CALL TO ORDER: The meeting was called to order by Mayor Charles
H. Garland,.presiding, with aldermen Johnson,,Carroll, Loos, Dopheide, Kehe, Campagna,
Friott, Lemke and Schwanbeck responding to the roll call. Alderman Pflughaupt
was absent during the entire meeting.
READING OF THE CALL: The Clerk then read the call for the meeting
and waiver of notice as follows:

Gentlemen:
You are hereby notified that upon.order of Mayor Charles H.
Garland, there will be a special meeting of the City
Council of the City of Des Plaines at 7:30 P.M., Monday,
September 22, 1941, in the Council Chambers for the
purpose of.considering the ordinance extending Day—Light
Saving Time and any other matters.that may come before
the Council.

WAIVER OF NOTICE
We, the undersigned members of the City Council of the
City of Des Plaines, do hereby waive notice of.the time,
place, date, and purpose of a special meeting of the
City Council of the City of Des Plaines, to be held on
the 22nd day of September, A.P., 1941 at 7:30 P.M. in
the Council Chambers, and do hereby consent to.the holding
of such meeting and to the transaction of any and all business that
may come before such meeting.

ADVERTISE FOR BIDS ON OLD PUMPS: The motion was made by Alderman
Friott and seconded by Campagna to instruct the Clerk to advertise the two old
Cameron pumps located in the Des Plaines Avenue Pumping Station for sale in
the Des Plaines Journal and to call for sealed bids for the same based upon
specifications to be furnished the Clerk by Alderman Lemke, Chairman of the
Water Committee. The motion was voted upon by acclamation whereupon the Mayor
dechred the motion carried.

PUBLIC LIABILITY AND PROPERTY DAMAGE INSURANCE ON VEHICLES USED BY
VOLUNTEER FIREMEN: Alderman Dopheide pointed out the fact that since
the Des Plaines Volunteer Firemen are regarded as "agents of the City," the City
would be held liable for any damage resulting from accidents involving these fire-
men enroute to a fire. The motion was therefore made by Alderman Dopheide and
seconded by Kehe to refer the problem of protecting the City by providing adequate
public liability and property damage coverage of vehicles used by the Volunteer
Firemen to the Fire Committee for study and report.. The motion was voted upon
by acclamation whereupon theiMayordeclared the motion carried.
CHAUFFEUR'S LICENSE FOR EMPLOYEES: The motion was made by Alderman
Campagna and seconded by Kehe to require all City employees who in the course of
duty drive City trucks or motor vehicles to possess proper State chauffeur's license.
The motion was voted upon by acclamation whereupon the Mayor declared the motion
carried.
ADJOURNMENT: The motion was made by Alderman Lemke and seconded by
Friott to adjourn. The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried and the Council regularly adjourned.

The Mayor ordered the said reports placed on file.
STOKER INSTALLED IN MUNCIPAL BUILDING: Alderman Schwanbeck, Chairman
of the Committee on Public Buildings and Grounds reported that the coal goker
recently purchased for the Municipal Building has been installed and suggested
.that the $100.00 cashiers check held by the City as a completion bond be restored
'to the Walter W. Held Co. Alderman Loos however maintained that the stoker has
not been securely bolted to the floor, that the draft regulator has not been
installed and that a change is necessary in the baffle plate, and that therefore
the said cheek should not be returned until the said details have been taken care
of. Mayor Garland referred this matter to the Committee on Public Buildings and
Grounds.

To the Chairman Lemke - Water Commitee and K.G.Meyer, City Atty. at
the meeting of the City Council, held September 15, 1941, the follow-
ing natter was referred to your committee:
The letter from W. L. Thorne dated September 15, 1941 informing the
City that he is about to remove certain pipe from one of the samll
wells of the City located near the Riverside Pumping Station on
Des Plaines Avenue.
You will find a copy of the said letter typed on the reverse side
hereof.
This letter was referred to the Water Committee and the City. Atty.
