HELD IN THE COUNCIL CHAMBERS ON MONDAY,
FEBRUARY 16. 1942 at 8:00 P.M.
The meeting was called to order by Mayor Charles H. Garland.
However, since no other members of the Council were present the Mayor
quoted Section., 10 of the Municipal Code of 1928 as follows:
"Section 10. Meetings. The regular meeting of the City
Council shall be held on the first and third`Mondays of
month, at the hour of_8 o'clock P. M. at the Council room in
the_City Hall or at such time an& place within the limits
of the City as the Mayor and Council may from time to time
direct. Provided however, if any of the Mondays aforesaid
shall be a public holiday, or if at a regular meeting there
shall be no quorum present at the hour appointed, then the
City Council shall meet at the same hour on the next day not
a legal holiday."

To Kenneth G. Meyer, City Attorney, at the meeting of the City
Council, held February 2, 1942 the following matter was referred

You were instructed to prepare an ordinance making Center Street a
one-way street for south -bound traffic only, between Ellinwood St.
and Prairie Avenue.
I believe that this ordinance should be in the nature of an amend-

VOTE OF APPRECIATION TO MRS. PEARL SCHAEFER: Alderman Pflughaupt
chairman of the Finance Committee then called the Council's attention to
the fact that Mrs. Pearl Schaefer, nee Koelling, who for nine years has
faithfully served the City as Deputy City Clerk has seen fit to leave the
employ of the City. The motion was made by Alderman Pflughaupt and seconded
by Lemke that the Clerk be directed toirite Mrs. Schaefer expressing the
Council's appreciation for the long and faithful service rendered the City
of Des Plaines. The motion was voted upon by acclamation whereupon the
Mayor declared the motion unanimously carried.
ASK REMOVAL OF NORTHWEST, HIGHWAY UNDERPASS UNDER S00 LINE TRACKS:
The motion was made by Alderman Johnson and seconded by Kehe to instruct
the Clerk to write the State Highway Department inquiring as to when we
may expect the removal of the curved underpass on Northwest Highway
under the Soo Line R. R. Tracks near the plant of Lord & Burnham. The
motion was voted upon by acclamation whereupon the Mayor declared the
motion carried.
EXTEND THANKS TO LOCAL bEFENSE COUNCIL: The motion was then made
by Alderman Campagna and seconded by Pflughaupt to instruct the Clerk, to
write the Local Defense Council expressing the City Council's appreciation
of the splendid work being done by the said Defense Council and offering the
City's facilities wherever needed for local defense.' The motion was voted
upon by acclamation whereupon the Nayor declared the motion carried.
PROTEST PARKING ON PARKWAYS: Alderman Pflughaupt then protested
that there is much parking of automobiles on pa.rkwaysrand asked that the
City ordinance prohibiting parking upon parkways be enforced. Mayor Garland
referred this matter to the Chief of Police for attention.
ASKS THAT PARKING IN ALLEY BE STOPPED: Upon the request of Alder-
man Carroll the Mayor referred to the Police and License Committee the
matter of preventing parking of automobibs,in the alley lying between
Miner Street and Park Place west of.Lee Street.

the following result: Ayes; Aldermen Carroll, Johnson, Pflughaupt, Dopheide, Kehe,
Lemke, Schwanbeck and Campagna. Nays; None. The Mayor thereupon declared the
motion carried and the said resolution adopted.
APPROVAL OF MINUTES: Each member of the Council having been supplied a
copy of the minutes of the regular Council meeting held Monday, February 2, 1942,
the motion was made by )alderman Dopheide, and -seconded by Lemke -that the said
minutes be approved. The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried and the said minutes approved.
ADJOURNMENT: The motion was made by Alderman Carroll and seconded by
Lemke to adjourn. The motion was voted upon by acclamation whereupon the Mayor de-
clared the motion carried and the Council regularly adjourned.
