Garland presiding with Aldermen Carroll, Loos, Pflughaupt, Dopheide, Kehe, Lemke, Friott and Schwanbeck responding to the roll call., Aldermen Johnson and Campagna appeared immediately following the roll call. The motion was voted upon by acclamation whereupon the .Mayor de- clared the motion carried. 481 COMMITTEE ON WATER: Alderman Lemke, chairman stated that Norma Well is no longer an adequate or desireable source of water as was demonstrated in the re- cent emergency. He recommended that the committee on water together with Engineer J. Albert M. Robinson investigate the possibility of getting another source of supply. The motion was made by, Alderman Loos and seconded by Lemke to have the Council meet as a Committee of the Whole together with Mr. Robinson as soon as possible. COMMITTEE ON POLICE AND LICENSE: The motion was made by Alderman Johnson and seconded by Kehe to instruct the Police and License Committee to prepare specifica- tions covering a new Police squad car and to instruct the Clerk to advertise for bids in the Des Plaines Journal based upon the said specifications. Becker, submitted the following report which was read by the Clerk: COMMITTEE REPORTS: To H. A. Becker, Chief of Police at the meeting of the City Council held May 19, 1941 the following matter was referred to your committee: Protests against the Northwestern Railroad's parking of so-called "bunk cars" within the limits of the City, contrary to ordinance. This matter was referred to you for action and report. COMMITTEE ON SUBDIVISIONS, BUILDINGS AND MUNICIPAL DEVELOPMENT: Alderman Kehe, Chairman, submitted the following report: COMMITTEE REPORTS To the Chairman Subdivisions, Building and Municipal Development, at the meeting of the City Council, held May 19, 1941 the following matter was referred to your committee: The petition requesting a 0,000.00 Building Restriction was referred to your committee for study and report. Further the Council has in- structed sstructed you to call upon the Building Inspector for such information as he may have avilable. A photostatic copy of the said petition is attached hereto. E. J. We, your Committee therefore recommend: that the Building Inspector see that the Building Code is complied with to the letter, so as to assure the erection of proper buildings. Mr. Sam Campagna, 1214 Center Street Des Plaines, Illinois Dear Sam: In regard to the proposed bridge across the Des Plaines River at Thatcher Street, I submit copy of correspondence between the State Highway Department and the Board of Cook County Commissioners. You will note that due to the large expenditure of such an improvement which would mean the raising of River Road considerably, in order to get the necessary clearence be- - tween the bridge and the bed of the river. This seems to be necessary but I quite agree with the State Cq Highway Department, that the anticipated traffic does not warrant such a large expenditure for this improvement. Still believing that some way should be found to abandon the •underpass of the Chicago Northwestern Railroad and a more suitable inlet should be worked out. 1 Awaiting any further suggestion and with best personal regards, I am Yours very truly, (Signed) William Busse COMMITTEE REPORTS To the Chairman on Streets and Sidewalks, at the regular meeting of the City Council, held May 19, 1941 the following matter was referred to your committee: The proposed Thacker Street Bridge across the Des Plaines River. As was stated at the said Council meeting by City Engineer, E. N. Fletcher, the said improvement would probably necessitate raising Des Plaines Avenue some 5 or 6 feet between Ashland Avenue and Ellinwood Street, which would no doubt be criticised by owners of adjacent property. The Mayor has referred this matter to your committee for study and report. E.J.Friedrich, City Clerk Des Plaines, I11. To the Mayor and City Council: Your Committee on Streets and Sidewalks has investigated the above and found: that this proposed project would be undesireable and would ho doubt be -strongly apposed by property owners in this vicinity. We, your Committee on Streets and Sidewalks therefore recommend: that, unless some other solution is presented, this proposed bridge project be abandoned and that the City go on record as apposing the plan. The motion was made by Alderman Campagna and seconded by Lemke to concur in this report. The motion was voted upon acclamation whereupon the Mayor declared the motion carried. Mayor Garland then re—committed this matter to City Engineer for study and recommendation. 483 484 COMMITTEE ON PUBLIC BUILDINGS AND GROUNDS: had no report to offer. COMMITTEE ON PUBLIC RELATIONS: had no report to offer. ERECT WARNING SIGNS: Chief of Police, H. A. Becker addressed the Council on the matter of placing warning signs in certain "no parking areas" in order to impress upon the motorists the necessity for abiding by the parking regulations. The motion was made by Alderman Johnson and seconded by Lemke to grant permission to the Police Department to erect the said signs. PURCHASE OF STOKER: The motion was made by Alderman Loos and seconded by Pflughaupt to advertise for bids on a stoker for the Municipal Building. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. Mayor Garland then referred the matter to the Committee on Public Buildings and Grounds, with instructions to draw up specifications for a stoker. COOK COUNTY ZONING BOARD HEARING: Alderman Dopheide stated that a large number of property owners of the City of Des Plaines indicated their interest by attending the recent Cook County Zoning Board Hearing pertaining to the proposed amendment which would permit residential building lots with a frontage as small as forty feet in unincorporated areas in Cook County. OILING CHICAGO AND NORTHWESTERN RAILROAD CO. ROADBED: Mayor Garland re- ferred to the Committee on Public Relations the matter of again requesting the Chicago and Northwestern Rialroad Co. to oil the roadbed which is in need of im- mediate attention. REPLACING STREET LIGHTS: The motion was made by Alderman Dopheide and seconded by Campagna to refer to the Committee on Streets and Sidewalks the matter of replacing lights at Algonquin and Third, and Algonquin and Southeast Place. The facts are as follows: "My residence is located at 1534 Park Place, Des Plaines, Illinois; approximately 60 feet east of (Letter cont'd) my residence the General Engineering and Manufacturing Company operates a factory, the number being 1544 Park Place; my in- vestigation based on the records of the City of Des Plaines d13 - closes that this property is zoned for "commercial" useage, while obviously its present use would be classed as "industrial." Inasmuch as the operation o'f the factory at the present time con- stitutes a nuisance under the Ordinances of the City of Des Plaines, I respectfully request thet you take immediate steps to remedy the condition as it exists. Garland, Mayor • City of Des Plaines Dear Mr. Garland: • As you know, the Des Plaines Journal, in cooperation with the Des Plaines Motor Sales and the Chicago American, is again planning the running of the All-American Soap Box Derby in Des Plaines on Saturday, June 28, and practically everything is in readiness except the permission of the Citytbr the right to monopolize certain streets in Des Plaines on which to hold the event. W e therefore at this time respectfully request the City Council to extend to us the same generous cooperation accorded the first running of this big Boy's event last year, said request to include the following: 1. Permission to close off Ellinwood Street from Pearson to Des Plaines Avenue all day Saturday, June 28, barricades to be erected late Friday night and remain up until ramp can be removed from the street the following day. 2. Right to hold a parade through the business section on the afternoon of the day of the race. 3. Erection by the City, of a snow fence along the railroad from Pearson Street to Des Plaines Avenue to prevent the crowds from getting too close to the railroad tracks. Cooperation as was given last year, of the street de- partment and police department, for marking racing lanes on pavement and policing the grounds during the races. In exchange for these favors, the Des Plaines Journal guarantees to put on one of the finest publicity stunts for the town, it has seen in a long time, and bring into town, a host of visitors who will spend considerable money among our merchants while here. We 'also assure the City that ample insurance protection will be taken out to fully cover any accident or emergency that might arise during the day.
