PUBLIC LIABILITY AND PROPERTY DAMAGE INSURANCE ON VEHICLES USED BY
VOLUNTEER FIREMEN: Alderman Dopheide pointed out the fact that since
the Des Plaines Volunteer Firemen are regarded as "agents of the City," the City
would be held liable for any damage resulting from accidents involving these fire-
men enroute toa fire. The motion was therefore made by Alderman Dopheide and
seconded by Kehe to refer the problem of protecting the City by providing adequate
public liability and property damage coverage of vehicles used by the Volunteer
Firemen to the Fire Committee for study and report.. The motion was voted upon
by acclamation whereupon the Mayor declared the motion carried.
CHAU]r'EUR'S LICENSE FOR EMPLOYERS: The motion was made by Alderman
Campagna and seconded by Kehe to require all City employees who in the course of
duty drive City trucks or motor vehicles to possess proper State chauffeur's license.
The motion was voted upon by acclamation whereupon the Mayor declared the motion
carried.
ADJOURNMENT: The motion was made by Alderman Lemke and seconded by

CALL TO ORDER: The meeting was called to order by Mayor Charles H.
Garland presiding with Aldermen Carroll, Johnson, Loos, Pflughaupt, Dopheide,
Kehe, Friott, Lemke, Schwanbeck and Campagna responding to the roll call. The
Clerk reported -all members of the Council present.
REPORTS OF OFFICERS: The Clerk then sumbitted the reports for September

STOKER INSTALLED IN MUMCIPAL BUILDING: Alderman Schwanbeck, Chairman
of the Committee on Public Buildings and Grounds reported that the coal stoker
recently purchased for the Municipal Building has been installed and suggested
that the $100.00 cashiers check held by the City as a completion bond be restored
to the Walter W. Held Co. Alderman Loos however maintained that the stoker has
not been securely bolted to the floor, that the draft regulator has not been
installed and that a change is necessary in the baffle plate, and that therefore
the said check should not be returned until the said details have been taken care
of. Mayor Garland referred this matter to the Committee on Public Buildings and
Grounds.

founds That Mr. John E. Gallup of the C. & N.W.R.R. Co. who attended
our meeting has promised to watch this very carefully - several new
firemen had not fully learned how to stoke engines and he maintains that
he already has the matter under control.
The noise especially resulting from signalling cannot be eliminated.
He will also endeavor to see that this is reduced to a minimum.
We, further suggests that our policemen as ell as others report the
number of the enigne or engines who fail to adhere to the railroads
instructions.

The la bor cost (exclusive of parts, oil, grease and materials) for the
said period was $341.47. Assuming that the rate of cost would be uniform
over the entire year, the yearly cost of labor for maintaining the said
equipment would be $512.21.
This figure includes the labor cost for a 11 repairs made such as tire
repairs, welding, tuning motors, adjusting brakes, charging batteries,
bepairing lights, grinding valves, greasing and all other repairs, but
no materials, oil, or grease.
Recently the Water Department acquired an additional 1940 International
Pickup Truck while the Garbage Department bought an additional G.M.C.
Pickup Truck. This means that two additional trucks will have to be
maintained. Allowing $150.00 per year for these two additional trucks
our total estimated cost per year would reach the sum of $662.21.

In order to properly maintain all of the City's motor equipment it would
be necessary to house all equipment under one roof. The Des Plaines Avenue
Pumping Station is not large enough to accomodate all our equipment, and
providing new quarters and equipping them with adequate shop facilities
such as drill presses, lathes, greasing rack, grinders, buffers, welding
equipment, tools and a stock of parts, would be too costly in comparison
with the present cost of maintenance.
We your committee therefore are convinced that the cost of maintaining
our equipment would not be reduced or improved by engaging a (till time
mechanic and therefore recommend:
That since our examination has shown that the charges for labor made by
our local garages for maintaining the City's motor equipment have been
reasonable, the City continue to have its equipment repaired and main-
tained by our local garages.

At a special meeting of the traffic commission September 22, 1941 it was
unanimously decided that we recommend to the City Council not to install
."Parking Meters" at the present time.

The investigations by the commission indicate that "Parking Meters"
in our restricted parking areas would require two policemen to patrol
and enforce parking regulations.
As a solution to our parking problems in Des Plaines, the Commission
wishes to go on record as encouraging the continued enforcement of
the present parking ordinance.
After further study we will have other suggestions for improvement
of parking conditions for your consideration.

WHEREAS, pursuant to said notice, a public hearing was had on August 18,

body that the osners of the lots in said subdivision hold a meeting to decide what
their attitude is with respect to the question, and
WHEREAS, on August 28, 1941 the Civic Committee conducted a public meeting
and at said public meeting, the majority present voted that the installation of said
sewer system should be on a cash basis, solely, and
AREAS, the undersigned understand that the said Civic Committee is cause
ing a public ballot to be taken at the home of one A. J. Wagner, 277 Wolf Road, to
determine whether the home owners of said Cumberland Terrace desire to have a sewer
system installed on the sewer revenue basis;

and the majority present voted in favor of installing said sewer system on a cash
basis, solely, we feel that the matter has been deteriined, and we therefore take this
means of advising you that we are not desirous of being bound by any action of the

the undersigned hereby express themselves as opposed to the installation of a sewer

as Graceland Avenue, Pearson Street, Lee Street (La Grange Road) Of theChicago and
North Western Railway Company's main tracks within the City of Des Plaines are each
protected by flagmen at said crossings and
WHEREAS, it has been mutually agreed between the City of Des Plaines and the
Chicago and North Western Railway Company that automatic protection will be more
satisfactory than the present manual flag protection,

Cook County, Illinois, that the Chicago and North Western Railway Company be per.
mitted to replace the present protection at Graceland Avenue, Lee Street (La Grange

AGREEMENT COVERING CROSSING IMPROVEMENT: The Clerk then submitted the following

- WHEREAS the Railroad is in the process of improving the crossing protection
of-Graceland Avenue, Lee Street and Pearson Street over the right of way over the
railroad tracks in Des Plaines and
WHEREAS the City is desirous of aiding in the betterment of said crossings
THEREFORE it is agreed between the parties hereto that the City will furnish
at its expense the necessary concrete precast slabs for the roadway of Graceland
Avenue, Lee Street and Pearson Street over the railroads right of way.
IT IS FURTHER AGREED that the City will deliver or cause to be delivered to
the respective crossings, the said slabs as directed by the Railroad

SUGGEST B30 1011 LICENSING ORDINANCE: The motion was made by Alderman Johnson
and seconded by Loos to instruct the City Attorney to prepare an ordinance amending
Article VIII of the Traffic Code entitled "Bicycles" so as to provide for the licensing
of bicycles and to otherwise improve the said oridinance. The motion was voted upon
by acclamation whereupon the Mayor declared the motion carried.
SUGGEST EXTENDING SOCIAL SECURITY TO CITY EMPLOYEES: Alderman Pftughaupt,
Chairman of the Finance Committee then suggested that provisions be made to extend the
social security sous to include city employees and fill time officers. Mayor Garland
referred this matter to the Finance Committee for study and recommendation.
punwsz OF GASOLINE FOR CITY VEHICLES: Alderman Dopheide suggested that the
City again advertise for bids for gasoline for City Vehicles. He further suggested that
Mr. A. Krawetz of the Phoenix Chemical Laboratories, Inc. of Chicago be invited to
attend the next Council meeting (October 20, 1941), and that bids be taken upon
specifications prepared by or suggested by Mr. Krawetz. Mayor Garland thereupon order-
ed the Clerk to invite Mr. Krawetz to the Council meeting to be held October 20, 1941.

The motion 'was made by Alderman Pflughaupt and seconded by Lemke to adopt the said pro.
posed resolution. The Mayor put the question and the Clerk called the call with the
following result: Ayes; Aldermen Carroll, Johnson, Pflughaupt, Loos, Kehe, Friott,
Lemke, Schwanbeck and Campagna. Nays; None. (Alderman Dopheide was absent during
this roll call). The Mayor thereupon declared the motion carried and the said reso-
lution adopted.
ADJOURNMENT: The motion was made by Alderman Lemke and seconded by Pflughaupt
to adjourn. The motion was voted upon by acclamation whereupon the Mayor declared the
motion carried and the Council regularly adjourned.

MINUTES OF THE REGULAR COUNCIL MEETING
' HELD IN THE COUNCIL CHAMBERS ON MONDAY,
OCTOBER 20. 191.1 at 8:00 P.M.

CALL TO ORDER: The aeeting was called to order by Mayor Charles H. Garland,
'presiding with Aldermen Caroli, Johnson, Loos, Pflughaupt, Dopheide, Kehe, Friott,' Lemke,
and Campagna responding to the roll oall.(Alderman Schwanbeck was absent during the
entire meeting). The Clerk reported that nine aldermen were present.
CLERK'S°REPORT FOR FIRST THREE QUARTERS OF 191.1: The Clerk then supplied to
each member of the Council a copy of the financial report prepared by the Clerk cover-
ing the operations of the City for'the first three quarters of 1941. Mayor Garland
ordered a copy of the said report placed on file.
AMERICAN LEGION PRESENTS FLAG: Mr. Kirby, representing the Des Plaines Post
No. 36 of the American Legion then presented to the City a large United States Flag to
be flown from the flag -pole located in the park near the Chicago and Northwestern Rail-
road Station at the north end of Center Street. Mayor Garland accepted the flag
in the name -of the City with appropriate ceremony, and expressing thanks. '
GASOLINE SPECIFICATIONS DISCUSSED: Mayor Garland'then introduced Mr. John
Krawet$ representing the Phoenix Chemical Laboratory of Chicago, who addressed the
council on the subject "Properties of Modern Motor Fuel Gasolines" and then briefly com-
pared the City's gasoline as tested, with specifications.
PROPOSED ORDINANCE PERTAINING TO ANIMALS: Alderman Dopheide, chairman of the
Public Relations Committee reported that only one letter has been received commenting
upon the proposed ordinance to regulate the keeping or breeding of various animals within
the City limits. He reported further that with the aid of the local newspapers further
expressions from residents will be solicited.
