MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DFS PLAINES
HELD IN THE COUNCIL CHAMBERS, TUESDAY,
SEPTEMBER 8, 1942, AT 8:00 P.M.
CALL TO ORDER; The meeting was called to order by Mayor Charles H. Garland
presiding, with Aldermen Loos, Pflughaupt, Dopheide, Kehe, Lemke and Campagna respond-
ing to the roll call. (Aldermen Carroll, Johnson, Friott, and Schwanbeck were absent).
The Clerk reported six (6) aldermen present.

meeting of the City Council, held August 17, 1942, the following;
matter was referred to your committee:
The matter of approving the so-called "Victory Stop Schedule"
submitted by the United Motor Coach Company, a copy of which is
attached hereto.
For your information this schedule was prepared by the United
Motor Coach Company in collaboration with the office of Defense
Transportation as a result of the nation wide effort to save tires,
gasoline and oil by reducing the number of stops.

for further details. -

City Council, held August 3, 1942, the following matter was referred

The matter of bringing the pumping equipment on the Norma Well
back to an acceptable efficiency was referred to your committee for
study and recommendation.

Your Committee On WATZR has investigated the above and has found:
The Norma pump was operating at a very low efficiency. _Due to
the bowls being worn out. Also this pump has operated for the past
seven yeats. •
We, your Committee on WATER, therefore recommend:
That the pump be pulled and same be repaired. This is now being
done by Cater Pump and Will Co.

voted upon by Acclamation whereupon the Mayor declared the motion carried and the said

The Clerk then called the Councilts attention to the fact that no funds have been
provided for this repair in the 1942 Appropriation Ordinance.
The motion was therefore made by Alderman Loos andALemke to refer this matter to
a joint committee consisting of the Water Committee and the Finance Committee.
AUTHORIZE AGREEMENT WITH THE CITY OF PARK RIDGE FOR STAND-BY WATER SUPPLY:

AGREEMENT
THIS AGOREEMENT made this day of , 1942, by and
between the CITY OF PARK RIDGE, a municipal corporation, and the CITY OF
DES PLAINES, a municipal corporation,
WITNESSETH:
•
WHEREAS, the parties hereto are municipalities located in Coek County,
Illinois, and adjacent to each other, and
':a• , both of said municipalities operate and maintain their own water
distribution systems and
WHEREAS, the CITY OF DES PLAINES receives its supply of water from artesian
wells owned by said City and,
WHEREAS, the water distribution system of the City of Park Ridge, includes
a water reservoir, with a storage capacity of 2,000,000 gallons, and,
WHEREAS, the said cities are desirous of working out an arrangement whereby
the City of Des Plaines, in the event of some unforseen emergency, is unable to
obtain the quantity of water•it requires, it may obtain from the City of Park Ridge,
the necessary water needed during such emergency, and,
WHEREAS, the City of Park Ridge is desirous of working out a reciprocal arrange-
ment with the City of Des Plaines, whereby the City of Park Ridge may obtain water
from the City of Des Plaines under similar circumstances;
NOW THEREFORE in consideration of the mutual advantages to each of the mun-
icipalities, it is agreed by and between the said Cities as follows:
1. That the water mains of the City of Park Ridge and the City of
Des Plaines will be connected with a reservoir to be constructed
by the City of Des Plaines at a point near Potter Road and Dempster
Street, in"Maine Township, Cook County, Illinois;
2. That the City of Des Plaines will construct at or near the inter-
section of Potter Road and Dempster Street, Cook County, Illinois,
a 50,000 gallon water reservoir, pump house, meters and vault and
necessary valves and pipe connections so that in the event of the
necessity therefor, water from the City of Park Ridge supply can
flow into the Reservoir connecting with the City of Des Plaines, or
water from the City of Des Plaines reservoir can be pumped into the
mains of and be used by the City of Park Ridge, it being the under-
standing of the parties hereto that the use of such water by one party
from the other will only be in case of an emergency and for the purpose
of this agreement, an emergency is construed to be a breakdown in the
pumping equipment of either City, or the existence of a fire calling
for more water than the City in which such fire exists can supply from
its own source of supply, or any time when either city is unable to
supply the normal demands of its consumers becuase of some contingent
or unforseen circumstance. This agreement does not contemplate how-
ever, that either city will be obligated to regularly supply the other

with any part of its daily normal water requirements.
3. It is further agreed that the equipment installed in connec-
tion with the Water Reservoir constructed by the City of
Des Plaines, shall "include a Simplex Remote Control Valve,
which shall be located at the intake of said reservoir, and
that valve controls shall be installed in the pu#ping sections
of each City.
4. It is further agreed that the entire cost of al] connections
and installations herein referred to, including the Simplex
Remote Control Valves and the controls shall be borne by the
City of Des Plaines; each City shall bear the cost of pumping
water delivered to the Reservoir of the other City.
5.The parties hereto agree that each will pay the other for water
of the other party used during any emergency at the following
rates, to -wit:
330' per 1,000 gallons for the first 50,000 gallons,
27.5/ per 1,000 galloons for the next 250,000 gallons,
20/ per 1,000 gallons for all water used over 300,000 gallons,
In the event that the City of Chicago increases the rate for
which it now supplies water to the City of Park Ridge, it is
agreed that the rates established by this agreement shall be in-
creased in direct proportion to such increase by the City of
Chicago,
The City of Des Plaines agrees to pay to the City of Park Ridge
as a minimum charge, monthly, an amount equal to the cost of
the first 50,000 gallons based upon the foregoing rates. The
monthly minimum charge shall be payable when the foregoing 0'
installations have been completed, and the supply of water from
the City of Park Ridge to the Reservoir of the City of Des Plaines
is available.
The respective 'parties hereto shall cause each water meter to be
read and billed on or about the first day of each month and any
such bill so rendered shall be payable within fifteen days from
the date of billing.
6. The agreement of the City of Park Ridge to supply water to the
City of Des Plaines and the mechanical and engineering features
of the water connections herein referred to are subject to the
approval of the City of Chicago, Illinois and the State of Illinois,
and this agreement shall not be AITYNXTVWX111 effective until
such approval is obtained.
7. It is expressly agreed by and between the parties hereto that
neither party shall be liable to the other for damages arising
from the other's inability or failure to furnish the supply of
water that may be required by the other.
8. This agreement shall be ih full force and effect until October lst,
1951, Upon the termination of tills agreement, the parties hereto
agree to consider a renewal therof upon such terms that may be ex-
pedient or advisable in view of the experience obtained by the
parties during the life of this agreement.
This agreement is executed by the Mayor and the City Clerk of the parties
hereto pursuant to authority granted by the respective City Councils of the
parties hereto.

The matter of carrying on preliminary negotiations with the Douglas
Aircraft Company for an auxiliary water supply for the City of Des Plaines.

Gentlemen:
As requested, I have taken up the matter of an emergencytwater supply from
tie Douglas Aircraft Co., and wish to report as follows.
The Douglas people are willing to help this City, but inasmuch as the project
is entirely for the U.S. Army, built by them and for their use, with the
Douglas as operators during the war, they referred me to the Array Engineers.
Together with Mr. Fletcher, we visited with Capt. W. Bonnett, Area Engineer in c
charge, who was willing to cooperate on behalf of the Army if legal difficult-
ies could be ironed out. He advised, also, that their line will not be
bfought in for sevrral months. The proposed line will be brought in from the
South limits of their location and thence brought northerly along Mannheim
Road to about the center, where it will be extended into the propbrty itself.
The supply, if obtainable as above outlined, would have to be tapped in on
Mannheim Road, which in itself would produce additional problems for the ac-
quisition of necessary right of ways. If something can beworked out, they
will be willing to cooperate.

Line Railroad Co. for not keeping its crossings in good repair, and
petitioning the Commerce Commission to order the said railroad to
properly repair the said crossing.

the date of entry of said decree.
If payment of said decree can not be made in full immediately in cash,
the plaintiff is willing to accept in satisfaction of the decree, gen-
eral obligation bonds of the City of Des Plaines in an amount equiva-
lent to the face amount of said judgment, court costs and interest due

SUGGESTS REMEDY FOR FLOODED BASEMENTS: The Clerk then read the following

Gentlemen:
Every rain brings us who live on Forest Avenue flooded basements, and
apparently the members of the City Council are at a loss to know what
to do to relieve this situation.

It seems that it is generally understood that the
sewers are of inadequate size to take the storm
waters, most of which rushes into our sewers from
the paved roadway of our streets.
If the flow from the streets could be retarded so
as to hold the water upon the streets for a few
minutes and permit it to slowly flor into the sewers
our basements would not become flooded.
I therefore respectfully request the Council to provide
some means df partially restricting the openings in all
street drains which would tend to load the Forest
Avenue Sewer.
This, I am sure will keep our basements dry, even though we may have
to put up with flooded streets for a few minutes after each heavy
rain. Certainly flooded streets are better than flooded basements.
If this method is effective,, it may be well to apply it in all sections
• where flooded basements are a problem. .
• Please give this matter your earnest consideration.

CALL TO ORDER: The meeging was called to order by Mayor Charles H. Garland,
`S preseding, with Aldermen Johnson, Pflughaupt, Kehe, Friott, Lemke, Schwanbeck and
Campagna responding to the roll -call. (Aldermen Loos and Dopheide were absent during
the entire meeting, while Alderman Carroll arrived later during the meeting). The
Clerk reported seven members of the Council present.

ENGINEER REPORTS ON FLOODED BASEMENTS: The Clerk then read the following
COMMITTEE REPORTS
To E.N. Fletcher, City Engineer, at the meeting of the City Council,
held September 8, 1942, the following matter was referred to you:
The letter dated Sept. 8, 1942 from Mrs. William Hoeninger (a
copy of which is typed upon IP the reverse side hereof) was re-
ferred to you with instructions to interview Mrs. Hoeninger and
report your recommendations to the City Council.

To the Mayor and City Council:
Your City Engineer has reviewed Mrs. Hoeninger's letter and re-
commends that her suggestion of restricting the openings in street
drains be carried out. Infact this suggestion was made to your
Superintendent of Sewers sometime back and some work along this
line has already been performed.
In following out Mrs. Hoeninger's suggestions there are several
things which should be considered:
1. The restriction of the street drains must be made in such a
manner as to prevent the cloging of the Inlet Grates with ice and
snow during the winter months. In order to overcome this I re-
commend that the baffle plates be placed in the Catchbasins at the
outlet from the Catchbasin to the Manhole.
2. People will have to be educated to the fact that water standing
on the pavement does not affect their basements.
3. This is not a "Cure -All" for our inadequate storm sewer facilities.
While it may help in some areas it will not help to the extent that
all basement flooding will be eliminated for the following reasons;
