CALL TO ORDER: The meeting was called to order by Mayor Charles H. Garland presiding, with Aldermen Carroll, Johnson, Loos, Pflughaupt, Kehe, Friott, Lemke, Schwanbeck and Campagna responding to the roll call. (Alderman Dopheide was absent during the entire meeting.) The Clerk reported nine (9) Aldermen present. FINANCIAL REPORT COVERING FIRST THREE QUARTERS OF 1942: The Clerk then submitted his financial report as of September 30, 1942, covering operations of the first three quarters of the 1942 Fiscal Year. Mayor Garland ordered the said report placed on file with the suggestion that the members of the Council study the same. BUILDING INSPECTOR REPORTS ON CONVENTION: The Clerk then submitted a report on the Illinois Municipal League convention prepared by Frank F. Scharringhausen, Building Inspecttr. Mayor Garland referred the said report to the Committee on Subdivisions, Building and Municipal Development. ELECTRICAL MAINTENANCE PERMITS CLARIFIED: The Clerk then read the following report: COMMITTEE REPORT To the Chairman H.J. Kehe - SUBDIVISIONS, BUILDINGS & MUNICIPAL DEVELOPMN!NT Committee, at the meeting of the City Council, held October 5, 1942, the following matter was referred to your committee: The letter from Contour Saws, Inc. dated September 23, 1942. WAR PRODUCTION BOARD DENIES PRIORITY ON MATERIALS FOR REPAIR OF NORMA WELL: The Clerk then read the following letter: October 7, 1942 Case 1466095 Branch Ref. G-222 Water Department, City of Des Plaines City Hall Des Plaines, Illinois Dear Sirs: From the facts presented in your Application for Preference Rating, a copy of which is returned herewith, it is regretted that a preference rating cannot be recommended in this instance for the following reasons: As all critical material must be conserved for essential defense work, we do not feel that the installation of stand-by equipment is necessary at this time. Fletcher, City Engineer reported that immediatly after receiving the above letter, a second and somewhat modified applica tion for priorities was forwarded to the War Production Board covering the said repairs. The motion was made by Atdermen Pflughaupt and seconded by Loos to instruct the Clerk to vigorously protest the denial of the priorities in question if not granted by Friday, Oction 23, 1942. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. AGREEMENT FOR MAINTENANCE OF STATE S.B.I. ROUTES THROUGH CITY: The Clerk then read the following letter: September 16, 1942 Mr. Edward J. Friedrich, Clerk City Hall, Des Plaines, Illinois Dear Sir: Attached are four copies of the Agreement for Maintenance of City Streets covering the period July 1, 1942, to June 30, 1943. When this agreement is fully signed an allotment of funds will be made against which the cost of maintenance of the, state highways designated in the contract may be chared. These are the highways under the joint jurisdiction of the city and this Department. To make the agreement effective it must be approved by the City of Des Plaines and bear the signatures of both the president and the clerk. In addition the certificate at the bottom of the contract should be filled in, signed and sealed. After this has been done, return all copies to me for final state signatures. .Upon completion, one fully signed copy will be returned for your records. I would suggest that this matter be taken up at the next regular board meeting so as to make the agreement effective as soon as possible. Yours very truly, KENDRICK HARGER, District Engr. BUILDING INSPECTOR ASKS BETTER HEATING OF HIS OFFICE: The Clerk then read (BETTER HEATING - cont'd) the following letter: Des Plaines, Illinois, October 19,1942 City of Des Plaines to Mayor and City Council Gentlemen: Calling your attention to the winter heating of Building Dept. office also Engineer's office. These rooms are not heated satisfactorially at the present time, no have they been in the past. Itis necessary that I spend part of theday and often part of the night in my office, often times the temperature is so low that I must wear an overcoat in the office, which you will agree is not satisfactory. This matter has been taken up with the building & plats department, and I believe they had a man check on the piping, and said that he could do nothing without draining the water out of the system and making some changes. However, that checkup was made during the winter and the system could not be drained at that time. We are now again approaching colder weather and hope that some arrangement can be worked out at this time so that it will be corn- = Portable while working in the office. Respectfully submitted, F.F. REPORT SIGNfS OF ACTIVITY REGARDING PRIORITIES.FOR DEFENSE HOUSING: The Committee on Subdivisions, Building and Municipal Development, thru its chairman Alderman Kehe then reported that I while no priorities for defense homing have been allotted to Des Plaines to date, a number of,remors seem to indicate that such allot- ments will soon be made. CIVIL SERVICE STATUS OF CIVIL SERVICE EMPLOYEES LEAVING FOR ARMED FORCES: Upon the request of H.A. Becker, City Marshall to define the status of such Civil Service employees who leave for service in the armed forces of the United States, the motion was made by Alderman Loos and seconded by Lemke to recommend to the Board of Fire and Police Commissioners to so amend its rules as to provide, if possible, that such employees retain their Civil Service Status. The motion was voted upon by acc- lamation whereupon the Mayor declared the motion carried. The question as to whether the City can legally contribute to the pension fund an amount equal to the required ].% of the salaries of such Civil Service employees as lease for the armed services, for the purpose of keeping the pension in force, was referred by the Mayor to the City Attorney for opinion. GRANT ONE -MONTHS PAY UPON LEAVING FOR.ARMED SERVICES: The motion was made by Alderman Johnson and seconded by Lemke to grant the equivalent of one -months salary to such Civil Service employees who leave for the armed services. The Mayor put the question and the Clerk called the roll with the following result: Ayes; Aldermen Carroll, Johnson, Loos, Pflughaupt, Kehe, Friott, Lemke, Schwanbeck and Campagna. Nays; None. The Mayor thereupon declared the motion carried. REPORTS COMPLETION OF GARLAND PLACE PAVING - (M.F.T. SECTION 9-08): E.N. Fletcher, City Engineer then reported that Milburn Brothers, Inc., contractors have completed the paving of Garland Place and the section of Thacker Street lying just east of Wolf Road. WANTS EQUIPMENT REMOVED: Alderman Pflughaupt then called attention to a cement mixer and other construction machinery which has stood alongside Busse Highway near Mason Lane for some time, and asked that steps be taken by the City to have the same moved to a less conspicuous location.
