The motion was made by Alderman Pflughaupt and seconded by Kehe to accept this pro-
posal and instruct the Mayor and City Clerk to execute the same for and in the
name of the City of Des Plaines. The motion was voted upon by acclmation whereupon
the Mayor declared the motion carried.
APPROVAL OF MINUTES: Each member of the Council having been supplied
a copy of the minutes of the regular Council meeting held Monday, February 16,
1942 as well as copy of the minutes of the postsponed regular meeting held Tuesday,
February 17, 1942, the motion was made by Alderman Pflughaupt and seconded by Carroll
that the said minutes be approved. The motion vas voted upon by acclamation where-
upon the Mayor declared the motion carried and the said minutes approved.
REVOKE PERMIT TO DRIVE ACROSS DRIVEWAY: The motion was made by Alderman
Loos and seconded by Friott to revoke the temporary permit recently granted the
Westfield Homes Inc. to drive across,the parkway and sidewalk at 1044 Lee St.
The Mayor put the question and the Clerk called the roll with the following
result: Ayes; Aldermen Carroll, Johnson, Loos, Pflughaupt, Kehe, Friott,
Lemke, and Campagna. Nays: none (Alderman Dopheide was absent during this
roll call.) T he Mayor thereupon declared the motion carried and the said
permit revoked.
POSTS IN PARKWAY AT "THE POINT": Alderman Loos called attention to a
row of post consisting of 22" or 3." irpn pipe, spaced along the parkway on Miner
Street in front of "The Point". Mayor Garland referred this matter to the Streets
and Sidewalks Committee for study and report.
SYNCHRONIZING TRAFFIC LIGHTS WITH NEW RILROAD SAFETY GATES: E. N.
Fletcher, City Engineer then reported that no provisions have been made for
synchronizing the stop and gortraffic lights with the new railroad safety gates
at the Pearson Street, Lee Street, and Graceland Avenue crossings of the Chicago
and Northwestern Rilroad tracks. The motion was made by Alderman Johnson and
Seconded by Campagna to instruct the Clerk to write Mr. Noble, signal engineer
of the Chicago and Northwestern Railroad, requesting that the Chicago and
Northwestern Railroad Co. provide and install such facilities as may be re-
quired to provide such synchronized action. The motion was voted upon by acc-
clamation whereupon the Mayor declared the motion carried.
ADJOURNMENT: The motion was made by Alderman Lemke and seconded by
Friott to adjourn. The motion was voted upon by acclmetion whereupon the Mayor
declared the motion carried and the council regularly adjourned.

CALL TO ORDER: The meeting was called to order by Mayor Charles H.
Garland, presiding, with Aldermen Carroll, Pflughaupt, Loos, Kehe, Friott, Lemke,
and Schwanbeck responding to the roll call. (Aldermen Johnson and Campagna were
absent during the entire meeting). Alderman Dopheide arrived later during the
meeting. The clerk reported seven,Aldermen present.
READING OF THE CALL FOR THE SPECIAL MEETING: The Clerk then read. the
following call for this special meeting as well as the Waiver of Notice signed
by the Mayor and all of the Aldermen:

You are hereby notified that upon order of Mayor Garland H. Garland,
there will be a special meeting of the City Council of the City of

Chambers for the purpose of passing the 1942 TAX LEVY ORDINANCE and
authorizing the issuance of 1942 TAX WARRANTS.

PROVIDING FOR THE LEVYING OF AN ASSESSMENT OF
TAXES FOR THE FISCAL YEAR OF THE CITY OF DES
PL INES, COOK COUNTY, ILLINOIS, COMMENCING
JANUARY 1, 1942 and ENING DECEMBER 31, 1942.
The motion was made by Alderman Carroll and seconded by Alderman Friott
to pass the said proposed ordinance as read. The Mayor put the question
and the Clerk called the roll with the following result: Ayes; Aldermen
Carroll, Pflughaupt, Loos, Kehe, Friott, Lemke, and Schwanbeck. Nays;
None. The Mayor thereupon declared the motion carried and the said
ordinance finally passed.
PASS ORDINANCE AUTHORIZING 1942 TAX WARRANTS: The Clerk then
read for first reading a proposed ordinance entitled:
ORDINANCE providing for the issuance of
1942 Tax Anticipation Warrants of the
City of Des Plaines, in Cook County, Ill.
The motion was made by Alderman Carroll and seconded by Alderman Lemke that
the rules be suspended and that the said proposed ordinance be put upon its
final passage. The Mayor put the question on the motion to suspend the rules
and the Clerk called the roll with the following result: Ayes; Aldermen
Carroll, Pflughaupt, Loos, Dopheide, Kehe, Friott, Lemke and Schwanbeck.
Nays; None. The Mayor thereupon declared the motion carried, and the rules
suspended, and the said proposed ordinance before the council for final
disposition.
The motion was then made by Alderman Dopheide and seconded by
Alderman! Pflughaupt to finally pass and adopt the said proposed ordinance.
The Mayor put the question and the Clerk called the roll with the following
result: Ayes; Aldermen Carroll, Pflughaupt, Loos, Dopheide, Kehe, Friott,
Lemke, and Schwanbeck. Nays; None. The Mayor thereupon declared the motion
carried and the said ordinance finally adopted.
SEEK STATE LEGISLATION FOR FINANCING LOCAL CIVILIAN DEFENSE EFFORT:
The Mayor then read the following letter:

To All Mayors:
The League has asked Governor Dwight H. Green to include in his

next special session call an item enabling the General Assembly to consider
legislative proposals for taking care of the financial needs of munici-
palities for civilain defense purposes.
The two proposals recommended by the League are, first, that municipali-
ties be granted authority, at their own option; to use one-third of their
Motor Fuel Tax allotments for civilian defense purposes, and second,
that the State set up a State municipal distribution fund for civilian
defense purposes, to be paid over to municipalities monthly for their
use pursuant to general legislative principles laid down by the legis-
lature, but in accordance with the administrative discretion of the
local municipal authorities within'those principles.
Governor Green has indicated both the possiblity of a second special
session immediately or shortly after the April primaries and his
willingness to give favorable consideration'to these proposals.
It is now highly important that all mayors act promptly on both of
the following suggestions:
1. Get your Senator and Representatives committed to
both of these proposals for the financial relief of
municipalities, and get them to write to the Goveaor,
urging him to include in his next special session
call the following item:
"Legislation to provide for the financial needs of
cities, villages and incorporated towns for civilian
defense purposes, either through State grants-in-aid
or transfer of existing State allotments to munici-
palities, or both".
2.^ Each mayor should immediately write or wire the
Governor, urging him to include this item in his next
special session call.
The Governor must have ample evidence that the munici-
palities really want this relief so that he will have=
a sound basis on which he can go to bat for them. The
Governor's desk must be flooded with these regiests.
If we all function together on this proposal, it
cannot be denied to municipalities.

The following resolution was then introduced by Alderman'Dopheide:
RESOLUTION
WHEREAS: Even in peacetime the revenues derived by Municipalities are
hardly adequate to render even the most necessary municipal services,
and
WHEREAS: The present war has loaded upon municipalties many un-
expected financial burdens, and
WHEREAS: Local Civilian Defense efforts are not only desirable but
necessary to insure health and safety, and
WHEREAS: In order to provide funds for local civilian defense in
municipalities, it will be necessary for the Legislature of the
State of Illinois to enanct special legislation,
THEREFORE BE IT RESOLVED by the Mayor and City Council of the City of
Des Plaines that the Honorable Dwight H. Green, Governor of the 'Sate
of Illinois be and he is hereby urgently requested to do all in his
power to enanct such special legislation without delay; and

BE IT FURTHER RESOLVED that the City Clerk be and he is hereby
directed to send a certified copy of this resolution to the
Honorable Dwight H. Green, Governor of the State of Illinois.
The motion was made by Alderman Dopheide and seconded by Lemke to adopt this
proposed resolution. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried and the said resolution adopted.
