01/26/1942606 APPROVAL OF MINUTES: Each member of the Council having been supplied a copy of the minutes of the regular council meeting held Monday, January 5, 1942, as well as a copy of the minutes of the adjourned regular Council meeting held Monday, January 12, 1942, the motion was made by Alderman Dopheide and seconded by Loos to approve the said minutes as presented. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the said minutes approved. ADJOINT: The motion was made by Alderman Dopheide and seconded by Lemke that the Council adjourn to 8:00 P.M. Monday, January 26, 1942. FRIEDRICH, City Clerk MINUTES OF THE ADJOURNED REGULAR COUNCIL MEETING HELD IN THE COUNCIL CHAMBERS ON JANUARY 26. 1942 -at 8:00 P.M. CALL TO ORDER: The meeting was called to order by Mayor Charles H. Garland, presiding, with Aldermen Carroll, Johnsoni Loos, Pflughaupt, Kehe, Lemke, Schwanbeck and Campagna responding to the roll call. (Aldermen Dopheide and -Friott were absent during the entire meeting.) The Clerk re- ported eight (8) aldermen present. Mayor Garland then stated that this meeting is an adjourned regular meeting held primarily for the purpose of finally passing the 1942 Appropriation Ordinance. PASS 1942 APPROPRIATION ORDINANCE; The Clerk then read for final reading the proposed 1942 Appropriation Ordinance entitled: AN ORDINANCE MAKING APPROPRIATIONS TO DEFRAY THE EXPENSE OF THE CITY OF DES PLAINES FOR MUNICIPAL PURPOSES DESIGNATED THE "ANNUAL APPROPRIATION BILL" FOR THE FISCAL YEAR COMMENCING JANUARY 1, 1942 AND ENDING DECEMBER 31, 1942. The motion was made by Alderman Johnson and seconded by-Pflughaupt to change item number (C-34) "Expense of City Marshall $50.00" to read "Expense of City Marshall - $200.00/". The motion was voted upon by acclamation where- upon the Mayor declared the motion carried. The motion was then made by Alderman Johnson and seconded by Pflughaupt to change item number (C-57) "Court costs and Reporters Fees $50.00" to read "Court Costs and Reporters Fees $200.00." The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. The motion was then made byAlderman Carroll and seconded by Loos to change item number (G-1) "Salary of Superintendent" (Garbage Dept.) 41,860.00" to read "Salary of Superintendent ) (Garbage Dept.) $1,980.00". The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. The motion was then made by Alderman Lemke and seconded by Carroll to change itau number (11-1) "Salary of Superintendent of Water Supply $1,920.00" to read "Salary of Superintendent of Water Supply $1,1980.00". The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. The motion was made by Alderman Kehe and seconded by Pflughaupt to change item number (B-1) "Salary of Director and Members and Miscellaneous Expenses, (Band) $700.00"to read "Salaries of Director and Members and Miscellaneous Expenses, (Band) $500.00". The motion was voted upon by accla- mation whereupon the Mayor declared the motion carried. The motion was made by Alderman Loos and seconded by Campagna to change items (F-1) "Salary of Fire Captain $1,980.00" and (F-2) "Salary of Fire Dept. Lieutenant $1,920.00 to read as follows: "(F-1) Salary of Fire Captain $2,040.00 (F-2) Salary of Fire Dept. Lieut. 1,980.00" The Mayon put the question and the Clerk called the roll with the following result: 1 Ayes: Aldermen Loos and Campagna. Nays; Aldermen Carroll, Johnson, Pflughaupt, Kehe, Lemke and Schwanbeck. The Mayor thereupon declared the motion lost. The motion was then made by Alderman Carroll and seconded by Johnson to finally pass and adopt this proposed 1942 Appropriation Ordinance as revised. The Mayor put the question and the Clerk called the roll with the following result: Ayes; Aldermen Carroll, Johnson, Loos, Pflughaupt, Kehe, Lemke, Schwanbeck and Campagna. Nys; None. The Mayor thereupon de- clared the motion carried and the said ordinance passed. Mayor Garland thenapproved the said ordinance by affixing his signature, attested by Edgar J. Friedrich, City Clerk. The motion was then made by Alderman Loos and seconded by Schwanbeck to direct the Clerk to cause this 1942 Appropriation Ordinance to be published in the Des Plaines Suburban Times. The motion was voted upon by acclamation whereupon the Mayor Declared the motion carried. POLICE DEPARTMENT TO HAVE TWO SERGEANTS: The Clerk then read the following proposed ordinance for first reading: AN ORDINANCE AMENDING SECTION 3 OF AN ORDINANCE ENTITLED " AN ORDINANCE CESTABLISHING THE DEPARTMENT OF POLICE FOR THE CITY OF DES PLAINES" PASSED JANUARY 4, 1937, AS AMENDED BE IT ORDAINED by the City Council of the City of Des Plaines, Cook County, Illinois: SECTION 1. That Section 3 of an ordinance entitled "An Ordinance Amedning an Ordinance entitled "An Ordinance Establishing the Department of Police for the City of Des Plaines,"iPassed January 4, 1937" be and is hereby amended to read as follows: 1 SECTION 3. The Department of Police shall be composed of the following officers, towit: one (1) City Marshal, one (1) Captain, one (1) Lieutenant, two (2) Sergeants, and eight (8) patrolmen. SECTION 2. This ordinance shall be in full -force and effect from and after its passage and approval, according to law._ • PASSED this day of January, A.D. 1942 City Clerk APPROVED this day of January, A. D. 1942 Mayor The motion was made by Alderman Johnson and seconded by Lemke to suspend the rules and place this proposed ordinance upon its final passage. The Mayor put the question on the motion to suspend the rules and the Clerk called the roll with the following result: Ayes; Aldermen Carroll, Johnson, Loos, Pflughaupt, Kehe, Lemke, Schwanbeck and Campagna. Nays; None. The Mayor thereupon declared the motion carried and the said proposed ordinance before the Council for final disposition. The motion was then made by Alderman Johnson and seconded by Lemke to finally pass and adopt this proposed ordinance. The Mayor put the question and the, Clerk called the roll with the following result: Ayes; Aldermen Carroll, Johnson, Loos, Pflughaupt, Kehe, Lemke, Schwanbeck and Campagna. Nays.; None. The Mayor thereupon declared the motion carried and the said, ordinance passed. Mayor Garland then approved this ordinance by affixing his sig- nature, attested by Edgar J. Friedrich, City Clerk. 607 608 The lotion was then made by Alderman Johnson and seconded by Lemke to instruct the Clerk to write the Board of Fire and Police Commissioners requesting the said board to fill the second sergeancy in the Police Department by,appoint- ment according to law. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. DAYLIGHT SAVING TIME: The Clerk then read for first reading a pro- posed ordinance entitled: - AN ORDINANCE ESTABLISHING "DAYLIGHT SAVING TIME" AS THE OFFICIAL TIME WITHIN THE CITY OF DES PLAINES The Mayor ordered this proposed ordinance filed for second reading. SET -BACK LINES FOR CUMBERLAND: The Clerk then read for first reading a proposed ordinance entitled: AN ORDINANCE CREATING SET -BACK LINES WITHIN THAT PORTION OF DESPLAINES KNOWN AS "CUMBERLAND" The Mayor ordered the said proposed ordinance filed for second reading. ZONING (OR RE -ZONING) CUMBERLAND: The Clerk then read the following report: COMMITTEE REPORT To the Chairman Kehe - Subdivisions, Building & Mune. Development, at the meeting of the City Council, held January 19, 1942 the following matter was referred to your committee: The matter of zoning (or re -zoning) H. M. Cornell's:Cumberland was referred to your committee for study and recommendation. Attached hereto you will find two copies each of thefollowing documents: 1. The Zoning Board's formal recommendation pertaining to the above matter. 2. The recommended ordinance. 3 A letter from the Cumberland Maintenance Corp., Louis F. Stuebe, Sec'Y.,.citing a number of objections to the proposed ordinance as recommended. (Signed) E.J.Friedrich, City Clerk To the Mayor and City Council: Your Committee has investigated the above and has found: A meeting was held by the Municipal Development Committee of the City Council to discuss further with the residents of the section of Des Plaines known as Cumberland, the recommendation made by the Zoning Board of Appeals to the City Council concerning the classification to be given lots and blocks within Cumberland. After a very thorough and lengthy discussion, the Municipal Development Committee recommends that the recommendation submitted by the Zoning Board of Appeals be referred back to it for further consideration and with the suggestion that the following chaBges be made, to -wit: That the following lots and blocks which the Zoning Board recommended by classified as commercial, should be classified as Residential District "4" : Lots 17 to 23, both inclusive, in Block 9. Lots 16 to 19, both, inclusive, in Block 10. A11 of Blocks 15, 16, 17, 18, 19, 20, 21 and 22 and Lot 7 in Block 14. TheEsult of this recommended change, if accepted by the Zoning Board of Appeals, would make all of Cumberland Residence District "A" (single family dwellings) except Lot 6 in Block 14 would be • 1 (Report' cont'd) Residential District Area District "B" (there being an apartment building at present on this site) and leave Blocks 12 and 13 as commercial. With respect to the discussion had by the Committee on the recommended set -back lines to be established in Cumber1And, the Committee recommends the establishment of set -back lines as specified in the accompanying ordinance.
