MINUTES 0P THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES
HELD IN THE COUNCIL CHAMBERS ON MONDAY,
JUNE 22, 1942 AT 7:30 P.M.
CALL TO ORDER: The meeting was called.to order by Mayor Charles H.
Garland.presiding with Aldermen Carroll, Pflughaupt, Friott, Lemke, Schwanbeck
and Campagna responding to the roll call. The Clerk reported six (6) aldermen
present. (Aldermen Johnson, Loos, Dopheide and Kehe were absent during the entire
meeting.) .
READING OF THE CALL FOR SPECIAL MEETING: The Clerk then read the follow-
ing call and waiver of notice:

Gentlemen:
•You are hereby officially notified that upon order of Mayor Charles H.
-Garland there will be a special meeting of the City. Council of the
'City of Des Plaines at 7:30 P.M., Monday, June 22, 1942, in the Council
Chambers, City Hall, Des Plaines, for the purpose of appointing a City
Attorney to fill the vacancy created by the resignation of Kenneth G.
"'Meyer, and to dispose of such other matters as may need Council attention.

Bond #26098-07-1797-42 in the sum of $2,000.00 for the period

The motion was made by Alderman Carroll andA'r``io t hat the said bond be approved and
accepted. The motion was voted upon by acclamation whereupon the Mayor declared the
motion carried and the said bond approved.

City Clerk to notify the R.F.C. that because the residents of Cumberland Terrace
disapprove the Sewer Revenue Bond plan of financing, the City Council must de-
cline the said $30,000.00 B.F.C. loan offer. The motion was voted upon by accla-

LAW REGARDING PAY FOR "OVERTIME": The'Clerk then read the following

Gentlemen:
In accordance with your request for an'opinion on whether
city employees fall within the provisions of the Federal Wage
and Hour Law thus requiring payment of°time and a half for
overtime, I wish to advise that in my opinion, employees of
the municipality of Des Plaines do not fall within the pro-
visions of the Federal Wage and Hour Law which requires pay-
ment of time and a half for overtime work nor do they fall
within the provisions of the Walsh -Healy act which forbids
working more than eight hours in any one day.

COUNTY REZONING - ASSENT AND OBJECTIONS: The motSon was then made by
Alderman Lemke angeglygagpt that the City Clerk be instructed to write the
County Zoning Board ofAppeals expressing the Councils'views regarding certain
applications for re -zoning, discussed at the public hearing held at the Park Ridge
City Hall on Thursday June 18, 1942, at 8:00 P.M. substantially as follows:
DOUGLAS AIRCRAFT CORPORATION: That the petition be granted
to reclassify approximately 1300 acres on the Southwest corner
of Higgins Road and Manhheim (LaGrange) Road from F (Farming)
District to I-2 (Industrial -Heavy) District,% and that the
variation be granted in connection therewith permitting the es-
tablishment of an airport and landing field less than three
miles away from the nearest boundary of an existing airport or
landing field.
AMERICAN AIRPORT AND AIR COLLEGE: That the petition to rezone
to Commercial District be denied and that the honorable Zoning
Board of Cook County arrive at finding that a dining room or
resturaunt is a use customarily incident to the operation of an
aeronautical school.

TO DENY REZONING BUT PERMIT ERECTION OF A SIGN, on the east
234 feet of the south 471 feet of the south half of the southeast
quarter of the northwest quarter of Section 29, Township 41 North,
Range 12, East of the Third Principal Meridian, located at Lee
and Howard Streets.
The motion was voted upon by acclamation whereupon the Mayor declared the motion
carried.
ANNOUNCES MEETING TO CONSIDER PROBLEMS IN CONNECTION WITH DOUGLAS
AIRCRAFT PLANT: Mayor Garland then announced that the local real estate men,
the Plan Commission and the Zoning Board will meet in an informal: session on
Tuesday, June 23, 1942, in the Council Chamber to discuss ways and means of
deriving the greatest possible benefit for Des Plaines from the possible influx
of population resulting from the erection of the new Douglas Aircraft Corporation
plant to be erected at the southwest oorner of Higgins and Mannheim (LaGrange)
Roads. He invited all members of the Council to attend this meeting.
