SUGGESTS EMPLOYING FULL —TIME -MECHANIC. Alderman Loos suggested that some
thought be given to employing a full-time mechanic for mantaining and repairing the
City's motor equipment, using the Riverside Pumping Station building on Des Plaines
Avenue as a garage and shop. The motion was made by Alderman Johnson"and seconded
by Loos to refer this matter to the Finance Committee for thorough investigation
and report as to possible savings.
ASKS ADDITIONAL "STOP" SIGNS: The motion was made by Alderman Pflughaupt ad
seconded by Dopheide to consider erecting two additional stop signs on Center
Street; one on the southeast"corner of Center and Thacker Streets stopping north-
bound traffic on Center Street at Thacker street, the other on the northwest corner
of the said intersection to stop southbound traffic on Center Street at Thacker
Street, end that this matter be referred to the Police and License Committee for
study and report. The motion was voted upon by acclamation whereupon the Chair
declared the motion carried.
ADJOURtMB:" The motion was made by Alderman Campagna and seconded by
Friott to adjourn. The motion was voted upon byaeclamation whereupon the Chair
declared the motion carried and the meeting regularly adjourned.

MINUTES OF THE REGULAR COUNCIL MEETING
OF THE CITY OF DES PLAINES HELD IN THE
COUNCIL CHAMBERS ON MONDAY, AUGUST 4, 1941
at 8:00 P.M.
CALL TO ORDER: The meeting was called'to order by Mayor Charles H. Garland
presiding with Aldermen Carroll, Johnson, Loos, Pflughaupt, Kehe, Friott, Lemke,
Schwanbeck and Campagna responding to the roll call. (Alderman Dopheide was absent
during the entire meeting) The Clerk reported'nine aldermen present.
REPORTS'OF OFFICERS: The Clerk then submitted reports far the calendar month
of July, 1941, of the" following officers:
Edgar J. Friedrich, City Clerk
Harold J. Abbe, City Treasurer
Frank F. Scharringhausen, Building Inspector
Arthur Rieck, Electrical Inspector
The Mayor ordered the said reports'placed on file.
APPROVE PLANS FOR'WIDENING GRACELAND AVENUE - MFT SECTION '7 -CS: E. N: Fletcher,
City Engineer then submitted for approval plans and specifications for the widening of
Graceland Avenue between Webford Avenue and Thacker Street, The Mayor declared a brief
recess in order to permit the members of the Council to thoroughly examine the plans
and specifications. Mayor Garland then reconvened the Council after which the Clerk read
the following proposed resolution:

PLANS AND SPECIFICATIONS FOR THE

WEB?ORb AVENUE TO !IHACKER STREET
WHEREAS, the plans and specifications for the project'of widening Graceland
Avenue from Webford Avenue to Thacker Street, mown as Motor Fuel Tax - Section 7 -Cs,
have been completed by the City_Engineer, and
WHEREAS, sufficient funds are now available in the Motor Fuel Tax fund for
this improvment
NOW THEREFORE BE IT RESOLVED that the plans and specificiations be and hereby
are approved subject to the approval by the State Highway Department.
The motion was made by Alderman Carroll and seconded by Pflughaupt to adopt this pro-
posed resolution. The motion was voted upon by acclamation whereupon the Mayor declared
the motion carried and said resolution adopted.
OPEN STOCKER BIDS: The Clerk then opened the bids received covering an underfeeed

TO PROHIBIT PARKING NEAR FIRE HYDRANTS: Alderman Loos then called the Council's
attention to the fact that while State law prohibits parking near fire hydrants, the
City has no such ordinance and suggested that en ordinance prohibiting parking within
fifteen (15) feet of any fire hydrant be enancted.
Mayor Garland referred this matter to the City Attorney with instructions
to prepare such an,ordinance.
WEEDS AND SHRUBS IN DES PLAINES VILLAS: Alderman Kehe asked whether parkways
in Des Plaines Villas had been properly taken care of. Several residents of Des Plaines
Villas expressed dissatisfaction with the manner in which the shrubs have been trimmed.
However, no further action was taken by the Council in this matter,
REPORTS ON ALUMINUM DRIVE: Mr. George Haney, chairman of the'Aluminum
for Defense" drive reported that 1460 lbs of aluminum had been collected and delivered
to the central headquarters.: Mayor Garland expressed the Council's appreciation to
Mr. Haney and his corps of workers for the results obtained in,this drive.
. DEFENSE COMMISSION APPOINTED: Mayor,Garland then announced the appointment
of nine of the twelve members of the newly authorized "Local Defense Commission"
as follows:

Pflughaupt then introduced the following proposed resolution:

carried and the said resolution adopted.
APPROVAL OF MINUTES: Each member of the Council having been supplied a copy
of the minutes of the regular Council meeting held Monday, July 21, 1941, the motion
was made by Alderman Lemke and seconded by Campagn a to approve the said minutes as
submitted. The motion was voted upon by acclamation whereupon the Mayor declared
the motion carried and the said minutes approved.
ADJOURNMENT: The motion was made by Alderman Lemke and seconded by
Friott that the Council adjourn. The motion was voted upon by acclamation whereupon
