BE IT FURTHER RESOLVED that the City Clerk be and he is hereby
directed to send a certified copy of this resolution to the
Honorable Dwight H. Green, Governor of the State of Illinois.
The motion was made by Alderman Dopheide and seconded by Lemke to adopt this
proposed resolution. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried and the said resolution adopted.
ADJOURNMENT: The motion was made by Alderman Lemke and seconded

found: that the Chief of Police and Mr. Houser, chairman of the
Citizens Committee met and the following recommendations were made

That handbills containing information as to the conduct of autoists,
pedestrians & cyclists in making crossings, will be distributed by the
Boy Scoutsfor several days, also our police department with the aid of
railroad police will be stationed at the crossings for several days.

RE -CURBING CORNERS AT LEE STREET CROSSING: The Clerk then read
the following report:

To E. N. Fletcher, City Engineer, at the meeting of the
City Council, held February 17, 1942, the following matter
was r eferred to you:
The following recommendation from the Des Plaines Safety
Council was referred to you for plans, estimates, and
recommendations:
Lee St. at the R.R. Miner & Ellinwood
That for the protection of pedestrains and all
traffic in general the radius of the corners by
the railroad at Miner St. and Lee St. and at
Ellinwood and Lee St. be changed.

To the Mayor and City Council:
Your committee has investigated the above and recommends that
the radius of the corners be changed as.recommended by the
Safety Council. This suggested change has.also been recom-
mended by the Traffic Commission.
The estimate of cost of this change is x%1000.00. Plans showing the
proposed work are attached hereto.
This work should be included in the project for the improvement
of the street and railroad crossings.

The motion was made by Alderman Pflughaupt and seconded by Lemke to adopt
the said proposed resolution. However, the motion was made by Alderman Loos and
seconded by Lemke to amend the said proposed resolution by striking therefrom the
following item: "Voucher #11228 payable to Frank Scharringhausen for labor
for ceiling in Fire Station $65.00." The Mayor put the question on the amendment
and the Clerk called the roll with the following result: Ayes; Aldermen Johnson,
Loos, Pflughaupt, Dopheide, Kehe, Friott, Lemke, Schwanbeck and Campagna. Nays;
Alderman Carroll. The Mayor therefupon declared the motion carried and the
resolution amended, The Mayor then put 1.he question on the main motion as amended,
and the Clerk called the roll with the following result: Ayes; Aldermen Carroll,
Johnson, Loos, Pflughaupt, Dopheide, Kehe, Friott, Lemke, Schwanbeck and Campagna.
Nays; None. The Mayor thereupon declared the motion carried and the said
resolution adopted as amended.
The motion was then made by Alderman Dopheide and seconded by Campagna
to refer the invoice from Frank F. Scharringhausen for labor for ceiling in the
Fire Station in the sum of $65.00 to a joint committee consisting of the Fire
Committee, the Committee on Public Buildings and Grounds, and the Building
Inspector for study and recommendation. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
THE FIRE SIREN VERSUS AIR RAID ALARMS: Alderman Loos, Chairman of the
Fire Committee then reported that since the sounding of the fire siren has been
discontinued the r sponse of volunteer firemen at fires has been very unsatisfacotry.
Mayor Garland explained that the purpose of discontinuing the sounding of the fire -
siren as a fire alarm is to avoid,confusion in case of an air-raid alarm. Mayor
Garland then referred this matter to the Fire Committee for study and recommendation.
SYNCHRONIZING TRAFFIC LIGHTS WITH SAFETY GATES: The Clerk then read the
following letter:

Dear Sir:
DEPLAINES, ILL. - CROSSING PROTECTION-
PEARSON ST., LEE ST., AND GRACELAND AVE.
Referring to your letter of March 12, requesting that the C. & N.W.Ry.
provide and install the necessary equipment and facilities for synchron-
izing the Stop & Go traffic lights at 1earson St., Lee St., and Grace -
land Ave., crossings in Des Plaines with the newly installed highway
crossing gates at these points. t
The -synchronism of these traffic lights with the,crossing gates will
require some expenditure in material and labor which our agreement
and our financial authorization did_not cover. The Railway Company's
portion of the cost of installing the highway crossing gates at these
three crossings amounts to approximately $22,000. and after giving
consideration to this sum of money I believe that you will agree that
the City should make -an effort tosecure funds for the synchronism of
the traffic lights with our installation of crossing gates. We are
willing to provide contacts in our gate control apparatus to control
the traffic signals at our expense.. I feel that the City should
arrange for the remainder of the installation up to our instrument
cases .

The Highway Department have called a meeting at your City
Hall to convene at 9:00 A.M. Tuesday, March l7th, and I would
recommend let your City Engineer and one or two other representatives,
whom you may select, be present at this meeting. -
At this meeting it can be determined what will be necessary and
possibly arrangements can be made for carrying out the work.

Mayor Garland referred this matter to the City Engineer with instruc tions to
see that it is properly taken care of.
REQUEST SPECIAL PERMISSION TO BUILD RESIDENCE: The Clerk then
introduced Mr. and Mrs. Philip Sahling, 4907 Montrose Avenue, Chicago, Ill.,
owners of Lot 11, Block 6, in Branigar's Cumberland Terrace, who stated that
they have all materials on hand to build a residence upon the said lot,
but are restrained from doing so because of the Council resolution denying
any further building permits until a sanitary sewer system is arranged for.
They therefore requested that the Council make an exception in their case
C and offered to post a 5200.00 cas bond to insure payment of their share of the
proposed sewer system.

grant the request of Mr.' and Mrs. Philip Sahling. The Mayor put the question
and the Clerk called the roll with the following result: Ayes; Aldermen
Carroll, Johnson, Pflughaupt, Loos, Dopheide, Kehe, Friott, Lemke, Schwanbeck,
and Campagna. Nays; None. The Mayor thereupon declared the motion
carried.

covering a 12" sewer crossing under our tracks and tem-
porary sewage disposal plant and driveway in that part of
Des Plaines known as Cumberland Terrace.
Will you kindly arrange for execution of the attached license,
being sure your corporate seal is affixed, after which
return them to me for further handling by the Railway Company,
Also with return of this license furnish certified copy of the
resolution adopted authorizing execution of this document.

The motion was made by Alderman Kehe and seconded by Lemke to approve the
said agreement and to authorize and direct the Mayor and City Clerk to
execute the same for and in the name of the City of Des Plaines. The motion

CUMBERLAND ZONING: Mayor Garland expressed the desire to pass the
proposed ordinance pertaining to the zoning and the fixing of set-baok lines
in H.M. Cornell & Co.'s Cumberland in the near Future, and referred this matter
to the City Attorney with instructions to solicit the necessary information
from the Zoning Board and to submit the necessary ordinances to the City
Council for action at its next regular meeting.

REPAIR ELECTRIC WIRING IN BASEMENT OF MUNICIPAL BUILDING: The Clerk then
reported that the electric wiring in the coal bin of the Municipal Building re-
quires attention. The motion was made by Alderman Loos and seconded by Lemke to
order_the Superintendent of Buildings and Grounds to have this wiring put into
good condition at once. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried.
APPROVAL OF MINUTES: Each member of the Council having been supplied
a copy of the minutes of the regular Council meeting held March 2, 1942 as well
as a copy of the minutes of the special council meeting held March 9, 1942, the
motion was voted upon that the said minutes be approved. The motion was made
by Alderman Dopheide and seconded by Lemke. The motion was voted upon by accla-
mation whereupon the Mayor declared the motion carried and the said minutes
approved.
ADJOURNMENT: The motion was made by Alderman Lemke and seconded by
Friott to adjourn. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried and the Council regularly adjourned.

The Public Bldg. & Grounds Committee acted on the matter in subject
in the belief that the maintainance and upkeep of the entire municipal

sibility of this committee. The work just completed has increased
the efficiency of the fire quarters immeasurably and the bill seems
to us to be reasonable.
