The suggestion that the City provide itself with NON- OWNERSHIP
Public Liability Insurance to cover such claims as may arise
against the City as the result of accidents involving the privately
owned vehicles of volunteer firmen while such firemen are on duty
in the service of the City.

on his Automobile in his own name including the City of Des Plaines
and the Chairman of the Fire Committee will report back in one month
on the status of such policies.

WANTS SIGN INSPECTION FEES ENFORCED: The Clerk thenread the following
February 2, 1942
Gentlemen:
Again calling -your attention to the don compliance by business men of
sign ordinance. The City of Des Plaines is carrying the insurance
on these signs, and are not collecting the fee's for inspection,
out of this fee the insurance is paid. Some of the merchants have
not paid their sign inspection fees for three years, and the City
is still paying for the insurance and not being r epid.
Therefore ask that the City take some definite means of collecting these
fees.
Also out of these fees the building and Electrical Inspector receive
their compensation for the inspection, if the fees are not paid the
inspectors get nothing for making the inspections, required of them
by ordinance.

I do not believe that it is fair, to/the City pay the insurance
and not be reinbursed, nor do I think its is fair to ask the
inspectors to follow the ordinance and make the inspections,
without compensation.
This is my final plea to the Council regarding inspection &
collection of sign fees.

covering the improvement of Mount Prospect Road betweed Golf Road
and Central Road, lying partailly within the limits of the City of
Des Plaines. A set of plans for this improvement is being transmitted
to you under separate cover.
I respectfully direct your attention to that portion of the plans dealing
with the proposed improvement between Golf Road and the Northwest
Highway, the principal feature of which is the proposed construction
of a crushed stone base course for future bituminous surfacing through-
out, together with the treatment of the grade crossing at the north-
western Railway.
Will you please examine these plans and advise me whether they are
satisfactory to your Honorable Body. If satisfactory, I respectfully
request that the accompnaying resolution be adopted and approved by
the City Council of Des Plaines, one properly executed copy to be
returned to the County Superintendent of Highways.

that the County of Cook be, and is hereby, authorized and empowered
to proceed with the work of construction in accordance with said

relieved and discharged of any and all liability for any and all
damages to property and, for any and all damage done to or
usustained by the pavement within the City by reason of the detour-

motion was voted upon by acclamation whereupon the Mayor declared the motion

It has been my privilege during the seventeen months ending
January 1, 1942 to furnish to the City of Des Plaines for use in
the cars and trucks of the various departments an aggregate of twenty
thousand gallons of high test gasoline at a saving of over Eight
Hundred Dollars to the tax payers of the City of Des Plaines.
In the present period of attempted economy in our City Government
it seems advisable to purchase gasoline for these same vehicles at
a similar saving to the City.
I am offering this opportunity of a continued saving to my fellow
tax payers and ask your considerate consideration of this
opportunity.

Dear Sir:
Don't you think it is time to make an inspection of the sanitation
of public washrooms in Des Plaines?
Last week I -.was in a ladies washroom in the building at 706 Center St.
and it was filthy. Although, I found upon inquiry, that this wash-
room is used by employees of Wallgreens, Jewelry Store, Dry Goods Store,
and all occupants and patrons of professional people on the second
floor, and there is no soap, water or towels. The floor apparently
had not been scrubbed for at least a month. The toilet seats
are filthy and the toilets do not flush properly.
Won't you please look into this matter, for the sake of public health?

orally -submitted the request of the Des Plaines Unit of the Red Cross,

then requested that the matter improving the zoning of "Homerican Villas" and of
"Des Plaines Villas a re-sbudivision of Homerican Villas " be referred to the
Zoning Board of Appeals for hearing and recommendation. Mayor Garland thereupon
referred this matter to the Zoning Board of Appeals for study and recommendation.
WANTS PARKING ON PARKWAYS ABATED: Alderman Pflughaupt then called the
Council's attention to the prevalence of illegal parking of automobiles on park-
ways, and urged that the press and the Police Department cooperate to improve this
situation. Mayor Garland referred this matter to the City Marsahl.
DISCUSS SWEDISH-AMLERICAN NATIONAL BANK JUDGMENT: Kenneth G. Meyer,
City Attonrey, then informed the Council that the Swedish -American Nthtonal
Bank is seeking to collect on its judgment amounting to $9,959.95 which it
holds against the City. Mayor Garland referred this matter to the Finance
Committee.
COMPLAINS OF DOGS IN FOOD MARKETS: The motion was made by Alderman
Lemke and seconded by Carroll to instruct the Clerk to provide signs reading
"No dogs or cats allowed" and to supply them to all food markets together
with their business license. The motion vas voted upon by acclamation where-
upon the Mayor declared the motion carried.
COMPLAINS OF ANIMAL NUISANCE ON STREETS: Upon the request of Alderman
Lemke the matter of domestic animals running at large upon the streets of our
city was referred to the City Marshal by the Mayor.

MINUTES OF THE REGULAR COUNCIL MEETING
HELD IN THE COUNCIL CHAMBERS ON MONDAY,
FEBRUARY 16. 1942 at 8:00 P.M.
The meeting was called to order by Mayor Charles H. Garland.
However, since no other members of the Council were present the Mayor
quoted Section.10 of the Municipal Code of 1928 as follows:
"Section 10. Meetings. The regular meeting of the City
Council shall be held on the first and third'Mondays of
month, at the hour of 8 o'clock P. M. at the Council room in
the_City Hall or at such time and place within the limits
of the City as the Mayor and Council may from time to time
direct. Provided however, if any of the Mondays aforesaid
shall be a public holiday, or if at a regular meeting there
shall be no quorum present at the hour appointed, then the
City Council shnll meet at the same hour on the next day not
a legal holiday."
and stated the meeting will be held Tuesday, February 17, 1942.

MEETING HELD IN THE COUNCIL CHAMBERS- ON
TUESDAY. FEBRUARY 17. 1942 at 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Charles H.
Garland, presiding, with Aldermen Carroll, Johnson, Pflughaupt, Lemke, Schwanbeck,
and Campagna responding to the roll call. Aldermen Dopheide and Kehe arrived
shortly after this roll call while Alderman Loos and Friott ware absent during
the entire meeting., The Clerk reported eight aldermen present.
REPORTS OF OFFICERS: The Clerk then submitted the following reports:
1. The report for January 1942 of Harold J. Abe, City Treasurer
2.,The Annual Report for 1941 of Edgar J. Friedrich, City Clerk
The Mayor ordered the said reports placed on file.
