June 30, 1941 To the Honorable Mayor and City Council City of Des Plaines Des Plaines, Illinois Gentlemen: We are endeavoring to eliminate canada thistles in Maine Township as far as possible. However, we have had numerous complaints form farmers regarding the thistles growing within the corporate limits of the several cities and villages in the township. ASKS PERMIT TO LIVE IN GARAGES Alderman Schwanbeck then introduced Mr. Gordon Buick who asked permission to construct a garage at 1730 White Street, and live therein during construction of his new residence. The City Attorney pointed out that the decision in such matters rests with the Building Inspector and the Zoning Board of Appeals. THE STREETS AND SIDEWALKS COMMITTEE THROUGH its chairman Alderman Campagna submitted the following report: COMMITTEE REPORTS To the Chairman Campagna - Streets and Sidewalks committee, at the meeting of the City Council, held June 16, 1941 the following matter was referred to your committees the matter of removing nine electrically lighted stop signs and replacing them with nine reflector button type stop signs was referred back to your committee for further study and recommendation. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the said report concurred in. report: THE COMMITTEE ON PUBLIC BUILDINGS AND GROUNDS: The Clerk then read the mowing COMMITTEE REPORTS To the Chairman Schwanbeok - Public Buildings and Grounds, at the meeting of the City Council, held June 2, 1941 the following matter was referred to your committee: The matter of purchasing a stoker for the City Hall was referred to your commitee with instructions to draw up specifications with a view toward advertising for bids for said stoker. The Mayor asks that your committee study this matter and report at the next meeting of the City Council E. J. Diedrich To the Mayor and City Councils Your Committee on Public Buildings and Grounds has investigated the above and founds After checking the heating plant in the City Hall Building in Des Plaines, Illinois, we find that the following size stoker is required. We, your committee therefore recommend: 250# coal feed per hour - using a H.P. motor -,with 704 hopper This stoker should have a 700# hopper due to the amount of coal need to fire this building. The retort should be designed for the proper fire spreading effect to increase the efficiency of this boiler. (signed) T. However the motion was made by Alderman Lemke and seconded 1+ Johnson to re -commit the said report to the Cbmaittee on Public Buildings and Grounds with instructions to submit comp&ete detailed specifications for a stoker for the Municipal Building. BUILDING AND MUNICIPAL DEVELOPMENT hadno report to offer. c Cq To the Mayor and City Councils I your City. Engineer have investigated the above and have found: The estimated cost of a cross connection between the City water mains and Saint Mary's Training School water supply to be $13,772 and the Estimated Cost of a new Pomona Deep Weil pump to be $700 installed. See attached sketch for proposed location of proposed cross connection and for breakdown of cost. 51.1 THE FIRE COMMITTEE had no report to offer. THE COMMITTEE ON SEWERS SANITATION AND HELATH had no report to offer. THE WATER COMMITTEE through its chairman Alderman Lemke then introduced J. Albert M. Robinson, Consulting Engineer, who addressed the Council at lenght on the need of additional water supply in case of failure of the present supply. The Clerk then read the following reports COMMITTEE REPORTS To. E. N. Fletcher, City Engineer at the meeting of the City Council held June 16, 1941, the following matter was referred to your You were instructed to prepare sketches and estimates of cost in collaboration with J. Albert Robinson, Consulting Engineer, covering a cross connection between the City and Saint Mlary's Training School water supply. You were also instructed to submit to the Council detailed and complete costs covering the installation of a new deep well pump. AUTHORIZE PURCHASE OF POLICE SQUAD GAR: The "lerk then opned the bids covering a new Police Squad Car and read the same as tabulated below: Bidder Amount Westfield Motor Sales, Herman Wolf $900.00 W. A. Townsend - Des Plaines Motor Sales 793.00 Purnell & Wilson - H. Wilson 793.00 The Mayor referred the said bids to the Police and Licnese Committee for tabulation and recommendation. The Mayor then declared a five- minute recess during which time the committee convened. Mayor Garland then re-cenvened the Council. The Police and License Committee through its chairman Alderman Johnson then submitted the following report: COMMITTEE REPORTS To the Chairman Johnson - Police and License Committee, at the meeting of the City Council held July 7, 1941 the following matter was referred to your committees The bids received July 7, 1941 covering a new Police squad car. You will find the said bids attached hereto. We, your Committee on Police and License therefore recommend: that the City Clerk be instructed to issue a purchase order to the Des Plaines Motor Sales accepting the said bid and ordering a Chevrolet 1941 Coach for the purchase price of $793.00 pluss the old squad car (Motor #1650263). The question was made by Alderman Johnson and seconded by Lemke to concur in this recommendation. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried, and the said report concurred in. INTERIOR DECORATIN IN MUNICIPAL BUILDING: Mayor Garland then called attention to the action taken by the Council in its meeting held April 21, 1941 in which the matter of decorating the interior of the Municipal Building was referred to Commitee with full power to act. Mayor Garland recomitted the matter to the Committee on Public Build- ings and Grounds. letter: AUTHORIZE CONTINUING W.P.A. PROJECTS: The Clerk then read.the following E. N. FLETCHER Civil Engineer Honorable Mayor and City Council City of Des Plaines, Illinois Gentlemen: • July 7, 1941 During the past four years that the City of Des Plaines has sponsored a WPa project the following work has been completed; 30,000 cubic yards of earth excavation 12 miles of drainage ditches constructed 5 miles of streets surfaced with a dust proof surfacing 100 catch basins built 1 mile of new sidewalks built Also many other items of work such as tree planting, tree removal, inlets, manholes, title culverts and drains, parkway grading etc. During this time.more than 100,000 dollars has been paid out by the Federal Government in wages, the greater portion of which has been paid to localsesidents of our City. The cost of the work performed to the City of Des Plaines has been small in comparison to the amount of work completed. The saving to the property owners on the item of sidewalks only has been more than $2000,00. Our present project is a part of a county wide road and street project sponsored by the Cook County Highway Department Which project will end on or about October 1, 1941. This weans that our project will also have to end at this date and if the work is to continue a new project will have to be written. Due to the present increase in private jobs our IPA roll for the Des Plaines pro4ect is very low at this time. We now have only 17 men on the job. If we are to continue it may be necessary to transport men from Chicago or other towns. Transportation for twenty men will cost $200 per day or $32.00 per month, The amount of work to be done in this City would seme to justify the continuation of this project even at an increased coat of $32.00 per month. A few of the itme s that might be included in a new project are; (Letter conttd) Widen the present 20 foot pavements at the stores in our residential areas: that is, the store on Cora Street, the two stores on Algonquin Road, those on Prairie and Second and the one at Asiland and Center Street. The present lack -of parking space at these places make a very unsightly parkway and a dangerous traffic condition. 513 Improve the present parking area back of the City Hall so that parking stalls may be marked and many more cars may be accommodated than with the present hap- hazzard parking. Construct concrete street sire such as are now used in Park Ridge, La Grage and many other towns in this area. These signs can be made at a cost less than we are now paying for our present signs and are more attractive and are easy to see by auto light at night. The above are only a few of the many items that might be included in this project. If you wish this work to continue beyond October 1, 1941 a new project should be written as soon as possible in order that it may be approved by all parties concerned by that time. CREATE LOCAL DEFENSE COUNCIL: The Clerk then read for first reading a proposed ordinance entitled: AN ORDINANCE FOR THE CREATION AND ORGANIZATION OF A LOCAL DEFENSE COUNCIL IIIThe motion was made by Alderman Carroll and seconded by Loos to suspend the rules and plade this proposed ordinance upon its final passage. The Mayor put the question on the motion to suspend the rules and the Clerk called the roll with the following re- sult: Ayes; Aldermen Carroll, Johnson, Loos, Dopheide, Kehe, Lemke, Schwanbeck, and Campagna. Nays; None. The Mayor thereupon declared the motion carried, the rules suspended and the said proposed ordinance before the Council for final disposition. The motion was then made by Alderman Johnson and seconded by Campagna to finally pass and adopt the said proposed ordinance. The Mayor put the question and the Clerk called the roll with the following results Ayes; Aldermen Carroll, Johnson, Loos, Dopheide, Kehe, Lemke, Schwanbeck and Campagna. Nays; None. The Mayor thereupon declared the motion carried and the said ordira,nce passed. . . SUGGESTS.AMENDING SECTION #1341 of 1928 CODE: The motion,was made by Alderman Lemke and seconded by Loos to instruct the City Attorney to prepare an ordinance re- pealing.the following paragraph of Section 134M of.the 1928 Code: "The sum of two dollars,and fity cents . ($2.50) net per quarter year shall be . paid by the City of Des Plaines for, each hydrant placed and maintained by the City Sr fire protection, street sprinkling, or other public use." IIIThe motion was voted upon by acclamation whereupon,the Mayor declared the motion carried. • CONTRACTORS TO PAY FOR WATER USED TO BUILD: The motion was made by Alderman Lemke and seconded.by Loos to instruct the Superintendent of Water Maintenance that in the future all water used by contractors in the process of,building shall be metered and paid for by the contractor. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. PROTESTS CONDITION OF SOO LINE CROSSINGS: Alderman Lemke reported as to the poor condition of the Soo Line Crossings at Woodlaann Avenue and Priaire Avenue while Aldermen Dopheide reported that most of the other $oo Line corssings are also in poor condition. Mayor Garland agreed to personally contact Soo Line qfficials to get the said crossings repaired. 514 BMW= ENTRANCE TO PRAIRIE AVENUE: Alderman Loos requested that the City provide an entrance to Prairie Ave from Des Plaines Avenue. Mayor Garland referred this matter to the Superintendent of Streets for investigation and report. ORDINANCE PROHIBITING EXCESSIVE USE OF AUTO HORNS: Alderman Dopheide suggested than an educational publicity campaign be -carried onto reduce the exesaive use of auto horns in connection with the enforcement of the proposed ordinance prohibiting the excessive sounding of horn blowing. Mayor Garland referred the proposed ordinance and the matter of publicity in eosetion-therewith to the Public -Relations -Committee. APPOINTS TRAFFIC COMMISSION: In compliance with Section 24 of the Traffic Code, adopted February 20, 1939, the Mayor appointed the following as members of the Traffic Commission: The motion was appointments. motion carried Victor L.
