The motion was voted upon by acclamation whereupon the Mayor declared the motion - carried and the said appointment confirmed. letter; REPORT ALLES AVENUE IN POOR CONDITION: The Clerk then read the following City Council of Des Plaines DesPlaines, Illinois attn: Department of Street Repair Members of the Council: About tw o years ago, the pavement of Alles Avenue was being repaired, but before the completion of this task, the repair men were called from their jobs, leaving about 150 feet of the street unpaved. At the present time, the pavement is in very poor condition. We, the undersigned, feel that if prompt attention is given to the repairing of the road, the basic pavement can be saved. Sincerely, WM. Mayor Garland referred this matter to the Streets and Sidewalks Committee, and the Aldermen of the First Ward for study and recommendation. LOCAL CIVILIAN DEFENSE REIMBURSES CITY: Mayor Garland reported that the Local Civilian Defense unit has sent the City a check in the sum of 1500.00, $250.00 of which is to partially reimburse the Water Department for expense indurred in (CIVILAIM DEFENSE - cont'd) providing Water Works NAMUR Watchmen and $250.00 to partially reimburse the Fire Station Watchmen. Mayor Garland ordered the Clerk to write the Local Defense Council expressing the City's thanks for its splendid cooperation and assistance. TO ENFORCE COLLECTION OF SIGN PERMIT FEES: The Mayor then called the Council's attention to the following paragraph the report for July, 1942, of Frank F.'Scharringhausen, Building Inspector: "All invoices for annual sign privileges have been mailed, the majority of which are now delinquent. What method of collection and enforcement of the ordinance would the Council suggest at this time? Kindly advise." After a brief discussion of the matter all the members of the Council informally. agreed that the ordances in question should be enforced and that the Building Inspector and the City Attorney should proceed at once to take legal stpps to enforce collection, with full cooperation from all members of the Council. REPORTS DEEP WELL PUMP DROPPING IN EFFICIENCY: Alderman Lemke, chairman of the Water Committee then reported that the Superintendent of Water Supply is finding it difficult to supply the demand for water, becuase the pumping unit on the Cater Well is apparently dropping in efficiency. Mayor Garland referred this matter to the Water Committee for study and recommendation. TO CORRECT HOUSE NUMBERS SOUTH OF ALGONQUIN ROAD:: E.N. Fletcher, City Engineer pointed out that with the impending building activity resulting from "defense housing" in connection with the new Douglas Aircraft Corporation Plant being erected at Higgins and Mannheim Roads, it would be wise to correct existing house numbers in the area I ]tying south of Algonquin Road, including Algonquin Road. The motion was made by Alderman Campagna and Lemke to instruct the City Engineer to proceed with the said work, and that a sum not to exceed $100.00 be allowed for the same. The Mayor put the it question and the Clerk called the roll with the following result: Ayes; Aldermen Johnson, Loos, Pfh}ghaupt, Dopheide, Kehe, Friott, Lemke, Schwan- beck and Campagna. Nays; None. SUGGESTS ENFORCING DRIVEWAY ORDINANCE: Alderman Loos, then suggested that the City's ordinances with respect to the construction of driveways across parkways and sidewalks be enforced for the sake of preventing sidewalks from being broken. He insisted that wherever a driveway is constructed across a sidewalk, the sidewalk should be removed and replaced by heavier conrete as provided in the ordinance. Mayor Garland referred this matter to the Streets and Sidewalks Committee. GRANT LOCAL DEFENSE COUNCIL USE OF TRUCKS: E.N. Fletcher, Salvage Chairman of the Local Defense Council then requested the use of two City garbage trucks for the purpose collecting tin cans in connection with the tin can salvage campaign of the War Production Board. There being no objection, the Mayor granted the said request. BLACKOUT SCHEDULED FOR AUGUST 12. 1942: Mayor Garland then announced that an a rea-wide test -blackout has been ordered for an area including Des Plaines, to be held August 12, 1942. He reported that the said black -out was ordered by the United States Army, and requested full compliance as a patriotic duty.
