June 4, 1941 Honorable Charles Garland Mayor of City of Des Plaines Des Plaines, Illinois Dear Charlie: As you may have heard, our Association is sponsoring its Sixth Anneal Community Fair at the Rand Park property September 10-13 inclusive. We would like to cordially invite the City of Des Plaines to sponsor some sort of display showing the various activities and worthwhile services which the City Government gives its people. Two years ago the City had a very attractive and interesting diplay of the Police radio system, but last year they did not participate. There will be no charge for the space you use, and we hope you will be able to contribute something worthwhile. Please let us know your decision as soon as possible. Becker, Chief of Police then requested that the traffic code be amended to provide three (3) hour parking limits at the fol- lowing locations: 1. On the north side of E11inaood Streetbetween Gracelaad Avenue and Lee Street 2. On the north side of Park Place between Pearson St. and Lee Street. 3. On the south side of Park Place from Pearson St. westward to the rear end of the Des Plaines Bowling Palace building. Mayor Garland referred this matter to a joint committee consisting of the Streets and Sidewalks Committee and the Police and License Committee for study and recommendation. 1 495 PAR IUG MUM. Chicago Avenue, Chicago, Illinois then addressed the Council ani outlined a plan by which his firm would install parking meters on the basis of a year's free trial with an arrangmene by which his firm takes 75% of the revenue°drived from the said parking meters, provided however that if the City chooses to purchase these meters the amount taken by firm as its 75% share would be `credited to the City and deducted from the contract price thereof. Mayor Garland referred ttis matter to the Police and License Committee for study and recommendation. WOULD PROHIBIT EXCESSIVE BLOWING OF AUTO HORNS: The motion was made by Alderman Dopheide and seconded by Pflughaupt to instruct the City Attorney to prepare an ordinance for the Council's consideration prohibiting the excessive and unnecessary use of automobile horns within the City Limits. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. "RIGHT -TURN" LANE ON LEE STREET AT'ELLINWOOD: Alderman Dopheide then asked that the traffic marking permitting a "right turn on red light" from the easterly lane of Lee Street approaching Ellinwood Street from the South. Mayor Garland referred this matter to the Superintendent of Streets for attention. NOISE COMPLAINT - GENERAL ENGINEERING AND MANUFACTURING COMPANY: The Clerk then read the following letter: June 4,1941 ' To the Honorable Mayor and City Council City of Des Plaines, I11. Subject: Investigation of complaint . regarding General Engineering & Mfg. Co.; 1544 Park Place, Des Plaines, Ill. Gentlemen: At regular Council meeting Monday June 2nd, you appointed a committee to make an investigation regarding a complaint received by the City Council from Mr. Cantwell. The B#ilding Inspector and the Two First Ward Aldermen were appdnted to make investigation and report at our next regular council meeting June 16, 1941. The Building Inspector and E. Johnson visited the plant, J. Garro' be- ing absent. We _mit Mr. Woodworth at his office of plant at 1544 Park Place, where heproceeded to show us the Machine Shop section which operating 24 hours per day on orders consisting of parts to a great extent for defense programyin other words Government orders. The other section of building, operating punch press work, consisting of light stampings and parts for cameras, some of these cameras parts also to fill orders for government use. This department works a day shift only and was not working at the time we were there which was 6:30 P.M. Another department known as the assembly line where the various parts are assembled was not working then. We went to the office room where Mr. Woodworth displayed some of the defense projects. He stated also that it was through the business men of Des Plaines that it was possible for them to start this plant here, and that he located here on their invitation about six -years ago, and had steadily progressed in extending their business activities here. He also stated that they had at that time fold that they would be an asset to the community and not a nuiaance. He also stated that they employed a great many employee's from Des Plaines and that many were taken from tho'rerief rolls and WPA and put to work as apprentices, and worked their way to be machine operators with advancement in wages as their employees advanced with his or her work. Mr. Woodworth stated that from a zoning standpoint they were operating as a maufacturing plant in the commercial zone, and that'if this could be adjusted or rezoned so that it would be in compliance with zoning re- 496 (Letter conttd) quirements, they would continue, however if the city council does not wish to rezone this property to industrial, there would be nothing left for them to do than to seek location elsewhere, in another part of Des Plaines or in another city, that the decision of the City Council would his only choice. He also asked that before the council would take any definate action, he would appreciate mstimmf being'allowed to state his case to them, after which he would have to comply with their decision. We told him we would speak to the Mayor asking for permission to talk to the Council at our next meeting. Respectfully submitted, F. F. Johnson, District Superintendent of the Historical Records Survey, 433 East Erie Street, Chicago, had arranged several months agg to supply the Des Plaines Historical Soceity with t►o W.P.A. clerks, provided the City Council of Des plainer would underwirte. Mr. Johnson asks that your honorable body, according to instructions outlined for all W.P.A. projects, direct a letter to him setting forth the nature of the work expected, the space provided at the Municipal Building, a depository 49 498 designated for work done, the kind of supervision specified or authorized by the City Clerk, a supply of writing material, and underwiritng the rental of a typewriter. Also the agreement that from time to time an itemized report both of work done and expenses incurred, the latter to include titre estimated as spent in supervising, submitted to the Historical Records Survey at Chicago. ' ASKS THAT FIREMEN'S GROUP POLICY BE RETURNED: The motion was made by Aldermen Dopheide toieturn Volunteer Fire Company Blanket Accident Policy No. V.F.0-666 od the United States Fidelity and Guaranty Company to the Des Plaines Realty Co. through whom the same was issued, requesting that the said policy be re -issued at *130.00 as per bid and invoice rendered instead of *160.00 as shown on the face of the policy. The Mayor declared the motion lost for want of a second and referred the said policy to the Finance Committee for study and recommendation. §fillajlaTalsaMINZAKIEBREILL E. N. Fletcher, City Engineer reported that according to Mr. Branigar the Board of Directors of the Braniggr Organization in a meeting held a few days ago expressed its willingness to finance its proportionate share of the proposed sewer system in Cumberland Terrace, based upon the number of lots owned, he further reported that before the Branigar Organization can take farther sups it will require more definite information pertaining to the method of financing con- templated by the City. Mayor Garland referred this matter to the City Attorney with instructions to prepare a financing plan for the proposed sewer And submit the same to the City Council at its next regular meeting. ADJOURNMENT: The motion was made by Alderman Lemke and seconded by Friott that the meeting adjourn.
