04/06/1942610 REPAIR ELECTRIC :SIRING IN BASEMENT OF MUNICIPAL BUILDING: The Clerk then reported that the electric wiring in the coal bin of the Municipal Building re- quires attention. The motion was made by Alderman Loos and seconded by Lemke to order the Superintendent of Buildings and Grounds to have this wiring put into good condition at once. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. APPROVAL OF MINUTES: Each member of the Council having been supplied a copy of the minutes of the regular Council meeting held March 2, 1942 as well as a copy of the minutes of the special council meeting held March 9, 1942, the motion was voted upon that the said minutes be approved. The motion was made by Alderman Dopheide and seconded by Lemke. The motion was voted upon by accla- mation whereupon the Mayor declared the motion carried and the said minutes approved. There is a great deal of driving of cars all over the sidewalk because the driveways leading into these premises are not clearly defined. 2. These plans and specifications are made to conform to your new or- dinance governing subdivision improvements. They also conform to the requirements liad down by the Federal Housing Administration for the subdivision. If these plans and specifications meet with your approval, it is our plan to do this,work by private,eontract but under the super- vision of your city engineer. Respectfully submitted, W. L. Mr. W. L. Plew reported orally that in addition to sidewalks, curb and gutter, and water -bound macadam roadway, his plans include the erection of street - name signs and the planting of parkway elms. ATTEMPT LIQUIDATING OF S.A. #512453: The Clerk then read the following letter: March 31, 1942 To the Mayor and City Council City of Des Plaines, Illinois, Re: S.A.#512453 Gentlemen: A number of instances have come to my attention in which owners of property located in Riverview have found that their property is encumbered by Special Assessment liens placed upon such property because of obligations resulting -from Spedial Assess- ment No. 512453, "Paving of Spruce Street and other streets." It seems from what I have been able to learn from my records that this Special Assessment was carried though to the spreading of the roll, confirmation and emarding of the oontract. The contract was awarded to R. E. Kilby Company on November 19, 1930, however, the contractor never started work on his contract. (Letter cont'd) The City records give no evidence that any vouchers have ever been issued in this Special Assessment, although there may be small vouchers outstanding for engineering work, legal work, spreading of the roll, or other incidental expenses. The property owners have asked me to bring this matter to the Council's attention so that if no vouchers are outstanding this special can be taken from the books of the County and thus lift the encumberences from their respective properties. However, if there are vouchers outstanding this special assess- ment (or at least the first installment thereof) should be billed, or some other menas provided for redeeming any outstanding vouchers in order that these people may clear their titles. (Appropriation or $3©,000.00 by resolution February 2, 1942, approved by State February 18, 1942.) The notion was voted upon by% acclamation whereupon the Mayor declared the notion carried. RR -CONSIDER PR BITIN9.EPTIC TA_NKSs The notion was then made by Alderman Dopheide and seconded by Lemke to reconsider passage at the next meeting of the once proposed ordinance entitled "An Ordinance Repealing Article XX, entitled *Septic Tanks,' Sections 200 to 206 both inclusive, contained in the said Article XX of the Building Code of the City of Des Plaines of 1939 and prohibiting the construction of private septic within the City of Des Plaines." AUTHORIZE INSTALLATION OF HORNS TO BE USED AS FIRE ALARM: Alderman Leake of the Fire'Coaaittee then outlined a plan including the instalktion of ten electric horns at various locations throughout the City to be used as fire alarms in place of the fire -siren, since the fire siren must be used only for air raid warnings in connection with local defense. He reported further that the cost of the proposed installation will be approximately $387.00 The motion was made by Alderman Lemke and seconded by Kehe to authorize this,,proposed installation. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. Mayor Garland then referred this matter to the Fire Committee andthe Finance Committee for execution. 649 OVERTIME FARUNG FOR CITY BUSINESSs Alderman Lemke then reported that cases" have' Some to his attention in which warning slips for overtire parking have been issued to owners of automobiles parked in front of the Municipal Building while transacting official business with the City. He asked that steps be taken to prevent this in the future. The motion was made by Alderman Campagna and seconded by Kehe to refer this matter to a joint committee, consisti*g of the Polioe and License Committee and the Streets and Sidewalks Committee. The motion was voted upon by acclamation whereupon the Mayor declared the notion carried. APPROVAL OF MINUTES: Each member of the Council having been supplied a copy of the minutes of the regular Connell meeting held Monday, March 16, 1942 the motion was made by. Alderman Dopheide and seconded by Johnson that the said minutes be approved. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the said minutes approved. Garland presiding, with Aldermen Carroll, Johnson, Loos, Pflughaupt, Dopheide, Kehe, Friott, Lemke and Campagna responding to the roll call. (Alderman Schwanbeck was absent during the entire meeting.) Alderman Dopheide, while present during the roll call, left the meeting soon thereafter and was absent during the remainder of the meeting. The Clerk reported nine aldermen present. PARKING ABOUT THE CITY HALL: The Clerk then read the following report: COMMITTEE REPORT To the Chairman Campagna - Streets & Sidewalks Committee & Johnson - Police Committee, at the meeting of the City Council, held on April 6, 1942, the following matter was referred to your committees: The matter of avoiding complaints from citizens and visitors for being arrested for over -time parking in front of the City Hall while carrying on official business with the City. Also the matter of reserving the parking space in the rear of the City Hall for officials and employees of the City or such persons as are conducting official business with the City. (Signed) E..J.
