Raymond to the office of Direetor of Recreation, which appointment was confirmed
upon a motion made by Alderman Pflughaupt and seconded by Loos.
APPOINTMENTS TO LIQUOR COMMISSION: Mayor Garland then appointed Aldermen
Carroll and Loos to assist him in his duties as Liquor Commissioner, stating that
the said appdntments require no Council confirmation.
PASS i941 TAX LEVY ORDINANCE: The Clerk then read in full for second
reading, the proposed 1941 Tax. Levy Ordinance entitled:

OF TAXES FOR THE FISCAL YEAR OF THE CITY OF

The motion was made by Alderman Pflughaupt and seconded by Loos to pass and adopt

PETITION FOR RESTRICTIONS

the undersigned property owners of property lying/the subdivisions
known as "McIntosch and Company's Second Addition to Riverview" and
"Shaw's Riverview Addition", do hereby express the need for placing a
restriction of not less than 43,000.00 upon all buildings to be con-
structed in the future in the aforesaid subdivisions, and
We do hereby respectfully request and petition the City Council of the
City of Des Plaines to take such steps as may be necessary to prohibit
the construction of any building for residential purposes in the said
subdivisions, the building cost of which is less than 43,000.00. It is
the intent of this petition to place upon all lots or parcels in the
said subdivisions a minimum residential building restriction of 43,000.00.

PETITION FOR RE -ZONING: The Clerk then read the following petition:
PETITION
WHEREAS the area bounded on the north by Washington Street, on the
south by main line of the Des Plaines Valley Railroad tracks, on the
east by the City limits of the City of Des Plaines and on the west by
the west wye tracks of the Des Plaines Valley Railroad is now zoned
for industrial purposes, and
WHEREAS the area adjacent to the said industrial zone has been
developed into a creditable suburban residential community with
several hundred new homes, and
WHEREAS the said industrial zone is flanked on the south by a sub-
stantial and promising residential area at the end of Prairie Avenue,
and on the north by the newly developed Cumberland Terrace Section,
and
WHEREAS the area of the said industrial zone is too small to be
desirable for a large modern industry of desirable character, it is
quite likely that the said area, if permitted to remain industrial
property, will eventually be occupied by a number of mixed and mis-
cellaneous small industries, and
WHEREAS such industrial development would seriously injure the
value of existing residential property adjacent thereto, and would
seriously retard residential development both to the north and to
the south thereof, and
WHEREAS the successful development of Cumberland Terrace as a
residential community shows that the said area now zoned for in-
dustrial purposes, could be successfully developed for residential
use also.
THEREFORE we, the undersigned do hereby petition the City Council
of the amity of Des Plaines to re --zone the said area from Industrial to
Residential Class "A":

AUTHORIZE COLLECTION OF FORFEITED AND WITHDRAWN SPECIAL ASSESSMENTS:
The Clerk Then read the following proposed resolution:
RESOLUTION
A RESOLUTION PERTAINING TO THE COLLECTION
OF WITHDRAWN AND FORFEITED SPECIAL ASSESSMENTS
WHEREAS, the recent General Assembly enacted Laws
amending Section 68 of the Local Improvements Act and
Section 227, Chapter 120, Revenue haws, which provide
among other features that in counties of more than 500,000
inhabitants a 12% penalty on special assessments withdrawn
(after July 1935)also providing that, in addition to the County
Clerk's authority to collect and redeem, the amount due on
withdrawn or forfeited special assessments may be collected
by the Comptroller or other authorized City or Village officer
of the City or Village which levied the assessment; and
WHEREAS, the amount due must be based upon an estimate of
cost of redemption computed by the County Clerk and at the
rate fixed by the City Council as to the rate of the penalty
interest fixed thereon; and
WHEREAS, said law authorized City Councils to waive all
penalties on such withdrawals and forfeitures in excess of
seven (7%); and -
WHEREAS, the local collection of such withdrawn and for-
feited special assessments may be an inducement for property
owners to promptly pay same;

THEREFORE, BE IT RESOLVED BY the City Council of -the City
of Des Plaines, that the City Collector -Treasurer be and is
hereby designated and authorized to collect such withdrawn
and forfeited special assessments and to waive all penalties
on same in excess of seven per (7%), said collection to
be based upon an estimate computed by the County Clerk
BE IT FURTHER RESOLVED that the City Collector -Treasurer
issue the fora of receipt for such payments, as is prescribed
by law.
BE IT FURTHER RESOLVED that a certified copy of this reso-
lution and the form of receipt to be issued by the City Col--
lector -Treasurer, as provided by law, be filed with the
County Clerk of Cook County, Illinois.

received by him or in his official custody, may be kept or deposited;

the last two sworn statements of resources and liabilities as
furnished to the Comptroller of Currency or the Auditor of Public

I. That the State Highway Department be contacted and asked
to erect Stop Signs and Slow Signs on Wolf Rd. and Golf Rd.
thru Cumberland Terrace.
II. That the State Highway'Department be asked to erect Slow or
Caution signs on Busse and Northwest Highway for cars
approaching the bridge from the East as they .enter the "Y"
at that point.
III. As many complaints of speeding come to the Safety Council
we wish to call your attention to the spots mentioned.
Center Street -Riverview and the West Side, Especially
Woodlawn and Greenview Avenues. We also have complaints
on parking on the wrong side of the street and on parkways.

WIDENING GRACELAND AVENUE — (M.F.T. SECTION 7.4.S.): Alderman Pflughaupt
then inquired concerning the progress made in Vie widening of Grace'land Avenue
Cn between Miner Street and Thacker Street with Motor Fuel Tax Funds. E. N. Fletcher,
=,/ City Engineer outlined the general facts concerning this improiment. The motion
was then made by Alderman Dopheide and seconded'by Pflughaupt to authorize and
direct the City Engineer to preparesuchplans, specifications and estimates;
.t and to secure such approval from the State Highiay Department as may be necessary
to proceed with the project. The motion was voted upon by acclamation whereupon

PROPOSED THACKER STREET BRIDGE ACROSS RIVER: Alderman Pflughaupt then
asked the City Engineer for in formation concerning the proposed bridge across
the Des Plaines River at Thacker Street. The Catty Engineer reported that the
said improvement would probably necessitate raising Des Plaines Avenue some
5 or 6,feet between Ashland Avenue and Ellinwood Street, which would no doubt
be critized by owners of adjacent property. Mayor Garland then referred this
matter ,to the Committee on Streets and Sidewalks for study and report.

PROTESTS "BUNK CARS" WITHIN CITY LIMITS: Alderman Friott then reported
that the Northwestern Railroad is parking so called "bunk cars" within they '
limits of the City contrary to ordinance. Mayor Garland referred this matter

ASK C. & N.W. RAILROAD TO OIL ROADBED: The motion wee made by Alder—
man Johnson and seconded by Friott to instruct the Clerk to write the Northwestern'
Railroad requesting that the roadbed of its main line through the City -be oiled
to reduce dust. The motion wasvoted upon by acclamation whereupon the Mayor de—
clared the motion carried.
URGES ACTION IN COUNTY ZONING HEARING: Alderman Loos then urges that
that the local papers and the Council do all in their power to prevent the
adaption of the proposed amendment to the Cook County Zoning Ordinance, which would
permit residential building lots with a frontage as small as forty feet in un-
incorporated areas in Cook County. The motion was made by Alderman Dopheide and
seconded by Carroll to have the Clerk request the Plan Commission to officially
object to the proposed amendment for the City of Des Plaines. The motion was
voted upon by acclamation whereupon the Mayor declared the motion carried.

BIBLE FAITH CHURCH DEDICATION: Mayor Garland then transmitted to the members
of the Council as well as to all such others present the cordial invitation of Pastor
W. Fast to the formal dedication of the new church building of the Bible Faith
Church to be held on Sunday, June 1, 1941 at 3:00 P.M. Mayor Garland requested the
Clerk to acknowledge and accept this invitation.
GARBAGE CANS GREET SUNDAY DRIVERS: Alderman Dopheide called the Council's
attention to the fact that according to rule the residents along Algonquin Road set
out their garbage cans on Sunday evening for the Monday morning collection, and that
the headlights of the many Sunday drivers magnify these cans as they pass. Mayor
Garland referred this matter to the Committee on Sewers, Sanitation and Health for
study and report.
APPROVAL OF BILLS: The Finance Committee through its chairman Alderman
Johnson then introduced the following proposed resolution:

CALL TO ORDER: The meeting was called to order by Mayor Charles H.
Garland presiding with Aldermen Carroll, Loos, Pflughaupt, Dopheide, Kehe, Lemke,
Friott and Schwanbeck responding to the roll call., Aldermen Johnson and Campagna
appeared immediately following the roll call.
REPORTS OF OFFICERS: The Clerk then submitted the reports for May, 1941
of the following:

The motion was made by Johnson and seconded by Friott to order the said reports

COMMITTEE ON WATER: Alderman Lemke, chairman stated that Norma Well is
no longer an adequate or desireable source of water as was demonstrated in the re—
cent emergency. He recommended that the committee on water together with Engineer
J. Albert M. Robinson investigate the possibility of getting another source of supply.
The motion was made by Alderman Loos and seconded by Lemke to have the Council
meet as a Committee of the Whole together with Mr. Robinson as soon as possible.
The motion was voted upon by acclamation whereupon the Mayor declared the motion carried.
