ON THE QUESTION OF INSTALLING A
SANITARY SEWER SYSTEM IN "CUMBERLAND
TERRACE" AND ASSESSING Shwa. RENTAL
FEES FOR THE PAYMENT THEREOF.
Notice is hereby given that a public hearing will be had August 18,
1941 at 9:00 P.M., Daylight Saving Time in the Council Chambers,
Municipal Building, Des Plaines, Illinois, by the City Council of
said city, to consider the construction of a Sanitary Sewer System
within the area of land known as Branigars Cumberland Terrace
being a subdivison of Section 18, Township 41, North, Range 12,
East of the Third Principal Meridian, Cook County, Illinois.
The boundaries of the area to be affected and served by said sewer
to be the boundaries of said subdivision. The estimated cost of,
said project is $30,000.00 and the proposed rate to be charged to
the users of said system to be a tap -on fee of $10.00 (said tap -on
fee to be increased $1.00 per month for each month after the
completion of said improvement) and a monthly charge of $1.00 per
month until the bonds proposed to be issued to pay for the cost of
said improvement are paid. The maximum maturity of said bonds to
- be twenty-five years. All persons residingor owning property within
the area above described are entitled to be heard at said meeting.

Mayor Garland then stated that all persons wishing to express themselves regarding
this proposed sewer system will be heard. After a lengthy and detailed discussion,
during which engineering, financing, rates of service charges and other phases
of the project were discussed, the assembly resolved that a meeting of residents and
property owners of Cumberland Terrace be held in the Council Chambers on Thursday,
August 28, 1941 at 8:00 P.M.
The motion was made by Alderman Lemke and seconded by Campagana that the
Council concur in -the decision of the assembly. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried and the said decision
concurred in.
ADJOURNMENT: The motion was made by Alderman Carroll and seconded by
Lemke to adjourn. The motion was voted upon by aeiamation whereupon the Mayor
declared the motion carried and the Council regularly adjourned.

MINUTES OF THE REGULAR COUNCIL MEETING
HELD IN THE COUNCIL CHAMBERS AT 8:00 PM
MONDAY, SEPTEMBER 2, 1941
CALL TO ORDER: The meeting was called to order by Mayor Charles H.
Garland presiding with Aldermen Carroll, Loos, Pflughaupt, Dopheide, Kehe, Friott,
Schwanbeck and Campagna responding to the roll c all. (Aldermen Johnson and Lemke
were absent during the entire meeting.) The Clerk reported eight Aldermen present.
REPORTS OF. OFFICERS: The Clerk then submitted the reports for August, 1941
of the following officers:

The report of Frank F. Scharringhausen, Building Inspector
The report of Arthur Rieck, Electrical Inspector
Mayor Garland ordered the said reports placed on file.
The Clerk then sumbitted the report of Howard A. Becker, Chief of
Police reporting on the 48th Annual Conference of the International Association
of Chiefs of Police held at Buffalo, New York on August 18th to 21st 1941.

Mayor Garland requested the Clerk to prepare a copy of this report for each member
of the Council and ordered the said report placed on file.
PARKING REGULATIONS ON PARK PLACE: Mayor Garland then ordered Howard
A. Becker, Chief of Police to "make and enforce temporary regulations" as
authorized by Sections 39 (a) and 39 (b) of the Traffic Code covering the appar-
ent parking emergency existing on Park Place, because of the intense activity
of both the Des Plaines Bowling Palace and the General Engineering and Manufactur-
ing Company. Mayor Garland stated that such temporary rules and regulations shall
be enforced pending further investigation and report from the Streets and Side-
walks Committee.
TRAFFIC SIGNS AROUND WEST DIVISION SCHOOL: The motion was made by
Alderman Dopheide and seconded by Friott to instruct the Superintendent of Streets
to install "School Slow" signs and signs reading "15 M. P.H." in appropriate
locations as follows:
1. On Thacker Street between First Avenue and Third Avenue
2. On Margret Avenue near Thacker Street
3. On Second Avenue between Oakwood Avenue and Prairie Avenue
4. On Rose Avenue between First Avenue and Third Avenue
The motion was voted upon by acclamation whereupon the Mayor declared the motion
carried.
WRECKING RIVERVIEW TOWN HALL: Alderman Kehe, Chairman of the Committee
on Subdivisions, Buiiding, and Municipal Development then submitted the follow-
ing report:

ment, at the meeting of the City Council held August 18, 1941 the
following matter was referred to your committee:
The question of whether or not the old Riverview Hall located at
Everett and Illinois Streets should be wrecked was referred to
your committee for investigation and recommendation.

Your Committee on Subdivisions, Building, and Mun. Developement,
has investigated the above and has found:
During the past two weeks, I have had several offers converning the
wrecking of the old Riverview Hall. The first offer received was
by a party who agreed to wreck said building and remove all lumber
and debris without any costs whatsoever to the City. Since then I
have had offers same as above except that they will pay the City the
sum ranging from $50.00 to $65.00.
We, your Committee on Subdivisions, Building, and Mun. Developement
therefore recommend:
That the Council advertise for bids for the wrecking of said building
based upon the following specifications:

Gentlemen:
Having examined the frame building known ab "RIVERVIEW HALL" located
on the Northeast corner of Everett and Illinois Streets in the City
of Des Plaines, the undersigned hereby proposes to completely wreck
the said building, and remove from the premises all salvage material,
debris and rubbish resulting from the said wrecking.

The undersigned agrees to carry full compensation and liability insur-
ance and agrees to hold the City harmless against any liability arising
in, or resulting from work done under this agreement.
The undersigned also agrees to post with the City of Des Plaines a
completion bond in the form of a cashier's check in the sum of $50.00
to be returned to the undersigned when the work herein agreed upon
has been completed to the satisfaction of the City's Superintendent
of Buildings.
The undersigned further agrees to complete the above described work
within calendar days from the date of acceptance of this pro-
posal by the City of Des Plaines.

In order to put the ordinance clearly before the Council for rejection the
Clerk read for second reading a proposed ordinance (first reading August 18, 1941)
seeking to disconnect from the City of Des Plaines certain lands owned by Ellen Pitt,

North, Range 12, East of the Third Principal Meridian, Cook County, Illinois entitled:

PURCHASE STOKER FOR MUNICIPAL BUILDING: The Clerk then read the follow--

the City Council, held August 4, 1941 the following matter was referred
to your committee:
The bids for the purchase of a stocker which were received, opened, and
read at the meeting of the City Council of the City of Des Plaines at
its meeting held August 4, 1941 were referred to you for study and recom-
mendation.
All of the said bids together with all descriptive material pertaining
to same are enclosed herewith.
Please be sure to return all of the original bids to this office with
your report for permanent record.

Our decision is based on the fact, that for the past several years this
stoker has been used with complete satisfaction in the Central and
Junior High Schools of Des Plaines, and therefore will give us the re-

'report and authorize and direct the Superintendent of Public Buildings and the
City Clerk to place a purchase order with Walter W. Held Co., for one 200# Com-
bustioneer Underfeed Coal Stoker as per proposal, for the price of $666.50 plus tax.
The Mayor put the question and the Clerk called the roll with the following result:

Campagna. Nays: None. The Mayor thereupon declared the motion carried and the
said stoker purchase authorized.
COAL FOR MUNICIPAL BUILDING: The motion was made by Alderman Loos and
seconded by Dopheide to refer the matterofproviding coal to be used as fuel for
heating the Municipal Building for the 1941-42 heating season to the Committee on
Public Buildings and Grounds for study and recommendation. The motion was voted
upon by acclamation whereupon the Mayor declared the motion carried.
CALL FOR BIDS FOR WIDENING GRACELAND AVENUE: E. N. Fletcher, City
Engineer reported that the State Highway Department has approved the plans and
specifications submitted by the City for widening Graceland Avenue from Webford
Avenue to Thacker Street. We stated however that the plans as approved cover
an arrangement of resurfacing existing slab with asphalt and requires adoption
of the following supplemental resolution:

The motion was then made by Alderman Campagna and seconded by Loos to
instruct the Clerk to advertise for bids in the Des Plaines Journal, covering
the widening of Graceland Avenue known as Motor Fuel Tax Section 7 -CS, and
that the said bids be opened at the regular Council meeting to be held Monday,
September 15, 1941. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried.
TRANSFORMING RIVERSIDE PUMPING STATION INTO SERVICE YARD: The Clerk
then read the following letter:

Gentlemen:
At the request of Alderman Loos the posibility of remodeling the old
pumping station on Des Plaines Avenue into a garage and repair shop
for the City trucks and motor equipment has been investigated and
the following report is herewith reported;
This building measures 56 feet by 35 feet inside plus a half circle
at the north end which is 14 feet at the widest point, see attahced
sketch. Under the north end of the building there is an old con-
crete reservoir approximately 35 feet in diameter by 15 feet in depth.
At the present time there is about 10 feet of water in this reservoir
and the exact diameter could not be obtained. The south 1/3rd of the
building has a flat roof with a 17' - 8" ceiling height the rest of
the building has a gable roof with an outside wall height of 10 feet.
The interior of the building has been divided into sections by wood
partitions as shown on the attached sketch.
This building is centrally located and is probably the most convenient
location for s truck storage and repair shop now available, however,

in order to remodel it into a suitable garage for such work it will be
necessary to remove the two pumps and their concrete foundations, the
discharge and suction pipe going to these pumps, to rearrange the toilet
and sink and to find another location for the meter testing equipment,
repair shops and material now stored in this building. In other words,
a repair shop and garage as contemplated would require all the exist-
ing available space within this building.
Should the council desire to remodel this building into a permenant
repair shop I recommend that the building be increased in lenght by
40 feet to provide space for material eorage and work shops for the street
department, that the present gable roof be removed and the walls be
built up so that a flat roof could be placed over the entire building.
The large chimney on the east side of the building could be torn down
and some of the brick salvaged for use in remodeling. The reservoir
should be pumped out and the condition of the piers supporting the
garage floor investigated. The old reservoir might be made into a base-
ment storage or repair room.
At the present time the building needs reroofing. The reroof it, re-
move existing pumps and piping and to provide a grease pit would
cost at least $1,000.00 and would require the removal of the present
work shops and material now stored in the building. •
The convenience of the location should warrant some consideration of
this building as a permenant repair shop, however, the conspicuousness
of the the location demands special care and design of any permanent
structure at this location.

Gentlemen:
I have been retained to effect collection of the damages to the car
of Norman Madole arising out of the accident of August 8, at which
time my client's car was being driven on Forest Avenue and went over
the end of the pavement and onto the railroad tracks. It appears
that the pavement ends without any warning or signs and that there
are no warning lights or barricades of any kind. Our investigation
seems clear that there is negligence on the part of your City,
consequently liability for these damages.
Our car was a 1935 Buick and was considered a total wreck after the
accident and the salvage sold for $35.00. It had been valued by
competent appraiser at $118.00 prior to the accident, and hence
our net claim against your City is in the amount of $83.00.
will appreciate your favorable consideration so that it will')be
necessary for us to resort to litigation.

Volunteer Fire Department of Des Plaines and we cordially

of the City, to attend this meeting and help celebrate the

WEED ERADICATION AND CONTROL: Alderman Dopheide suggested that
preparations be made as soon as possible to combat the weed nuisance both as to
parkways and vacant lots. He explained that if preparations are made this fall,
the City can swing into action early in spring. Mayor Garland referred this
matter to the Public Relations Committee for study and recommendation.
WINTER SKATING FACILITIES: Alderman Loos suggested that steps be
taken at once to insure adequate ice skating facilities within the City
Limits for the coming winter. Mayor Garland referred this matter to the Rec-
reational Director.
COMPLAIN OF SMOKE FROM RAILROAD ENGINE: The motion was made by Alder-
man Loos and seconded by Friott to instruct the Clerk to ,rite the Chicago and
Northwestern Rialroad ordering the said railroad to take such steps as necessary
to eliminate excessive smoking of its railroad engines ordinarily parked at the
West end of North Avenue. The motion was voted upon by acclamation whereupon
the Mayor declared the,motion carried.
