The question of whether or not the fees for structural inspection and
electrical inspection for signs over public sidewalks as given in
Sections 248 to 255 incl. (Page 78 & 79) of the Building Code of 1939
as amended April 1, 1940, should be revised.
This matter was referred to your committee for study and recommendation.
Note: Inasmuch as these fees have been amended
I would suggest that you consult my "Master
Building Code" which has all the amendments
included.

The suggestion that a actuary be employed to make a survey of the Police
Pension Fund and the Firemen's Pension Fund with a view of determing
the following:
1. Whether the said funds are actuarily soundat the present time.
2. If not sound, how much should be added to make them
actuarily sound at the present time?
3. After the funds are sound, how much income is required
annually to keep them in a sound position?
4.. If additional income is required, from what sources could
additional income be derived.

PASS REVISED LIQUOR ORDINANCE: The Clerk then read for second reading
a proposed ordinance entitled:
AN ORDINANCE REGULATING THE SALE OF
ALCOHOLIC LIQUORS IN THE CITY OF
DES PLAINES AND REPEALING ALL OTHER
ORDINANCES HERETOFORE PASSED REGU-
LATING THE SALE OF ALCOHOLIC LIQUORS
The motion was made by Alderman Lemke and seconded by Campagna to finally pass
and adopt the said proposed ordinance.
However the motion was made by Alderman Dopheide and seconded by Friott
to amend the said proposed ordinance so as to make the first sentence of Section 5
of the said proposed ordinance to read "The annual fee for a Class Bp Bulk
Sale Dealer's License shall be Four Hundred Ninety Dollars ($490.00)" instead
of $450.00. The Clerk put the question on the amendment and the roll was called
with the following result: Ayes; Aldermen Carroll, Loos, Pflughaupt, Dopheide,
Kehe, Friott, Lemke, Schwanbeck and Campagna. Nays; None. The Mayor thereupon
declared the amendment carried.
The Mayor then put the question on the main motion as amended. The Clerk
called the roll with the following result: Ayes; Aldermen Carroll , Loos,
Pflughaupt, Dopheide, Kehe, Friott, Lemke, Schwanbeck, and Campagna. Nays; None.
The Mayor thereupon declared the motion carried and the said ordinance passed
as amended.
Mayor Garland thereupon approved the said ordinance by affixing his

The motion was then made by Alderman Schwanbeck and seconded by Loos
to instruct the Clerk to cause this ordinance to be published in the Des Plaines
Surburban Times. The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried.
AUTHORIZE PURCHASE OF RADIO TRANSMITTER FOR NEW SQUAD CAR: Alderman
Lemke representing the Police and LiRN@ Committee in the absence of Alderman
Johnson its chairman, reported that/the radio receiver from the.wrecked squad
car will be installed in the newly purchased squad car, there is no transmitter for
the new car. The motion was therefore made by Alderman Lemke and seconded by
Carroll to authorize the purchase of a radio transmitter for the newly purchased
squad car. The Mayor put the question and the Clerk called the roll with the.follow-
ing result: Ayes; Aldermen Carroll, Loos, Pflughaupt, Dopheide, Kehe, Friott,.
Lemke, Schwanbeck and Campagna. Nays; None. The Mayor thereupon declared the

PROPOSES APPOINTMENT OF EMERGENCY FIREMEN: Alderman Loos suggested the
engagement of such additional emergency firemen as may be deemed necessary duringthe
war emergency to insure adequate manning of the fire department at all times. The
motion was therefore made by Alderman Loos and seconded by Lemke that the City Council
meet as a committee of the whole on Monday, December 22, 1941 at 8:00 P.M. to dis-
cuss this as well as other emergency matters. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
SANITARY DISTRICT REQUESTS C00PERATION IN WAR EMERGENCY: The Clerk then
read the following letter:

Gentlemen:
Your attention is called to the possible serious consequences which may
result to the community if there is any interruption of the essential
services now being rendered by The Sanitary District of Chicago. In the
present war emergency I am, therefore, taking the liberty to ask the
full cooperation of all agencies at your command with the Sanitary District
to prevent any damage to its properties by an subversive acts.

Mayor Garland ordered the Clerk to reply to the said letter assuring the Sanitary
District of Chicago that the City will employ every means at its disposal to pre-
vent damage to the facilities of theSanitary District within the area of the City's

SEEK FINAL SETTLEMENT OF STOKER: Alderman Schwanbeck reported that the
stoker recently installed in the Municipal Building has not been bolted to the floor.
He expressed the opinion that it should be bolted down even though the manufacturers
of the said stoker recommend that it be nt bolted to the floor. Tho motion was made
by Alderman Scheanbeck and seconded by Loos to order the Walter W. eld0ompany to
bolt the stoker to the floor and that final payment for the stoker will not be
made until this order has been complied with. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried.

HEAR PRESIDENTS "BILL OF RIGHTS DAY" ADDRESS: During the recess.the
assembly was privile#ed to hear the radio broadcast of the address of President
Franklin D. Roosevelt Commemorating the 150th anniversary of the "Bill of
Rights", by means of a special radio provided for that purpose.

THE COUNCIL RE -CONVENES: At 10:00 P. M. the Mayor re -convened the Council
with Aldermen Carroll, Loos, Pflughaupt, Dopheide, Kehe, Friott, Lemke, Schwanbeck,
and Campagna responding to the roll calla
REQUESTS REPORT REGARDING BUS SERVICE SOUTH OF OAKTON STREET: Alderman Loos
then requested that a report be tendered the Council inresponse to the petition of
residents south of,Oakton Street requesting that bus service be provided for the area
lying south of Oakton Street. The Clerk agreed to report the progress of this matter
at the next meeting of the Council.
LIABILITY WHEN USING PRIVATE SCALES: Alderman Loos reported that the City
Police use the scales of the Lagerhausen Lumber and Coal Co. for weighing loads to
determine overloads, in connection with traffic ordinance enforcements, and inquired
into the City's liability in case the scale should be damaged by an act of the
police. Mayor Garland referred this matter to the Police and License Committee forstudy
and report.
APPOINTMENT TO BOARD OF HEALTH: Mayor, Garland then announced the following
appointment:

GASOLINE PURCHASES: Tbemotion was made by Alderman Dopheide and seconded
by Carroll that inasmuch as, theCity has no contract in force covering the purchase
of gasoline, the City Clerk be authorized and directed to designate the vendor from
whom gasoline is to be purchase. The Mayor put the question and the Clerk called
the roll with the following result: Ayes; Aldermen Carroll, Plfughaupt, Dopheide,
Kehe, Schwanbeck and Campagna. Nays; Aldermen Loos, Friott, and Lemke. The Mayor
thereupon declared the motion carried.
COUNCIL MEMBERS TO SERVE ON LOCAL DEFENSE COMMISSION: Mayor Garlandthen
announced that all the Aldermen of the Council have been appointed as members of the
Local Council of Defense.

3. The reports of Frank F. Scharringhausen, Building Inspector for
December, 1941 and for the entire year of 1941.
4. The 1941 report of Arthur Rieck, Electrical Inspector.
