDUCTION CEREMONY: The Clerk then read the following: November 13, 1942 Honorable Mayor & Members, You are most cordially invited to attend the Mass Induction Ceremony of members of the Defense Corps of the Des Plaines Council of Civilian Defense at Rand Park Field House Wednesday November 18th, at 8 P.M. There will be 150 members inducted and I am sure it would add very much to the enthusiasm of the occasion if our "City Fathers" were present. Sincerely, C.J. APPOINT LIBRARY TRUSTEE: Mayor Garland then announced that Mrs. Irene Stuebe, a member of the Board of Library Trustees has moved out of town, causing a vacancy in the membership of the said board. He then announced the appointment of: MRS. MADELYN BEHREL to fill the unexpired term of Mrs. Irene Stuebe, whose term expires April 30, 1943. The motion was made by Alderman Loos and seconded by Kehe that this 34 (LIBRARY TRUSTEE - cont'd) appointment be confirmed. The motion was voted upon by acclamation whereupon the Mayor declared the djotion carried and the said appointment confirmed. APPROVAL OF MINUTES: Each member of the Council having been supplied a copy of the minutes of the regular Council meeting held Monday, November 2, 1942, the motion was made by Alderman Pflughaupt and seconded by Loos to approve the said minutes. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the said minutes approved.
