OF THE CITY OF DES PLAINES HELD IN THE
COUNCIL CHAMBERS ON MONDAY, JULY.21,.1941
at 8:00 P.M.
. CALL TO ORDER: In the absence of Mayor Charles H. Garland, the meeting was
called to order by Edgar J. Friedrich, City Clerk.with Aldermen Johnson, Loos, Pflughaupt,
Dopheide, Friott, Lemke, Schwanbeck and Campagna responding to the roll call. (Alder-
man Carroll and Kehe were absent during the entire meeting.) The Clerk.reported eight
Aldermen present.
. DESIGNATE MAYOR PRO TEM: The motion was.made by Alderman loos and seconded
by Friott to designate Alderman Lemke to serve as.Mayor Pro tea of this meeting. The
motion was voted upon by acclamation whereupon the chair declared the motion carried.
Alderman Lemke thereupon took the chair.

The notion was made by Alderman Schwanbeck and seconded by Campagna to concur in this
report. The motion was voted upon by acclamation whereupon the chair declared the
notion carried and the said report concufted in.
The notion was then made by Alderman Schwanbeck and seconded by Johnson to
instruct the Clerk to advertise for bids covering the said proposed stoker for the
Municipal Building'in the "Des Plaines Suburban Times". The motion was voted upon by
acclamation whereupon the Chair declared the motion carried.
THE STREETS AND SIDEWALKS COMMITTER had no report to offer.

THE OMMITTEE ON SEWER SANITATION AND HEALTH reported that the garbage along
Algonquin oad will be picked upon__Saturdays instead, of Mondays.
THE WATER COMMITTEE through its chairman Alderman Lemke reported that recent
charges that the City faces a water shortage and lacks adequate water supply are
greatly overstated. He said, that while there is woom for improvement, yet there is
no need for alarm.

As chairman of the Public Relations Committee of the City Council of
Des Plaines, Illinois, I have been asked to arrange for the aid of
your body through the facilities of the W.P.A. in compiling a historical
survey of our city. Mr. G. E. Johnson, District Superintendent of the
Historical Records Survey at 433 East Erie Street had previously been
contacted by our local Historical Society and was advised that the City
Council be contacted and its permission be secured to undertake this
program, setting forth the nature of the work expected, the space to be
provided at the Municipal Building in Des Plaines, a depository designated
for work done, the kind of supervision specified or authorized by the
City Clerk, a supply of writing material, and inderwriting the rental of
a typewriter. Also the agreement that from time to -time an itemized report
both of work done and expense incurred, the latter to include time
estimated as spent in supervising, all to be submitted to the Historical
Records Survey at Chicago.
The nature of the work will of course consist of a complete compilation
of all data of an historical nature relating to our city so far as
available records will permit. Ample space can quickly be arranged for in
our Municipal Building. The City Clerk, Edgar J. Friedericks, will arrange
on short notice for a depository for work done. The City Clerk indicates
that he can likewise arrange immediately for supervision and in all probability
will handle this personally. A supply of writing material and the cost of
typewriter rental are already assured.
We should like to procure from you some indicationai what can be done to
accomplish the survey and when we may expect to receive the help and
assistance of the Historical Records Survey branch in accomplishing this
work.

TAX FORCLOSURE FOR SUNSET GARDENS: The Clerk then read the following pro-
posed resolution:
RESOLUTION
WHEREAS, the property known as:
SUNSET GARDENS, being W. L.-Plew & Co.'s Subdivision of the East
503 feet; measured at right angles to the East line; of the West
1/2 of the Northwest 1/4 of Section 30, Township 41 North, Range 12
East of the Third Principal Meridian, and

in Block Six (6) in Parson's and Lee's Addition to Des Plaines, in

WHEREAS, owing to the undeveloped condition of this property and the
market conditions it cannot be expected that the lots upon sale in foreclosure pro-
ceedings will bring more than a nominal return on the delinquent taxes, but it is ex-
pected that upon completion of the said proceedings that all of the said property will
be placed upon a tax paying basis and substantial improvements by way of construction
of homes will be added in the said area; and
WHEREAS, it is therefore, to the best interests of all taxing bodies that
tax foreclosure proceedings be instituted against the said delignentproperty.

lowing proposed ordinance for first reading:

Be it ordained by the City Council of the City of Des Plaines, Cook
County, Illinois:
SECTION 1. That the City of Des Plaines Traffic Ordinance be amended by
inserting therein and adding thereto a section following Section 74 which said new
Section shall be known as Section 74 A, SOUNDING OF HORNS, which Section 74L shall
read as follows:
SECTION 74A. SOUNDING OF HORNS: The
horn or signaling device of any
vehicle shall not be sounded at any
tine when such vehicle is not in
motion or for any other purpose than
as a warning'of impending danger to
persons driving other vehicles or to
persons upon the street and likely
to be injured unless warned by the
sounding of such horn or dher sig-
naling device.
SECTION 2. Any person, firm or corporation violating this ordinance shall
be fined not more than $200.00 for each offense.
SECTION 3. This ordinance shall be in full force and effect from and after
its passage, approval and publication according to law.

place this Siad proposed ordinance upon its final passage. The Chair put the question
on the motion to suspend the rules and the Clerk called the roll with the following.

The.Cook County Zoning Board of Appeals held a public hearing in the
Park Ridge City Hall on the evening of July 10th on a petition by
George H. Eck to reclassify the property on the north side of Wood-
land Avenue east of Grove Avenue.
The petitioner states that he wishes the property reclassified be-
cause a trailer park and tourist camp may be established. This
property is within one and one-half miles of the limits of the
City of Des Plaines.
It is, therefore, the wish of the Cook County Zoning Board of
Appeals that the City of Des Plaines make a recommendation in regard
to the reclassification of the property.

Gentlemen:
In behalf of the Des Plaines Villas Civic Club and residents of Dea
Plaines Villas, we urge you as Mayer of Des Plaines and as sincere
Councilmen to take immediate action, in sowing the parkways of the

Des Plaines Villas Subdivision. In many instances the weeds and sweet clover
are five to six feet high obstructing all views at the turns and intersections
of the drives and avenues. The danger of this hazard to the residents and
people who operate motor vehiclea is very great, as one cannot see at the
curves. Par greater and oof great deal more importance is the danger to the
little boys and girls of the subdivision, many of whom have bicycles, and
as all children do, they arose the streets. These children cannot be seen by
motorists at the turns, and we hope some child need not be killed or perhaps
crippled for life before all of you, as civic -minded men, take action to elim-
inate these hazards.
The people of Des Plaines placed their confidence in all of you at election
rime to be our representatives, and you, as Mayor and Councilmen, have the
power to eliminate these hazards and perhaps save a life and some family
untold sorrow.
Our sincere Alderman, Mr. Dopheide, has asked the proper people many times
this season and in past seasons that the parkways be cut late in,June or •
early in July; this we feel is being very tolerant and reasonable. Last year
and also in many years past no mowing was done until August, and by this time
most weeds have matured and reseeded, all this making the condition worse the
next year.
Certainly, this condition of weeds and shurbs growing wild with practically
no thought given to the care or pruning of the shrubs does not add any
beauty or prestige to your city.
There is also a stop sign missing at South -lest Place and Algonquin Road. It
has been missing for months, and no effort that we know of has been made to
replace this sign.
In the past two years the Des Plaines Villas Civic Club has spent approximately
$200.00 on the care of the shrubs at the gate entrances on Thatcher Street.
We take pride in the care of our homes and locality, and we would appreciate
whatever cooperation all of you, as civic -minded men, can do to help us.
We want to thank you very much for whatever action,you, as a governing group
of men deem advisable.

FOR THE IMPROVEMENT OF ALL THE STREETS IN BRANIGAR'S CUMBERLAND
TERRACE SUBDIVISION IN THE CITY OF DES PLAINES, COUNTY OF COOK
AND STATE OF ILLINOIS, BY CONSTRUCTING THEREIN A CONNECTED
SYSTEM OF SANITARY SEWERS AND APPURTENANCES.
BE IT RESOLVED by the City Council of the City of Des Plaines, County
of Cook, State of Illinois:
Section 1. That a local improvement shall be made within the City of Des
Plaines, the nature, character, locality and description of which improvement is as

Beginning at a point at a manhole 20 feet north of the south line of Washington
Street east of railroad and 10 feet west of the west line of Lot 6 in Block 7, a 12
inch sewer shall be constructed across the right-of-wya of the C. U N.W. R. R. to
a point on the West line of the right-of-way of the C. & N. W. R. R. 20 feet north
of the south line of Washington Street.

Beginning at a point on the west line of the right-of-way of the C. &.
and 20 feet north of the south line of Washington Street a 12 inch sewer shall be laid
to a namhole at a point 20 feet north of the south line of Washington Street and 20 feet

HARDING AVENUE WEST OF THE C. & N. W. R. R..
Beginning at a manhole at a point 20 feet east of the west line of
Cumberland Parkway and 20 feet north of the south line of Harding Avenue extended
westerly, and 8 inch serer shall be laid parallel to and 20 feet north of the south
line of Harding Avenue to a manhole at a point 20 feet west of the east line of -
Warrington Road and 20 feet north of the mouth line of Harding Avenue extended easterly.
PUMPING STATION
A temporary lift station shall be aonstruoted on the west bank of Weller
Creek at a point approximately 170 feet east of the easterly limits of Columbia
Avenue. Two 300 g. P.M. pumps owner by the City of Des Plaines shall be installed
in this lifty station. The sump pip shall be 10 feet square and shall extend a
distance of 10 feet below the flow line of the incoming sewer. It shall be
built of pressure cresoated lumber. A suitable shelter for the pumps shall be
constructed; six said shelter shall be of wood construction.
LINE FROM COLUMBIA AVENUE TO PUMP STATION
The sewer line from the easterly end of Columbia Avenue to the pump
station shall be 12 inch sewer title.
DISCHARGE FROM PUMP STATION TO WELLER OREEK
The discharge line from the pumping station to Weller Creek shall be 8 inch
cast iron pipe.

Suitable treatment for the sewage collected by this system of sanitary sewage
shall be provided by the CHICAGO SANITARY DISTRICT of which this land is a part and
no costs shall be included in this resolution for this work.

MANHOLES
5 manholes shall be constructed. Manholes shall be 36 inches in diameter and
shall be built of concrete blocks 8 inches in thickness. All manholes shall be provided
with a concrete bottom 6 inches thick and with a 354 lb. cast iron frame and cover.
Each manhole shall be provided with cast iron steps spaced 1* inches from top to bottom.
SEWER TITLE
The tile used shall be virtrified sewer pipe smooth, straight and sound,
throughly burned and vitrified, well glazed, free from lumps or other imperfections
and with the least possible variationtom om the dimensions of true cylindrical shape
and shall meet the A.S. T. M. specification C. B. - 35
JOINT MATERIAL
All joints shall be well caulked with cement.mortor and oakum.
EXCAVATION
The necessary excavation shall be made for the purpose of constructing all
parts of the improvement to the depth necessary to secure the required grades, ele-
vations and locations. All open trenches for pipe shall be excavated to a width at
the bottom of not less than twelve (12) inches greater_ than, the outside diameter of the
pipe to be laid therein. The trench shall be so excavated as not toeause any abrupt
change in the grade or line of the pipe, and shall be such as to allow each section
of pipe a full bearing along its entire lenght. Suitable bell holes shall be constructed
so that no bearing accures at the joints. All trenches and special construction work
must be kept dry from water until the jointing material and other fresh concrete work
has been su4ficiently hardened to prevent injury tom flowing water. All tenches shall
be thoroughly braced famcfor the protection of the work, and all such bracing shall
be removed as the work progresses in such manner as to prevent caving or damage to the
work. The bracing shall be left in place only when necessary to protect the work. The
bracing shall be left in place only when necessary to protect the work, the pipe
or adjacent property.
LAYING
Sections of pipe shall be laid with the spigot end toward the outlet and the
sections shall be tightly fitted together. The bottom of the trench shall be shaped
to conform to the outer surface of the pipe..
BACKFILLING
The material used in backfilling the trench around the pipe and to a depth of
twelve (12) inches over the top of it shall le free from large stones. The backfilling
,shall be tamped in six (6) inch layers up to twelve (12) inches above the top of the
pipe.
REPLACE
Where it is necessary in the construction of this improvement to remove existing
house water service connections, existing pavement or other work;,said connections
pavement or other work shall be replaced in its original position, of the same
materials and in,the same.manner as originally specified.
TUNNEL
All tunnel work required shall.b a backfilled with well tamped sand or lime-
stone screenings.
PLANS
All work in connection with this improvement shall performed in accordance
with the foregoing specifications and the plans which are attached hereto and which
are hereby made a part of this resolution.

In accordance with the procedure outlined by the City Attorney, Mr.
Kenneth G. Meyer, in a letter to the City Council dated June 27, 1941,
I herewith submit a plan of the proposed Cumberland Terrace Sanitary
Sewer System together with a resolution describing the boundries to
be served and an estimate of cost thereof.
There are 356 lots in the Cumberland Terrace subdivision of which 354
are to be served by this proposed sewer system. The two lots not served
are Lots 1 and 2 in Block 19 and are located in the Northwest corner of the
subdivision west of Welter Creek. '
The value of these two isolated lots does not appear to warrant the expenditure
of the amount of money necessary to connect them to this proposed system.
The following rates appear to be the most reasonable rates to provided the
necessary funds for.the retirment of the bonds if this sytem is con
structed under the sewer revenue act;
All house connections made to Its sewer system within 60 days after the
completion and acceptance of the system by the City of Des Plaines to be
charged a connection fee of $50.00 and a monthly rental fee of $1.50 per month
after the connection has been completed.
All house connections made after 60 days from the time of completion and
acceptance to be charged a connection fee of $50.00 plus and an additional
fee of $1.50 per month for each 30 days lapsed since'the time -of completion
and acceptance and a rental fee of $1.50 per month for each month after the
connection has been completed.
A maximum connection fee shall be provided in the ordinance and this should
not be more than $150.00.

The monthly rental fee of $1.50 is based upon 80 homes connecting to this
system within the first year and is the amount necessary to pay the interest and
principal on the bonds for that period. This monthly rent can and should be reduced
as more lots are connected.
Such a system of connection fees will reduce the monthly charge necessary; it
will speed up the retirment of the bonds and by increasing the connection charge an
amount each month equal to the rental fee charged it will distribute the cost of this
improvement equally over all the lots served by this impiwement.

Section 5. That a public hearing be held in the Council Chambers, Municipal
Building, Des Plaines, Illinois, at 9:00 P.M. on August 18, 1941, for the purpose of
considering the question whetehr or not the said improvment should be constructed..
Section 6. That the City Clerk be and he is hereby directed to give due
notice of the said hearing by mail and by means of publication as provided by law.

SUGGESTS EMPLOYING FULL - TIME MECHANIC: Alderman Loos suggested that some
thought be given to employing a full-time mechanic for mantaining and repairing the
City's motor equipment, using the Riverside Pumping Station building on Des Plaines
Avenue as a garage and shop. The motion was made by Alderman Johnson and seconded
by Loos to refer this matter to the Finance Committee for thorough investigation
and report as to possible savings.
ASKS ADDITIONAL "STOP" SIGNS The motion was made by Alderman Pflughaupt ad
seconded by Dopheide to consider erecting two additional stop signs on Center
Street; one on the southeast corner of Center and Thacker Streets stopping north-
bound traffic on Center Street at Thacker street, the other on the northwest corner
of the said intersection to stop southbound traffic on Center Street at Thacker
Street, and that this matter be referred to the Police and License Committee for
study and report. The motion was voted upon by acclamation whereupon the Chair
declared the motion carried.
ADJOURNMENT: The motion was made by Alderman Campagna and seconded by

'CALL TO ORDER: The meeting was called to order by Mayor Charles H. Garland
presiding with Aldermen Carroll, Johnson, Loos, Pflughaupt, Kehe, Friott, Lemke,
Schwanbeck and Campagna responding to the roll call. (Alderman Dopheide was absent
during the entire meeting) the Clerk reported nine aldermen present.
REPORTS'OF OFFICERS: The Clerk then submitted reports for the calendar month
of July 1941, of the following officers:

City Engineer then submitted for approval plans and specifications for the widening of
Graceland Avenue between Webford Avenue and Thacker Street. The Mayor declared a brief
recess in order to"permit the members of the Council to thoroughly examine the plans
and specifications. Mayor Garland then reconvened the Council after which the Clerk read
the following proposed resolution:
