THE COUNCIL
RE -CONVENES: At 10:00 P. M. the Mayor re -convened the Council
with Aldermen Carroll, Loos, Pflughaupt, Dopheide, Kehe, Friott, Lemke, Schwanbeck,
and Campagna responding to the roll calla
REQUESTS REPORT REGARDING BUS SERVICE SOUTH OF OAKTON STREET: Alderman Loos
then requested that a report be tendered the Council inxesponse to the petition of
residents south of,Oakton Street requesting that bus service be provided for the area
lying south of Oakton Street. The Clerk agreed to report the progress of this matter
at the, next meetingcf the Couneil.
LIABILITY WHEN USING PRIVATE SCALES: Alderman Loos reported that the City
Police use the scales of the Lagerhausen Lumber and Coal Co. for weighing loads to
determine overloads, in connection with traffic ordinance enforcements, and inquired
into the City's liability in case the scale should be damaged by an act of the
police. Mayor Garland referred this matter to the Police and License Committee forstudy
and report.
APPOINXMENT TO BOARD OF HEALTH: Mayor, Garland then announced the following
appointment:
MRS. THEODORE SCHREYER, 292 Nolf Road
as a member of the Board of Health for
a term of four (4) years ending
April 30, 1945.
The motion was made by Alderman Dopheide and seconded by Loos to confirm the said ap-
pointment. The motion was voted upon by acclamation whereupon the Mayor declared the
motion carried and the saidappointment confirmed.
GASOLINE PURCHASES: The .motion was made by Alderman Dopheide and seconded
by Carroll that inasmuch as, theCity has no contract in force covering the purchase
of gasoline, the City Clerk be authorized and directed to designate the vendor from
whom gasoline is to be purchase. The Mayor put the question and the Clerk called
the roll with the following result: Ayes; Aldermen Carroll, Plfughaupt, Dopheide,
Kehe, Schwanbeck and Campagna. Nays; Aldermen Loos, Friott, and Lemke. The Mayor
thereupon declared the motion carried.
COUNCIL MEMBERS TO SERVE ON LOCAL DEFENSE COMMISSION: Mayor Garlandthen
announced that all the Aldermen of the Council have been appointed as members of the
Local Council of Defense.
APPROVAL OF MINUTES: Each member of the Council having been supplied a copy
of the minutes of the regular Council meeting held Monday, December 1, 1941, the
motion was made by Alderman Dopheide and seconded by Lemke that the said minutes be
approved. The motion was voted upon by acclamation whereupon the Mayor declared the
motion carried and the said minutes approved.
ADJOURNMENT: The motion was made by Alderman Dopheide and seconded by Lemke
that the Council adjourn. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried and the Council regularly adjourned.

MINUTES OF THE REGULAR COUNCIL MEETING
HELD IN THE COUNCIL CHAMBERS ON MONDAY,
JANUARY 5, 1942 at 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Charles H.
Garland, presiding with Aldermen Carroll, Johnson, Loos, Pflughaupt, Dopheide,
Kehe, Lemke, Schwanbeck and Campagna responding to the roll call. (Alderman
Friott was absent due to illness). The Clerk reported nine (9) aldermen present.
REPORTS OF OFFICERS: The Clerk then read the following reports:
1. The report of Edgar J. Friedrich, City Clerk for the month of
December, 1941.
2. The reports of Harold J. Ahbe, City Treasurer, for the last quarter of 1941
and for December, 1941.
3. The reports of Frank F. Scharringhausen, Building Inspector for
December, 1941 and for the entire year of 1941.
4. The 1941 report of Arthur Rieck, Electrical Inspector.

5. The Circulation Report of the Des Plaines Public Library,
covering the period of January 1, 1941 to December 31, 1941.
Mayor Garland ordered the said reports placed on file.
MAYOR READS'ANNUAL REPORT: Mayor Garland then -read his annual report
in which he reviewed the City's experiences and accomplishments during 1941 and
then made a number of recommendations pertaining to the City's operation for 1942.
The report was ordered placed on file.
OTHER ANNUAL REPORTS: The Clerk then read the annual report of Adolph
M. Esser, Superintendent of Streets as well as the report of R. W. Fischer,
Superintendent of Water Mains and Distribution.
Because of its lenghth the report of E. N. Fletcher, City Engineer;
the report was not read in its entirety but was ordered placed on file by the
Mayor.
AUTHORIZE FIRE STATION ATTENDANT: 'The motion was made by Alderman
Loos and seconded by Johnson to authorize an arrangement by which in addition to
the regular fireman on duty, a fire station attendant be employed each night at
a rate of pay of fifty cents (50¢) per hour. The Mayor put the question and the
Clerk called the roll with the following result: Ayes; Aldermen Carroll,
Johnson, Loos, Pflughaupt, Dopheide, Kehe, Lemke, Schwanbeck, and Campagna.
Nays; None. The Mayor thereupon declared the motion carried.
ORDER DEPUTIZING OF FIREMEN: The motion was made by Alderman Loos
and seconded by Lemke to authorize and direct the Mayor to deputize the two
regular paid firemen so as to vest them with police power while on duty. The
motion was voted upon by acclamation whereupon the Mayor declared the motion
carried.
"Twelfth Night" Fete: Alderman Dopheide, Chairman of the Public
Relations Committee then reported that all arrangements have been completed
for the "Twelfth Night" fete to be held at Rand Park at 8:00 P. M., Tuesday,
JanuarT 6, 1942, and that everyone is cordially invited.
APPROVAL OF BILLS: The Finance Committee through its chairman,

JUDGMENT - SWEDISH AMERICAN NATIONAL BANK VS. CITY - SA #97: The Clerk
then read the following letter:

Dear Sir:
Please be advised that judgment was entered against the City of
Des Plaines on December 19, 1941, in the case of the Swedish
American National Bank - vs- City of Des Plaines Circuit Court
of Cook County,. Illinois,. Case No. 36 C 11712.
The judgment was for .11,559.95 and two of the surety companys
involved paid the City $1,600 as their amount on the judgment
so that the balance of the judgment remains unpaid as "9,959.95.
The above case was an accounting suit filed by the Swedish American
National Bank as the owner and holder of special assessment
bonds issued in Warrant No. 97 and the amount of the judgment
represents the City's liability casued by the diversion of funds
by former City Treasurers.
When all the bonds issued against l"arrant No. 97 are paid, all
future collections of special assessments on Warrant No. 97
will be turned over to the general corporate fund to reimburse
the City to the extent of the judgment.
In due course, I will request the City Council to authorize
the Mayor and City Clerk to execute certain evidences of
indebtedness in the aggregate of $1,780.12 payable from
future collections in certain installments of special
assessment No. 97. This has to be done because the City claimed
a set off against the Bank for said amount because of overpayments
made to the Bank on certain bonds and coupons.

having the resolution adopted at the first meeting of our City
Council, on order that Chief Becker may have. adequate help to
safeguard the Water Works, so vital to our City.
We solicit your cooperation in presenting this resolution to
our City CAuncil so that its adoption may be made without any
undue delay.

RESOLUTION ADOPTED BY AUXILIARY POLICE UNIT
(CIVILIAN DEFENSE COMMITTEE), DESPLAINES,
ILLINOIS, MEETING OF DECEMBER 23, 1941.
WHEREAS, the emergency has been met, by Volunteers selected by
the Divilian Defense Auxiliary Police Committee, and
WHEREAS, the emergency was met at a time when all available
regular police protection was.neceasary, in other parts of
the City, and

WHEREAS, the Gard Duty at the Water Works will necessarily have to be
maintained for the duration of the war, it is recommended that the
City Council appreciate than an emergency no longer exists and it
becomes a regular Guard assignment, and
THEREFORE, the Civilian Defense Auxiliary Police Committee unanimously
agrees that, for proper protection, two men trained by the Chief of
police, are going to be required for adequate protection of the water
works for the duration of the war.
Mayor Garland' referred this proposed resolution to the Water Committee for study
and recommendation.
The motion was then made by'Alderman Lemke and seconded by Loos that
the Water Department employ two watchmen at a rate of pay of $110.00 per month
each, oneto serve each night at the Water Works, the other to serveatthe
Water Tower east of the Des Plaines River, that the salaries of the said watch-
men be paid by the Water Department with theprovision that the Water Department
be reimbursed from funds made avilable for Civilian Defense purposes. The Mayor
put the question and the Clerk called the roll with the folllowing result:

RESOLUTION FOR IMPROVEMENT BY MUNICIPALITY

BE IT RESOLVED by the Council of the City of Des Plaines, Illinois,
that the following described street be improved under the Motor
Fuel Tax Law:

Graceland Avenue, Arterial Street 6 from Sta. 25 75 to
Sta. 45 , 96 2021 in length.
BE IT FURTHER RESOLVED,
1. That the proposed improvement consist of Combined Concrete
Gutter with the resurfacing of the old concrete pavement
with bituminous Asphalt Surfacing (Sub Class 1-11) and shall
be designated as Section 7 C. S.
2. That there is hereby appropriated the sum of Thirty-two
Thousand, Four Hundred and One and 74/100 dollars -032,401.74)
for the improvement of said section from the municipality's
allotment of Motor Fuel Tax Funds.
3. That said work shall be done by Contract; and,
BE IT FURTHER RESOLVED, that the Clerk is hereby directed to
transmit two certified copies of this resolution to the Department
of Public Works and Buildings, Division of Highways, through its
District. Engineer's office at Chicago, Illinois.
The motion was made by Alderman Pflughaupt and seconded by Dopheide to adopt
this proposed resolution. The Mayor put the question and the 61erk called the
roll with the following result: Ayes; Aldermen Carroll, Johnson, Pflughaupt,
Loos, Dopheide, Kehe, Lemke, Schwanbeck and Campagna. Nays; None.
The Mayor ordered the said resolution adopted.
1942 APPROPRIATION ORDINANCE - FIRST READING: The Clerk then read
for first reading a 'proposed ordinance entitled:
AN ORDINANCE
MAKING APPROPRIATIONS TO DEFRAY THE EXPENSES OF THE -
CITY OF DES PLAINES FOR MUNIC'IPAL PURPOSES DESIGNATED
THE "ANNUAL APPROPRIATION BILL" FOR THE FISCAL YEAR
COMMENCING JANUARY 1, 1942 and ENING DECEMBER 31, 1942.
Mayor Garland ordered the said proposed ordinance filed for second reading.

ORDINANCE REGULATING "FOOD TRUCKS": The Clerk then read for first read-
ing a proposed ordinance entitled:
AN ORDINANCE
REGULATING THE VEHICLES
CANING FOODSTUFFS
The Mayor ordered the said proposed ordinance filed for second reading.
FIRE AND AUTOMOBILE RATIONING BOARD: Mayor Garland announced that the
Tire Rationing Board fro Des Plaines consists of the following: Harry T. Bennett,
Chairman, George C. Lohse, and Joseph J. Healy. The Mayor further informed the
Council that beginning January 15, 1942 the said Tire Rationing Board will also
function as the local Automobile Rationing Board.
SUGGESTS GtAIRDING AUTOS AND TIRES: Alderman Dopheide representing the
Public RelationsCommittee then suggested that automobile owners be cautioned to
keep their garages locked and to keep a record of the serial numbers of their
tires to reduce thefts.during the present crisis.
ABOLISH OFFICE OF ASSISTANT TREASURER - COLLECTOR: The motion was made
by Alderman Pflughaupt and seconded by Kehe that -the office of Assistant Treasurer
Collector be abolished as of January 31, 1941. The Motion was voted upon by
acclamation whereupon the Mayor declared the motion unanimously carried.
PARKING PROBLEM ON THAACKER STREET BETWEEN THE S00 LINE TRACKS AND
GRACELAND AVENUE: Alderman Dopheide then suggested that there be
"no parking" along the north side of Thacker Street between the Sod Line
Railroad Tracks and Graceland Avenue. Mayor garland referred this question to
the Police and License Committee for study and report.
STREET LIGHTING FOR "CUMBERLAND EAST": Alderman Johnson then stated
that the residents of H. M. Cornell's Cumberland East Subdivision are demanding
some form of street lighting. He stated further that such street lighting equip-
ment would cost $600.00 to $1800.00 and that the subidivder originally made an
informal oral statement that he expected to provide street lighting facilities
for the area in question at his own expense. Mayor Garland referred thi's matter
to the Streets and Sidewalks Committee with instructions to negotiate with
Mr. Cornell in an attempt to induce him to provide the street lihti.ng facilities
in question.
SKATING FACILITIES: Alderman Dopheide asked whether the City is taking
advantage of the existing ideal sub -zero weather to flood public ice skating
ponds. Mayor Garland reported that site's have been selected for flooding and
the actual work of flooding wouldproceed as soon as the City Engineer approves
the sites as practical.

the Walgreen Drug Store wishes to continue to sell alchoholic liquors but does
not wish to separate its liquor sales from its drug store, a 1942 liquor license
