APPROVAL OF MINUTES: Each member of the Council having been supplied a copy
of the minutes of the regular Council meeting held Monday, July 21, 1941, the motion
was made by Alderman Lemke and seconded by Campagn a to approve the said minutes as
submitted. The motion was voted upon by acclamation whereupon the'Mayor declared
the motion carried and the said minutes approved.

CALL TO ORDER: The meeting was'ealled to order by Mayor Charles H. Garland
presiding with Aldermen Carroll; Johnson, Loos, Pflugaupt, Dopheide, Kehe, Friott,
Lemke and Campagna responding to the roll call. (Alderman Schwanbeck was absent dur-
ing the entire meeting.) The Clerk reported nine aldermen present.
THE POLICE AND LICENSE COMMITTEE then submitted the following report

To the Chairman Johnson - Police and License committee, at the
meeting of the City Council, held July 21, 1941 the following
matter was referred to your committee:
The matter of erecting two additional stop signs on Center St.
at Thacker St.: One to be erected on the southeast corner of
Center and Thacker Sts. stopping north -bound traffic approaching
Center St., the second to be erected on the northwest corner of
Thacker and Center Sts. stopping south -bound traffic on Thacker St.
This matter was referred to your committee for study and recommen-
dation.

ORDINANCE PROHIBITING PARKING AT FIRE HYDRANTS: The Clerk then read the

To Kenneth G. Meyer, City Attorney at the meeting of the City Council
held August 4, 1941 the following matter was referred to you.
The matter of amending the traffic code ao as to provide a section
prohibiting the parking of vehieles within fifteen feet of a fire
hydrant and prescribing the penalty of the violation of same.
You are instructed to prepare the necessary amending ordinance.

THE CITY OF DES PLAINES
TRAFFIC ORDINANCE
BE IT ORDAINED by the City Council of the City of Des Plaines, Cook
County, Illinois:
SECTION I. That the City of Des Plaines Traffic Ordinance be and is
hereby amended by adding thereto a section immediately after Section 57,
to be known as Section 57A, " Parking at Fire Hydrants," which Section
shall read as follows:
"SECTION 57A. PARKING AT FIRE HYDRANTS. No person shall stand or park
any vehicle within fifteen (15) feet of any fire hydrant." '
SECTION II. Any person violating this ordinance shall be fined not to
exceed Five Hundred Dollars ($500).
SECTION III. This ordinance shall be in full force and effect from and
after its passage, approval and publication according to law.

'q of the City Council, held July 21, 1941 the following matter was
referred to your committee:
A letter dated July 14, 1941 from the Cook County Zoning Bureau
pertaining to the petition filed with the said board by George
H. Eck to reclassify the property on the North side of Woodland
Avenue east of Grove Avenue so that a trailer park and tourist
camp may be established thereon.

The City Elan Commission has investigated the above and has found:

While we are without authority to act/the proposition submitted
we desire to be of assistance to the City Council in arriving at
a proper disposition. We therefore submit the following:
The Plan Commission is reluctant to suggest a change in the Cook
County Zoning Law, feeling that as the act is of quite recent
date it should be tested thoroughly firts -- however, we recognize
that Government Defense Activities will require a wide shifting
of labor and that housing facilities will pesent problems.
Due to our proximity to the Buick plant a few miles south, and per—
haps others that may be established in our district, a trailer camp
might help to solve that problem.
If therefore, a temporary permit, perhaps for the duration of our
defense program, to be operated under strict regulations, could be
granted we would be inclined to approve — provided there be no
objection on the part of the adjoining property holders.

The newly formed Traffic Commission, as appointed by Mayor Garland
on July 7th, held its first meeting on August 8th. This Bret
meeting was called to order by the Mayor. Since the five members,
appointed, preferrred to have himiselect the Chairman, and Vice -
Chairman, rather than to vote among themselves, he appointed:

Ransom'Kennicott, Vice -Chairman
The members then voted, and selected the wirter, as their secretary.
Temporarily, the second Thursday of each month, was chosen for the
regular monthly meetings. Chairman Foster has called the next
meeting for September 11, 1941

Mayor Garland referred the said proposed ordinance to the Committee on Subdivisions,
Building and Municipal Development for study and recommendation.
SUGGESTS WRECKING RIVERVIEW HALL: Alderman Kehe, chairman of the
Committee on Subdivisions, Building and Municipal Development reported that it has
been suggested by a number of citizens that the old Village Hall of the former
Village of Riverview which became the property of the City of Des Plaines in 1925,
be wrecked.
Mayor Garland referred this matter to the Committee on Subdivisions,
Building and Municipal Developement for study and recommendation.
ANTICIPATE BUILDING ACTIVITY IN WESTFIELD: Alderman Kehe, Chairman of
the Committee on Subdivisions, Building and Municipal Developement reported that
real estate firm known as Westfield Homes, Incorporated is preparing to build a con-
siderable number of homes in Westfield (Des Plaines Gardens and Sunset Gardens.)
He reported further that the weeds have been mowed and the subdivision generally
given a presentable appearance. He also stated that five homes are to be built
at once.
REQUEST TEMPORARY ENTRANCE TO PARKING LOT: The Clerk then read the
following letter:

To the Mayor and Members of the City Council:
Gentlemen:

With your permission we wish to use the lot north of our office (1044 Lee st)
for parking the automobiles'of our customers. It will be necessary for them
to drive in over the side'walk and curb and for any damage that might
occur we will agree to indemnify the city.

The motion was made by Alderman Loos and seconded by Lemke to giant this request. The
motion was voted upon by acclamation whereupon the Mayor declared the motion carried
and the said request granted.
Mayor Garland then ordered the Superintendent of Streets to see that this
temporary driveway is handled in such a manner as to result in a minimum 'of damage
to the parkway, curb and sidewalk.
OAKWOOD DAIRY ASKS PERMISSION TO WIDEN STREET: E. N. Fletcher, City
Engineer then orally presented a'request from the Oakwood Dairy asking the Council's
permission to widen Center Street between the alley and Oakwood Avenue by adding
about eight feet to the west side of the street and replacing the curb. He stated
that the purpose of the widening is to provide' parking area in Iron of the Oakwood
Dairy and that the said Dairy has agreed to pay the entire cost of the project.
Mayor Garland referred this request to the Traffic Commission for -study
and recommendation.
CHICAGO AND N)RTHWESTERN =SING AND SAFETY GATES: E. N. Fletcher, City
Engineer, reported that the Northwestern Rialroad has informed him that the pre-
,
cost concrete slab crossings at Des Plaines Avenue, Pearson Street; Lee Street
and Graceland Avenue, as well as the safety gates at the said crossings will be
installed soon. Kenneth G. Meyer, City Attorney, reported that according to'a
letter received from the Northwestern Railroad work on these improvements will
start sometime during September, 1941.
OBJECTS TO REMOVAL OF LIGHTED STOP SIGNS: Alderman Loos objected to
the removal of the electrically lighted "Stop" -sign formerly located on'Ellinwood
Street at Des Plaines Avenue. Upon the request of Alderman Loos, Mayor Garland
referred this matter to the Traffic Commission"for study and recommendation.
PROPOSE WATER MAIN ON CEDAR STREET: Kenneth G. Meyer, City Attorney,
then reported that Mr. Burgess, the owner of certain property in Oliver Salinger
and Company's Touhy Avenue Subdivision wishes to extend -the City Water system
so as t9 serve his property which he intends to develope in the near future. He
reported however, that certain easements will be necessary to accomplish this water
main extension. Upon the suggestion of the City Attorney the motion was made by
Alderman Lemke and seconded by Loos to authorize the City Attorney to negotiate
for easements for sewer and water mains along Cedar Street (extended) between'Howard
Avenue and Birchwood Avenue. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried.
Mayor Garland then ordered the City Attorney to contact the Plan
Commission requesting the said Commission to weigh the adiisability and praOicability
of dedicating Cedar Street as a public street.
DANGEROUS DRIVEWAY AT RAND ROAD AND LEE STREET: Alderman Loos called
attention to a traffic hazard existing as the result of a driveway entering
upon the street near the intersection of Rand Road and Lee Street. Mayor Garland
referred this matter to the Superintendent of Streets for investigation and report.

SUGGESTS MARKING OFF PARKING STALLS:Alderman Loos suggested that where
parking lanes are marked for parking parallel to the curb, the parking lanes be
marked off into stalls of one car length each in order to provide more orderly
parking and thus provide more parking facilities. Mayor Garland referred this ,
matter to the Traffic Commission for study and recommendation.

way at the Water Softening Plant"in the sum of $175.93. The Mayor put the question
and the Clerk called the roll with the following result: Ayes; Aldermen Carroll,
Johnson, Loos, Pflughaupt, Dopheide, Kehe, Friott, Lemke and Campagna. Nya: None.
The Mayor thereupon declared the motion carried and the said proposed resolution
so amended.

HEARING ON CUMBERLAND TERRACE SEWER: The Clerk then read the following
notice, stating that each property owner in Cumberland Terrace, as recorded on the
records of the County Recorder, has been mailed a copy of the same:

ON THE QUESTION OF INSTALLING A
SANITARY SEWER SYSTEM IN "CUMBERLAND
TERRACE" AND ASSESSING S]v Lt RENTAL
FEES FOR THE PAYMENT THEREOF.
Notice is hereby given that a public hearing will be had August 18,
1947. at 9:00 P.M., Daylight Saving Time in the Council Chambers,
Municipal Building, Des Plaines, Illinois, by the City Council of
said city, to consider the construction of a Sanitary Sewer System
within the area of land known as Branigars Cumberland Terrace
being a subdivison of Section 18, Township 41, North, Range 12,
East of the Third Principal Meridian, Cook County, Illinois.
The boundaries of the area to be affected and served by said sewer
to be the boundaries of said subdivision. The estimated cost of,
said project is $30,000.00 and the proposed rate to be charged to
the users of said system to be a tap -on fee of $10.00 (said tap -on
fee to be increased $1.00 per month for each month after the
completion of said improvement) and a monthly charge of $1.00 per
month until the bonds proposed to be issued to pay for the cost of
d', said improvement are paid. The maximum maturity of said bonds to
�-� be twenty-five years. All persons residingor owning property within
the area above described are entitled to be heard at said meeting.

Mayor Garland then stated that all persons wishing to express themselves regarding
this proposed sewer system will be heard. After a lengthy and detailed discussion,
during which engineering, financing, rates of service charges and other phases
of the project were discussed, the assembly resolved that a meeting of residents and
property owners of Cumberland Terrace be held in the Council Chambers on Thursday,
August 28, 1941 at 8:00 P.M.
The motion was made by Alderman Lemke and seconded by Campagana that the
Council concur in -the decision of the assembly. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried and the said decision
concurred in.
ADJOURNMENT: The motion was made by Alderman Carroll and seconded by
Lemke to adjourn. The motion was voted upon by aaiamation whereupon the Mayor
declared the motion carried and the Council regularly adjourned.
