CALL TO ORDER: The meeting was called to order by Mapor Charles H. Garland
presiding with Aldermen Carroll, Johnson, Loos, Pflughaupt, Dopheide, Kehe, Friott,
Lemke and Schwanbeck responding to the roll call. Alderman Campagna was absent during
this roll call, but arrived later during the meeting.

October 3, 1942
I wish to report that the Supreme Court;on September 26th, 1942, on the
call of the docket and time of oral argument, transferred the case of Walgreen
Co. vs. Garland, to the First District Appellate Court at Chicago. This
order was predicated on the following grounds: -
L. The Certificate of Importance under -date of May 19, 1942 was defective, and
•
2. No- constitutional question was involved, merely the construction of a
State Statute to determine the validity of.our ordinance.
•
The docket fee of the Appellate Court, First District, was paid on Octoberl,
1942, and is now docketed therein as case no. 42512. This cause was assigned
to the Third Division of'said first district, and should be reached,for hearing
at an ear]y date.

We are very much in need of putting in effect a garbage pickeup and II disposal
service in our Village, aid of course, the immediate need that confronts us is
the manner in ,which we can dispose of the garbage.
We have heard,, from various sources, the manner in which you people have of dis-
posing of such, garbage, and am desirous to know if we could enter into an agree-
ment with your city to handle our garbage, and also the cost of so doing, And
what procedure would have to be followed in handling it to your incinerators.
The population of our village is about 1800, about 400 families, and we hope to
pick up the garbage at least once each week, maybe you cauld give us a little
information along this lima Al also.
Thanking you for whatever information you can give us in this respect and hope
we can enter into an arrangement that will be advantageous to us both.

In accordance with Sections 154 and 155 of Article XVI of the Building Code
of the City of Des Plaines, we hereby make application for the registration of
Roy Allison and Arthur Langhoff as electrical contractors. For the purpose
of your records, both of these individuals can be in care of Contour Saws,Inc,.
1217 Thacker Street, Des Plaines, Illinois. These men are MINIXXXXN in charge
of maintaining our electrical equipment and we make -this application for their
registration so that they are technically qualified to do the electrical work
in the plants of Contour Saws, Inc, and File Bands, Inc.
There is enclosed our check in the amount of $25.00 being payment of the fee
of $12.50 due for each applicant for the balance of the year 1942 as provided
in Section 155.
It is my opinion that some provision should be inserted' in the Building Code to
provide for the payment of an annual fee by industrial firms to cover all their
electrical changes and installations whffich have to be made from time to time,
and the fee for such permit should, in my opinion, be around $50.00 a year.
Any industrial company hating electrically driven machinery must of necessity
make changes and repairs from time to time, and it is very impractical to be
filing applications for permits as the installations or changes are required
as in many instances, the work is of an emergency nature.
In due course, I will submit to the City Clerk a request for an amendment to
the Building Code in keeping with the foregoing.suggestion.

FINANCIAL REPORT COVERING FIRST THREE QUARTERS OF 1942: The Clerk then
submitted his financial report as of September 30, 1942, covering operations of the
first three quarters of the 1942 Fiscal Year. Mayor Garland ordered the said report
