MINUTES OF THE REGULAR COUNCIL MEETING
OF THE CITY OF DHS PLAINES HELD IN THE
COUNCIL CHAMBERS ON NOVEMBER 17, 1941.,
at $:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Charles H. Garland
presiding with Aldermen Carroll, Johnson, Pflughaupt, Loos, Dopheide, Kehe, Friott,
Lemke, Schwanbeck and Campagna responding to the roll call. The Clerk reported all
members of the Council present.
ADJUST VEHICLE LICENSE FEES: The Clerk then, read for first reading a pro-
posed ordinance entitled:
AN ORDINANCE AMENDING SECTION 91 ENTITLED
"LICENSE FEES" OF AN ORDINANCE ENTITLED "AN
ORDINANCE REGULATING TRAFFIC UPON THE PUBLIC
STREETS, BOULEVARDS AND ALLEYS WITHIN THE
CITY OF DES PLAINES, COOK COUNTY, ILLINOIS,,
AND REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES OF THE CITY OF DES PLAINES, IN
CONFLICT HEREWITH", as heretofore amended.
The motion was made by Alderman Johnson and seconded by Pflughaupt to suspend the rules
and place this proposed ordinance upon its final passage. The Mayor put the question
on the motion to suspend the rules and the Clerk called the roll with the following
result: Ayes; Aldermen Carroll, Johnson, Pflughaupt, Loos, Dopheide, Kehe, Friott,
Schwanbeck and Campagna. Nays, Alderman Lemke. The Mayor thereupon declared the
motion carried and the said'proposed ordinance before the Council for final dis-
position.
The motion was then made by Alderman Pflughaupt and seconded by Campagna
to finally pass and adopt this proposed ordinance. The Mayor put the question and
the Clerk called the roll with the following result: Ayes; Aldermen Carroll, Johnson,
Pflughaupt, Loos, Dopheide, Kehe, Friott, Schwanbeck and Campgna. Nays; Alderman
Lemke. The Mayor thereupon declared the motion carried and the said ordinande'passed.
The motion was then made by Alderman Loos and second by Johnson to order
the said ordinance published in'the Des Plaines Journal. The motion was voted upon
by acclamation whereupon the Mayor declared the motion carried.
AUTHORIZE RE dUEST TO R.F.C. FOR SPECIAL ASSESSMENT LOAN FOR CUMBERLAND
TERRACE SEWER: The Clerk then read the following proposed resolution.:
RESOLUTION
WHEREAS: The City,Council of the City of Des Plaines did on July 21,
1941 by resolution authorize and direct the City Clerk to file an
application for a loan with the Reconstruction Finance Corporation '
in the sum of $30,000.00 secured by a proposed issue of Sewer Revenue
Bonds for the construction of a separate system of sanitary sewers
in Branigar's Cumberland Terrace, and
WHEREAS: The Reconstruction Finance Corporation on October 17,
1941 authorized the said loan, and
WHEREAS: it now appears that the'said sewer system should be
financed by Special Assessment of the property benefitted thereby,
THEREFORE: be it resolved by the City Council of the City of
Des Plaines that the City Clerk be and he is hereby authorized and'
directed to negotiate with the Reconstruction Finance Corporation for
the purpose of securing a similar loan for the said purpose offer-
ing as security a proposed issue of Special Assessment Bonds in the
sum of approximately $30,000.00 and
BE IT FURTHER RESOLVED: that the City Clerk is hereby authorized
and directed to furnish such information as the Reconstruction Finance
Corporation may reasonably request in connection with the application
which is herein directed to be filed.
The motion was made by Alderman Carroll and seconded by Johnson to adopt this pro-
posed resolution. The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried and the said resolution adopted.
(at this point Aldermen Dopheide and Schwanbeck left the meeting.)
NOTE: At this point (approximately 8:40 P.M.) Mayor
Garland declared a recess during which the
Council convened as the Board of Local Im-
provements to consider the Cumberland Terrace
Sewer project. The Council session re -convened
at 9:10 P.M.
ADVERTISE FOR BIDS ON NEW POLICE SQUAD CAR: The Police and License
Committee through its chairman Alderman Johnson reported that the 1940 Chevrolet
Police Squad Car was badly damaged while being driven to the scene of an accident
on November 8, 1941, and recommended purchasing a new squad car rather than
repairing the damaged car.
The motion was made by Alderman Johnson and seconded by Lemke to order
the Clerk to advertise in the Des Plaines Sububan Times for bids covering a new
police squad car, as per specifications to be submitted by the Police and License
Committee, and to further order the Clerk to charge the said squad car to the
1942 appropriation. The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried.
PASS ORDINANCE LICENSING -BICYCLES: The Clerk then read for second
reading a proposed ordinance entitled:
AN ORDINANCE REPEALING SECTION 83
TO 88 BOTH INCLUSIVE APPEARING IN
ARTICLE VIII OF THE CITY OF DES
PLAINES TRAFFIC ORDINANCE & AMENDING
ARTICLE VIII ENTITLED "BICYCLES OF
THE CITY OF DES PLAINES TRAFFIC CODE
The motion was made by Alderman Lemke and seconded by Johnson to pass this pro-
posed ordinance as read. The Mayor put the question and the Clerk called the
roll with the following result: Ayes; Aldermen Carroll, Johns9nPflughaupt,
Loos, Kehe, Friott, Lemke, and Campagna. Nays; None. The Mayor thereupon
declared the motion carried and the said ordinance passed and adopted.
The motion was then made by Alderman Loos and seconded by Friott to
instruct the Clerk to solicit prices from local printers covering the publishing
of this ordinance in pamphlet form. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
ASK FOR FINAL APPROVAL ON STOKER: The Clerk reported that the newly
installed stoker in the Murlcipal Building has never been finally approved,
and that therefore the check in payment thereof has never been released by the
City Treasurer.
The motion was made by Alderman Campagna and seconded by Kehe to give
the Committee on Public Buildings and Grounds full power to approve the stoker
installation and to order the release of the check when the said installation
meets the said committee's approval. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried .
PROPOSE EMERGENCY CONNECTION TO CHICAGO WATER SYSTEM: The Clerk then
read the following report:
November 17, 1941
To the Mayor and City Council:
Your committee on Water and our City Engineer has had several
meetings with the Mayor and Water Committee of Park Ridge,
also their engineer and the City of Chicago Water Department.
Now that your Committee on Water together with our engineer
have worked out the preliminaries, your Committee recommends that
our City Attorney and our City Engineer, together with the City
of Park Ridge Attorney and Engineer draw up plans and specifications
for a site and the cost of a reservoir meter and pumping equip-
ment to supply the .city of Des Plaines with Lake Michigan water
in case of emergency.
It is further agreed that the City of Des Plaines will have a
pumping charge every day as long as the City will have water in
the reservoir. The price of water is being withheld for the present.
Your Committee has asked for 500,000 gallons of water per 24 hours
in case of emergency only. This does not mean that we need a 500,000
gallon reservoir. A 50,000 gallon reservoir should be large enough.

After all the -figures and facts are presented, the Committee feels that they
will have something more satisfactory to present to this Council.

LIABILITY OF VOLUNTEhR FIREMEN DRIVING TO FIRES: The Clerk then read the
following report:
COMMITTEE REPORT
To the Chairman F. A. Loos - Fire Protection, at the meeting of the
City Council, held September 22, 1941 the following matter was referred
to your committee:
The problem of protecting the City against claims resulting from
accidents involving the privately owned vehicles of Volunteer Firemen while
responding to or returning from fire calls.
This matter was referred to your committee for thorough study and report.

Your Committee on Fire protection has investigated theabove and has found:
That the City is liable for damages they do.
We, your Committee on Fire Protection therefore recommend: that the
committee meet with the Fire Department for deiscussion of the subject,
and to report at the next council meeting.

ADVERTISE FOR BIDS COVERING GASOLINE FOR 1942: The Clerk then read the
following report:
COMMITTEE REPORT
-To the Chairman Lemke - Special Gasoline committee, at the meeting of
the City Council, held November 3, 1941 the following matter was referred
to your committee: consisting of Aldermen Lemke, Friott and Johnson:
The matter of preparing specifications and bidding forms to be used in
connection with advertising for bids for the City's gasoline requirements.

Your Committee on Special Gasoline has investigated the above and has found:
The specifications attached are up to standard with one exception; that the
octane be raised.
We, your Committee on Special Gasoline therefore recommend: that the octane
be raised from 70 octane to not less than 75 cOtane. The committee also
investigated the possibility of one price on gasoline for the year, but
found, that no one would bid on a bid blank of this type. It therefore
is recommended that the bid blank read as attached specifications, and that the
Clerk be ordered to advertise for bids covering the same in the DesPlaines

The motion was made by Alderman Lemke and seconded by Loos to concur in the said
report. The motion was voted upon by acclamation whereupon the Mayor declared
the motion carried and the said report concurred in. -
TO GET RATE ON COLLISION INSURANCE FOR SQUAD Cal Upon the suggestion
of Alderman Campagna, Mayor Garland referred to the Finance'Committee the matter
of investigating the cost of collision insurance for the two police squad cars.
ASKS MORE TRAFFIC SAFETY AT LEE AND THACKER STREETS: -Alderman Kehe
asked that something be done to relieve the traffic hazard at Lee and Thacker Sts.,
especially on Sundays. Mayor Garland referred this matter to the Safety Council
for study and report.
ASKS REFER OF THACKER STREET EAST OF WOLF ROAD : Alderman Kehe then
asked that the short unpaved section of Thacker Street, which lies just east of
Wolf Road be serviced so as to eliminate the hazardous holes now existing. Mayor
Garland ordered the Superintendent of Streets to give this matter immediate atteniton.
AUTHORIZE SUSPENSION OF W.P.A. PROJECT: Upon the suggestion of E.N.
Fletcher, City Engineer, the motion was made by Alderman Kehe and seconded by Campagna
to suspend the general W.P.A. project now in effect, until further action by the
Council. The motion was voted upon by acclamation whereupon the Mayor declared
the motion carried.
CHANGE SIGNS AT OAKWOOD DAIRY: The motion was made by Alderman Loos
and seconded by Pflughaupt to order the Superintendent of Streets to remove the
"No Parking" signs recently placed along the east curb of Center Street inff-ront
of the Oakwood Dairy, and replace them with signs reading "No Parking on Parkway."
The motion was voted upon by acclamation whereupon the Mayor declared the motion
carried.
APPROVAL OF BILLS: The Finance Committee through its chairman,
Alderman Pflughaupt then introduced the following proposed resolution:

The motion was made by Alderman Pflughaupt and seconded by Lemke to adopt this pro-

APPROVAL OF MINUTES: Each member of the Council having been supplied
a copy of the iinutes of the regular council meeting held Monday, November 3,
1941, tile motion was made by Alderman Johnson and seconded by Pflughaupt to approve
the said minutes as submitted. The motion was voted upon bf acclamation whereupon
the Mayor declared the motion carried and the said minutes approved.
ADJOURNMENT: The motion was made by Alderman Lemke and seconded by
Campagna to adjourn. The motion was voted upon'by acclamation whereupon the Mayor
declared the motion carried and the Council regularly adjourned.

DECEMBER 1, 1941 at 8:00 P. M.
CALL T4 ORDER: The meeting was called to order by Mayor Charles H. Garland
presiding with Aldermen Carroll, Pflughaupt, Loos, Dopheide, Kehe, Fr'iott, Lemke,
Campagna. Alderman Johnson appeared shortly after the roll call. Alderman Schwan-
beck was absent during the entire meeting.
ACCEPTANCE OF STOKER: The motion was.made by Alderman Campagna and
seconded by Lemke to accept the stoker, and to recommend payment as soon as the
specifications have been complied with. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried,
