APPROVAL OF MINUTES: Each member of the Council having been supplied

Having made a change in employment and residence since last
seeing you I am writing in regard to my appointment on the City
Plan Commission.
We moved to Park Ridge late last fall and I am now employed as
a branch manager of a lumber yard in Wilmington which means that my
only chance to get into Des Plaines is over the weekends.
I have served on the City Plan Commission since its very be-
ginning and its secretary for the first few years. In one of its
"busier" years the commission approved plats for ten subdivisions
in and near Des Plaines. It has been a pleasure to work with every
man who served on this commission all of whom have been very fair,
upright, and willing to give of their time and best effort to help
accomplish far reaching results.
I have hesitated to resign and would much rather have talked
with you personally about it. Will you please then accept this
belated resignation and in so doing give my regards to the members
of the commission, the city engineer, and to all others who have
helped to make the activity a success? And thanks to you too,
Charlie,for having reappointed me.

DISCUSS EMERGENCY DEFENSE HOMES: The Clerk then read the following
letter:
To the Mayor and City Council

Des Plaines, Illinois
Gentlemen:
As most of you may know the Federal Government has issued an order
stopping all residential building excepting defense

houses.
In order to permit such houses the following requirements must be
met:

The house, lot and auxilliary building must not exceed $6,000.00
Proper priorities for materials must be obtained.
The house must be constructed in accordance with emerg-
ency codes issued by the Federal Government.
These requirements constitute a definite problem for our City as
well as all other cities.
FIRST: In itself the $6,000.00 limit is not objectionable and
requires no further comment.
SECOND: The ruling which requires that certain priorities be obtained
raises the question as to whether the Building Inspector should
first insist upon affadavits from the Federal Government certifying
that the proper priorities have been issued before issuing Wit c',:_-'
building permit. If we do not insist upon these priorities, before
issuing building permits we may find ourselves with a new crop or
half -completed ghost houses. On the other hand, if we do insist
upon such evidence of priorities, the building inspector faces the res-
ponsibility of determining whether or not the priorities are auth-
entic.
THIRD: There are certain construction standards which must be complied
with before houses can qualify as defense homes. One of these stand-
ards is the "EMergency Plumbing Code." Plumbing done under this
code, in the opinion of many plumbers and other informed persons,
would be inferior. Furthermore it would not pass inspection under our
City Code.
It is true defense home construction is "emergency" construction but
we should not overlook the fact that these "emergency" houses will
be with us long years after the emergency is over.
With these things in mind, many communities are insisting upon strict
compliance with their own building codes and are therefore refusing
building permits for defense homes or homes to be built under emer-
gency regulations.
If other communities have taken action with respect to this matter,
it is no doubt of sufficient importance to warrant consideration by
the City of Des Plaines also.

HIGHWAY PERMIT RESOLUTION FOR CULVERT: The Clerk then read the fol-
lowing proposed resolution:
RESOLUTION
WHEREAS, the City of Des Plaines located in the County of Cook, State
Of Illinois, wishes to locate, construct, operate and maintain a 15" corrugated
iron pipe entrance culvert 141 long in the northeast ditchline of Busse Highway
near Mason Lane.
WHICH by. law comes under the jurisdiction and control of the Department
of Public Works and Buildings of the State of Illinois, and
WHEREAS, a permit from said Department is required before said work
can be legally undertaken by said City now.
THEREFORE, be it resolved by the City of Des Plaines, County of Cook,
State of Illinois.
FIRST: That we do hereby request from the Department of Public Works
and Buildings, State of Illinois, a permit authorizing the City to proceed with
the work herein described.
SECOND: That we hereby pledge the good faith of the City of Des Plaines
and guarantee that all work shall be performed in accordance with the conditions of
the permit to be granted by the Department of Public Works and Buildings of the
State of Illinois, and to hold the State of Illinois, Department of Public Works
and Buildings, harmless on account of any damages that may occur to persons or
property during the prosecution of such work, and assume all liability for damages

Thacker Street on the North, and Golf Road on the East. The City Atlas
should be properly marked to show this disannecation.

I wish to advise that John Boeckenhauer has filed a petition in the
proceedings known as Des Plaines Special Assessment No. 117 in the County
Court of Cook County praying that his property bounded by Thacker Street,
Golf Road, Algonquin Road and the Belt Line tracks, be removed from the
assessment roll in said proceedings, and the assessment against said
premises vacated.
It is the contention of Mr. Boeckenhauer that the land in question was
assessed before it was annexed to the City.

The matter of Defense Homes with particular reference to the
question of whether or not the City Council should amend the 1939
Building Code so as tp permit Defense Homes to be.00nstructed
under the provisions of the "Federal Emergency Plumbing Code for
Defense Housing", and such other federal codes as they apply.
This matter was referred to you and your committee as a result
