MINUTES OF THE REGULAR COUNCIL MEETING
OF THE CITY OF DES PLAINES, ILLINOIS
HELD IN THE COUNCIL CHAMBERS, MONDAY
SEPTEMBER 15, 1941 at 8:00 P. M.
CALL TO ORDER: The meeting was called to order by Mayor Charles H.
Garland, presiding, with Aldermen Johnson, Loos, Pflughaupt, Dopheide, Kehe, Friott,
Lemke, and Schwanbeck responding to the roll call. The Clerk reported eight alder-
men present. Aldermen Carroll and Campagna were absent during the entire meeting.
C0AL-FOR HEATING MUNICIPAL BUILDING: The Clerk then read the following
report:
COMMITTEE REPORT
To the Chairman Schwanbeck - Public Buildings and Grounds committee,
at the meeting of the City Council, held September 2, 1941, the
following matter was referred to your committee:
The wetter of providing coal for the Municipal Building for the 1941-
1942 heating season was referred to your committee for study and
recommendation.

We, your Committee on Public Buildings and Grounds recommend:
That we advertise for 75 ton stoker coal for the Municipal
Building, taking alternate bids on Franklin County Coaliand-
East Kentucky coal.

The motion was made by Alderman Pflughaupt and seconded by Lemke to concur in this
report and to instruct the Clerk to publish the call for bids in the Des Plaines
Suburban Times. The motion was voted upon by acclamation whereupon the Mayor de-
calred the motion carried.
AWARD CONTRACT FOR WRECKING RIVERVIEW HALL: The Clerk then read the
following bids received for the wrecking of Riverview Hall:

The motion was made by Alderman Pflughaupt and seconded by Lemke to accept the bid
of the ?"?alther Construction and Maintenance Company and to instruct the Superinten-
dent of Public Buildings and Grounds to cooperate with the said company in order
that the work of wrecking may be carried on without difficulty. The Mayor put the
question and the Clerk called the roll with the following result: Ayes; Aldermen
Johnson, Loos, Pflughaupt, Dopheide, Kehe, Friott, Lemke, and Schwanbeck. Nays;
None. The Mayor thereupon declared the motion carried.
AWARD CONTRACT ON WIDENING OF GRACELAND AVENUE: The Clerk then read the
bids received for the widening of Graceland Avenue from Webford Avenue to Thacker
Street, (Known as Motor Fuel Tax Section - 7 C.S), as follows:

Mayor Garland referred the said bids to the City Engineer with instructions to
acheck and tabulate the said bids and to submit his recommendation to the Council
later during the course of this meeting.

After some time E. N. Fletcher, City Engineer submitted the following
ENINEER'S RECOMMENDATION
I, your City Engineer, have carefully examined the bids received
covering the project of widening Graceland Avenue, known as M.F.T.
Section 7 C.S. and have found the lowest bid to be that of Milburn
Brothers, Inc., Mount Prospect, Illinois for the sum of $25,906.65.
I therefore recommend that the contract be awarded to Milburn Bros.,
Inc. for the sum of $25,906.65 subject_to the approval of the State
Highway Department.
I further recommend that the City Clerk be instructed to retain the
proposals and bidders checks of Milburn Bros., Inc., Leininger Con-
struction Co., and Rock Road Construction Co., being the three low
bidders; and to return all other bidders checks.
The motion was made by Alderman Schwanbeck and seconded by Lemke to concur in this
report. The Mayor put the question and the Clerk called the roll with the follow-
ing result: Ayes; Aldermen Johnson, Loos, Pflughaupt, Kehe, Friott, Lemke and
Schwanbeck. Nays; None. (Alderman Deopheide was absent during this roll call.)
The Mayor thereupon declared the motion carried and the said report concurred in.
Mayor Garland then announced the appointment of Charles Forberg as
inspector for M.F.T. Section 7-C.S. The motion was made by Alderman Johnson and
seconded by Schwanbeck to confirm this appointment. The motion was voted upon
by acclamation whereupon the Mayor declared the motion carried and the said
appointment confirmed.
STOP SIGNS AT CENTER AND THACKER STREETS:The Clerk then read the follow-
ing report:
COMMITTEE REPORT
To the Chairman L. R. Foster - Traffic Commission, at the meeting
of the City Council, held August 18, 1941, the following matter
was referred to your commission.
The matter of erecting two additional stop signs on Center Street at
Thacker Street: One to be erected on the southeast corner of Center
and Thacker Streets stopping north -bound traffic approaching Center
Street, the second to be erected on the northwest corner of Thacker
Street and Center stopping south -bound traffic on Center Street.
This matter was referred to your commission for study and recommendation.

To the Mayor and City Council:
Your Committee on Traffic Commission has investigated the above and has
found: That slow signs have now been erected on Center Street.
We, your Committee on Traffic Commission, therefore recommend:
That the signs on said corner be left as they now are: slow
signs on Center Street and stop signs on Thacker Street.

WIDENING CENTER STREET FOR OAKiOOD DAIRY: The Clerk then read the fol-
lowing report:

COMMITTEE REPORT
To the Chairman L. R. Foster — Traffic Commission, at the meeting of
the City Council, held August 18, 1941 the following matter was referred
to your commission.
The request of the Oakwood Dairy to widen Center Street approximately
eight feet on the west side of the street only, from Oakwood Avenue
north to the alley.
For further information concerning the details of construction please
contact E. N. Fletcher, City Engineer.

To the Mayor and City Council:
Your Committee on Traffic Commission has investigated the above and has
found: That the Oakwood Dairy is paying the cost of paving materials
and is having the work done under the supervision of the City Engineer,
E. N. Fletcher.
We, your Committee on Traffic Commission, therefore recommend: That the
Oakwood Dairy be permitted to widen Center Street at the above mentioned
place approximately ten feet.

W. L. THORNE WISHES TO TAKE CASING EOM WELL: The Clerk then read the
following letter:

Attention of the City Council
Gentlemen:
Back in December, 1929 when I made settlement of Judgments and Interest
due me from the City of Des Plaines, included in the settlement I
received bill of sale for the piping pumps and etc. in old well across
the river and the one. a the old pump house.
I took all the piping, etc. out of'the one across the river and a part
out of the one by old pumping plant, this side of river I expect to
pull the balance out very soon. I am writing this letter so fere will
be no misunderstanding that the pipe belongs to me.

headquarters be in charge of a local woman.
The Volunteers of America founded nearly fifty years ago by Ballington
nd Maud Booth have many activities throughout the state. Mrs. Maud
Booth many years of voluntary prison service is known from coast to coast.
Dr. Preston Bradley is chairman of the Area board of directors. Col. Huldah
Smith area commander. There will be no high pressure solicting just the
sale of our little red heart tag for whatever on wishes to give toward the
state -wide -work.

AGREEMENT - STATE MAINTENANCE OF S.B.I. ROUTES IN CITY: The Clerk then
submitted a proposed agreement for maintenance of State Bond Issue Routes within the
City Limits as prepared and offered by the State Highway Department, covering main-
tenance of the following streets for the year beginning July 1, 1941 and ending
June 30, 1942:

The motion was made by Alderman Johnson and seconded by Kehe to enter into this pro-
posed agreement and to authorize and direct the Mayor and City Clerk to execute the
same for and in the name of the City of Des Plaines. The Mayor put the question
and the Clerk called the roll with the following result: Ayes; Aldermen Johnson,
Loos, Pflughaupt, Dopheide, Kehe, Friott, Lemke, and Schwanbeck. Nays; None. The
Mayor thereupon declared the motion carried.
KEEPING OF ANIMALS WITHIN CITY LIMITS: Mayor Garland then pointed out the
need for a comprehensive ordinance regulating the breeding, keeping or harbaring of
various animals. He pointed out that the matter requires thorough study and referred
the entire question to the Public Relations Committee for study and recommendation.
RAILROAD NOISE AND SMOKE IN CUMBERLAND TERRACE: Alderman Dopheide reported
that the residents of Cumberland Terrace are constantly annoyed by undue noise and
smoke from the railroads in their nighborhood. Mayor Garland referred this matter
to the Public Relations Committee for investigation and recommendation.
POINTS OUT TRAFFIC HAZARD ON CENTER STREET: Mr. Charles Forberg
addressed the Council pointing out the fact that because Center Street is very
narrow some study should be given to the problem of alleviating the Traffic hazard
on the said street. Mayor Garland referred this matter to the Traffic Commission
for study and recommendation.
APPOINTMENTS TO DENSE COUNCIL: Mayor Garland then announced the
appointment of the following persons as additional members of the Local Defense
Council:

The motion was made by Alderman Dopheide and seconded by Lemke to confirm these
appointments. The motion was voted upon by acclamation whereupon the Mayor declared
the motion carried and the said appointments confirmed.
APPROVAL QF MINUTES: Each member of the Council having been supplied a
copy of the minutes of the regular Council meeting held Tuesday, September 2,
1941, the motion was made by Alderman Pflughaupt and seconded by Johnson to approve
the said minutes. The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried and the said minutes approved.
APPROVAL OF BILLS: The Finance Committee through its chairman Alderman

ADVERTISE FOR BIDS ON OLD PUMPS: The motion was made by Alderman
Friott and seconded by Campagna to instruct the Clerk to advertise the two old
Cameron pumps located in the Des Plaines Avenue Pumping Station for sale in
the Des Plaines Journal and to call for sealed bids for the same based upon
specifications to be furnished the Clerk by Alderman Lemke, Chairman of the
Water Committee. The motion was voted upon by acclamation whereupon the Mayor
deo red the motion carried.
