CALL TO ORDER: The meeting was called -to order by mayor Hobart M. Ahbe pre-
siding with Aldermen Carroll, Johnson, Dopheide, Carlson, Friott, Lemke, Schwanbeck,
and Campagna responding to the roll call. Aldermen Henrich and Loos were absent during

This refers to your telephone complaint of several days ago and also
your personal visit to this office in regard to our snow removal oper-
ations in the City of Des Plaines.
I appreciate fully the cause of this complaint and believe that if our
patrolmen use ordinates nimmettininxinxix care and operates his plow at
a reasonable speed through the toren that the cause for complaint will
be eliminated.
We have issued instructions to our patrolmen and supervisors and'other
employes in charge of snow removal operations to use more care in the
plowing of snow and slush inside of municipalities. I feel certain
this will correct the condition of which you complain.
I,wish to thank you for calling this matter to our attention and if
the same condition prevails in the future, please let me hear from you
again and we will then deal with individual cases.

It has come to ourattention that at times when snow is being plowed
in our District slush is scattered upon the sidewalks and driveways
that have already been cleaned. This occurs particularly on State
roads which we plow in the towns and villages.
This is to advise that it is necessary that you be more careful in the
future when plowing snow and see that no slush in scattered so that
we do not have any further complaints on this matter.
Kindly carry out this order, and advise all men working under you dur-
ing snow removal to this effect.

To the Chairman of Streets & Sidewalts Committee - Schwanbeck, at the meet-
ing of the City Council, held January 6, 1941 the following matter was
refered to your committee:
The letter from Cumberland Maintenance Corp dated Jan 3, 1941 requesting
the City to trim parkway trees in Cumberland. It is estimated that the
cost of said trimming would amount to $435.00 of which the Cumberland
Maint. Corp. offers to pay 1/2.
The said letter was referred to your committee with the suggestion that
your committee give serious consideration to the t rimming of all park-
way trees throughout the city.
A copy of the letter referred to above is typed upon the reverse hereof.

lack of finances and expert help have prevented the City from taking
care of this necessity.

That the City pay one third the cost to any sufficiently organized
group who are financially responsible.

The matter of revising the schedule of burning hours for all
street lights in the City Limits to read "Dusk to Dawn"
instead of "Dusk=to 1:00 A.M.", was referred to your committee
for study and recommendation.

Your Committee on Finance has investigated the above and has found:
That the cost of burning all units during ther period from Sept. 1,
1939 to Sept. 1, 1940 was $5,949.48, under the present rates.
With the new rates it would be approximately $6,538.23 or $5,88,75
or more than we pay now, which is an increase of 63% in lighting
hours with less than 10% increase in yearly cost.
We, your Committee on Finance therefore `recommends
That the Mayor and City Clerk be authorized to enter into a contract
with=the Public Service Company to'furnish Meuicipal Street Lighting
from Dusk to Dawn under the new rate #102 to become effeptive
March 1, 1940.

Gentlemen:
C4 I wish to confirm app' telephone conversation of today with Mr. Noble,
7t of your Company, to the effect that Mr. Houser, Chairman of the
Citizens" Committee, and myself had a meeting with Mr. Benesch of
the State Highway Department for the prupose of getting the
machinery in motion toward working out a solution for obtaining
crossing gates in Des Plaines at Graceland Avenue, Lee Street,
and Pearson Street crossings.
Mr. Benesch informed us that, while he could not make a binding
committment on behalf of the State Highway Department, he personally
was inclined to recommend that the State stand the cost of gates
at finummludixlmt the Lee Street crossing, which is State Highway
45, provided the railroad agreed to install at its expense cross-
ing gates at Pearson Street, and Graceland Avenue.
Mr. Benesch further stated that in order to obtain a federal grant
in connection with this construction program, the regulations re-
quired that a request come from the railroad to the state for assistance
and that then the State file the formal request for funds. Mr. Benesch
further requested that you meet at his hotel room 1454, Morrison Hotel,
Saturday morning, February 1, at 9:30 to discuss this and other matters.
After meeting with Mr. Benesch, I will appreciate receiving word from
you that you will make the formal request of the Highway Department for
assistance in this matter, and I have the assurance of Mr. Benesch that
once this step is taken, he will recommend the Site proceeding for
the federal grant.

Attorney, then reported that a summons has been served upon the City of Des Plaines
in the Case of John P. O'Rourke vs. City of Des Plaines (Case #41-C-625). He re-
ported further that this case invalues a. claim for funds in Special Assessment
#100, and that he as City Attorney has filed an appearance in the said case in
behalf of the City.
The motion was made by Alderman Henrich and seconded by Johnson that tre
Council approve the City Attorney's action in filing an appearance, and that the
City Attorney be authorized and instructed to further defend the City in the said
